Vol. 13, No. 16 – May 6 – May 19, 2020 – Harbor Patrol Blotter

Sunday 4-12

10:20am, officers on patrol in vehicles were educating and issuing warnings for the beach closure. Many vehicles and persons were driving around the harbor.

Monday 4-13

9:03pm, received a report of a domestic dispute on a vessel near VHV I-dock. Officers responded with Ventura PD to the incident. The situation was resolved peacefully and both parties left the scene.

Tuesday 4-14

10:33am, officers monitoring VHV and Spinnaker parking received several complaints about the closure of Spinnaker and the Beach. Officers attempted to explain the importance of social distancing recommendations.

Wednes 4-15

9:40pm, received a report of juvenile(s) jumping from an electric boat into the water near VWM E-dock. Officers responded in Rescue Boat 19, found the revelers, and conducted a boarding. Warnings were issued for the violation.

Saturday 4-18

7:25am, receiving inquiries about Ventura County parks and beaches opening. Officers explaining that the Harbor is an independent district and is following the city of Ventura’s regulations. Advising beach parking lots are closed and beaches are open for social distancing and exercising, not for groups to gather.

Saturday 4-25

11:50am, received a report of Personal Watercraft in the surfline operating recklessly from State Parks. Officers responded in Rescue Boat 19 to investigate and found the disturbing parties. Warnings were issued and the PWC’s left.

3:13pm, received a report of a speed boat operating recklessly in the fog. Officers responded in Rescue Boat 17 to investigate. A 32ft red/orange cigarette boat was heard/seen in restricted visibility near Marina Park. An attempt to stop and board the vessel was unsuccessful because the vessel sped off at high speed into the fog and it was unsafe to pursue the vessel with 4 POB’s.

4:28pm, officers on patrol in Rescue Boat 17 terminated the voyage of a 28ft Scarab for safety equipment violations near the launch ramp.

Sunday 4-26

12:40pm, while on patrol in Rescue Boat 19, contacted by the captain of a 30ft sailboat who lost power but was attempting to sail and skull back to their slip in the keys. Offered an escort, officers followed the vessel safely to their slip.

1:44pm, received a report of an illegally parked van near VWM G-dock. Officers responded, found the vehicle and convinced the perpetrator to leave.

6:30pm, dispatched to an ill person near the Plimsol mart. Officers responded and found a transient female with an abscess covering her right eye. She refused any medical attention and all responding units were cancelled by officers.

Monday 4-27

10:45am, while on patrol in Rescue Boat 19, officers observed VPD strictly enforcing covid 19 regulations at South Beach and Surfers Knoll.

10:03pm, observed a female transient sleeping on the curb near Surfers Knoll. Contacted and attempted to ascertain what she was doing. Unable to understand the incoherently speaking person. Assisted with moving her along for her safety.

4-6

9:20am, received a report of a vessel discharging diesel from it bilge pump. Officers responded and discovered a sheen in the area around the vessel at VWM D-dock. The owner was contacted, he hired an individual to remove what fuel was left in the vessel and cleaned up recoverable fuel. USCG was advised.

Tuesday
4-7

5:10pm, while on patrol in Rescue Boat 19, officers received a report of a Sport Fishing vessel with a cabin door to the wheelhouse unsecured and banging loudly from 30 knots of West wind. Officers were able to secure the door.

Wednesday

7:33am, while on patrol in the vehicle, officers enforced beach closure to a group of surfers not adhering to social distancing guidelines.

10:50pm, dispatched to an assault victim in the Harbor Cove parking lot. Officers responded and assisted VPD with the call. The patient refused treatment

Thursday
4-9

3:45pm, while on patrol, officers observed a suspicious vehicle in the Ventura Marina Community. After a brief investigation, it was ascertained that the driver was delivering food to a space in the park. He was assisted in locating it.

Friday
4-10

7:15am, officers changed the electronic message board on Spinnaker Drive to inform the public that, “ BEACH CLOSED, NO BEACH PARKING, CITATIONS BEING ISSUED.”

10:20am, officers en route to enforce beach closure, no beach parking, no stopping on Spinnaker Drive and limited parking in the Harbor Village lot.

10:30-7:00pm, hundreds of warnings and educational contacts about closures and restrictions throughout the Harbor Village, Launch Ramp and beaches were issued to many persons heading to and arriving at the harbor.

8:25pm, received a report of a commercial fishing vessels’ bilge alarm sounding in Ventura Harbor Village. Officers responded and found the vessel afloat in normal position, not in danger of sinking. The owner was contacted to secure it.

Saturday
4-11

10:00am, received a report of a bilge alarm sounding in VHV commercial slips. Officers responded, found the vessel and contacted the owner who assisted with entry where water was found. The bilge was pumped and the alarm turned off.

10:50am, officers along with Courtesy Patrol enforcing new parking regulations along Spinnaker and in the Ventura Harbor Village. Hundreds of contacts made.

12:52pm, received a report of a vessel aground near the Mandalay Power Plant. Officers responded in Fireboat to assist Tow Boat US with the vessel. Eventually the vessel was pulled off the beach. No one was injured.

2:49pm, received a complaint that poor signage around a nearby harbor was resulting in a lack of social distancing. The caller mentioned that Ventura Harbor was a good example of what signage should look like. Officers advised the caller of the correct department to complain to of the nearby harbor.

11:50pm, received a report of a transient female trespassed onto a vessel, unbeknownst to whom that the owner was onboard. More in the next report.

Vol. 13, No. 13 – Mar 25 – Apr 7, 2020 – Harbor Patrol Blotter

Monday 3-2

7:23am, received dispatch to a vegetation fire near Riverhaven off E Harbor Blvd. Officers responded and assisted VFD with traffic control on Harbor. The fire was eventually extinguished and mopped up by Ventura fire personnel.

5:08pm, received several reports of a water rescue, kite surfer in distress near the Ventura Pier. Officers responded, pulled the kiter and equipment from the water, then safely escorting the victim to the shore without incident.

Tuesday 3-3

11:45am, received a request for a safety escort from the captain of a disabled sailboat using the emergency tiller to navigate to the boatyard for haul out. The vessel was safely escorted to their destination, the Ventura Boatyard.

Wednes 3-4

11:17am, dispatched to a medical, broken leg in the Riverhaven homeless camp. Officers responded and assisted VFD and AMR with the call.

Thursday 3-5

11:20am, dispatched to water rescue at Marina Park, 3 swimmers in distress. Officers responded with multiple units and were able to determine all 3 victims were accounted for safely on the beach after escaping a rip current nearby.

Friday 3-6

11:45pm, received a report of several transients loitering on the back patio of a local restaurant. Officers advised they would investigate and for the R/P to contact Ventura PD as well. Upon arrival in the area, an illuminated light bar / spotlight convinced the group to leave the area. No violations were observed.

Saturday 3-7

9:00am, monitoring State Parks requal / tryout swim in Rescue Boat 19 near San Pedro street. While observing the swim, a Scarab style speed boat operated dangerously close to the candidates and lifeguards, then headed to the pier and dangerously buzzed surfers in the surfline. Due to the speed the vessel can and will attain, officers unable to make contact at this time.

12:15pm, contacting the skipper of the Scarab in the main channel of the Harbor. Issued the final warning for dangerous and negligent operation. All the while, the deckhand, passengers were screaming obscenities and showing utter disrespect for officers attempting to teach them prudent operation of their vessel and the hope that they don’t injure themselves or worse, others.

8:30pm, received a dispatch to ill person in the Ventura Marina Community. Officers responded and assisted VFD and AMR with a terminal patient.

Sunday 3-8

8:00am, Oxnard College Lifeguard Academy at the Ventura Port District.

9:00am, Beach Hazard Assessment: beautiful conditions, 2-4ft Northwest/South swells combination. Calm conditions, beautiful beach day.

Vol. 13, No. 12 – Mar 11 – Mar 24, 2020 – Harbor Patrol Blotter

Tuesday
2-18

10:06am, dispatched to a suicidal person in the water near the Pier. Officers responded in Rescue Boat 19 to assist. A rescue swimmer was deployed and helped convince the swimmer to head to shore where VFD and PD were.

Wednesday
2-19

1:01pm, received a report of a fuel spill at Daves fuel dock. Officers responded by sea and by land to find an inflatable boat had mistakenly filled the boat with 17 gallons of petro. VFD responded, the vessel isolated until the fuel is removed.

Friday
2-21

12:40pm, while manning the operations center, observed three kayakers capsize in the Pierpont basin from strong South winds. Officers responded in Rescue Boat 19, but the kayakers were able to swim their vessels to a sandbar where they righted/dewater and re-boarded their kayaks and continued their voyage.

Saturday
2-22

6:33am, while on patrol, officers observed two transients with a peddle boat on Harbor Blvd, detained by Ventura PD. It was determined that the property was thrown away in a roll off dumpster at the launch ramp. After explaining to the pair that the vessel was unseaworthy because it would take on water it was thrown away for good.

2:35pm, while on patrol, contacted by a couple walking near Surfers Knoll about the water quality. Advised it was due to the maintenance dredging of Venutra Harbor and showed them the Manson Construction sign explaining the operation

Sunday 2-23

5:55am, received report of a found white husky at the Holiday Inn Express. After a brief search, the owner was located nearby and reunited with the dog.

11:01pm, dispatched to an overdose/poisoning in the riverbottom near East Harbor blvd. Officers responded and assisted VFD/AMR/VPD with the call. The patient was found unresponsive, CPR and all other lifesaving measures were utilized for 20mins, but unfortunately rescuers were unable to revive the patient.

Friday

7:49am, received several complaints about a speed boat operating dangerously near the Ventura Pier and surfers at the point. Reported the observation to state and federal agencies monitoring the situation.

Saturday
2-29

5:33pm, while on patrol in the vehicle, officers contacted three novice bodyboarders near the Surfers Knoll Jetty. The group were informed of rip currents and how to survive them. Also, the advantage of swim fins.

Sunday
3-1

9:39am, while on patrol in Boat 17, officers observed an unusual sound coming from the port shaft. After diving and investigating, cleared a braided fishing line, likely from a hoop net from the shaft. Several times a week during lobster season, hoop net lines are cleared from rescue boat shafts.

12:33pm, received a report of a lost set of keys inadvertently given to a pair of local transient women. Officers responded, contacted the pair and after lengthy “debate” were able to obtain the set of car keys. During debrief from the incident, the owner of the keys contacted officers and was reunited with the keys

1:03pm, debrief with Calif Fish and Wildlife wardens at the launch ramp.

Vol. 13, No. 11 – Feb 26 – Mar 10, 2020 – Harbor Patrol Blotter

Tuesday
2-4

5:25pm, received a report of an illegally moored vessel at VHV C-dock. Officers responded and towed the vessel; the owner was not onboard.

Wednesday
2-5

7:50am, while on patrol, officers were dispatched to a brush fire near Riverhaven. Assistance was offered with transporting personnel and resources to the fire to assist with firefighting, then mop-up. The fire was extinguished.

Thursday
2-6

7:30am, observed the H.R. Morris, the Manson Construction Company dredge inbound to Ventura Harbor for maintenance dredging.

8:30am, received report of a large fishing seiner hit the breakwall while it was returning to Ventura Harbor. The vessel suffered significant damage and was hauled out for inspection and repairs. The incident is under investigation.

8:50pm, received a report of a homeless man who threatened a wife and husband in their vehicle at VIM. The man fled the scene, PD was unable to locate him.

Friday

2:30pm, officers conducted Launch Ramp parking enforcement. Several vehicles were found in violation and were issued written warnings.

Saturday
2-8

7:00am, while opening Harbor Cove beach lot, officers observed a large RV parked on Spinnaker obstructing the bike lane, oversized vehicle and camping. After a lengthy debate the individual was issued warnings for the violations.

10:30am, received a report of a domestic disturbance occurring on a vessel via a phone call. Ventura PD was contacted, and officers assisted with searching for the vessel. When it was located, the disturbing party was gone.

4:15pm, received a report of a Hazard to Navigation near the Ventura Pier, a large log. Officers responded in Rescue Boat 19 and took the flotsam en tow.

Monday
2-10

10:30am, received a report of a possible missing person at the Ventura Pier from Ventura PD. After an investigation it was determined that the clothing and personal belongings were thrown off the pier and that the individual was located.

Wednesday
2-12

11:50pm, dispatched to an assault in a parking lot near 1500 Anchors Way. Officers responded, staged and assisted the victim after PD cleared the scene. The patient was transported to the fishing vessel he worked on after the incident.

Thursday
2-13

7:45am, while on patrol, officers observed a transient asleep near the curb at 1691 Spinnaker dr. Officers contacted the individual, making sure he was ok.

Saturday
2-15

7:08am, received a report of a transient who broke into the VWM laundry room and is refusing to leave. Officers responded and assisted Ventura PD with removing the individual who was wearing clothes being washed.

1:35pm, received a “Mayday” call on VHF 16 from a motor vessel with mechanical failure near the Mandalay powerplant. Officers responded in Rescue Boat 19 to assist the distressed vessel. The vessel was located near Oxnard Shores and taken en tow until TowBoat U.S. arrived and took over the tow.

11:55pm, while on patrol, officers were alerted to a large group of transients near VWM from security. Officers assisted with removing the group of 10 transients near VWM that were loitering/trespassing on private property.

Sunday
2-16

10:10am, while manning the operations center, observed a fishing lightboat operating in violation of speed/wake ordinance in the main channel. Officers were able to contact the skipper via VHF 11 and gain compliance.

12:30pm, while on patrol, officers observed a solid Northwest swell running along all the harbor beaches. Many rip currents were observed, and the water was less than ideal “looking” from harbor maintenance dredging. But the conditions were excellent for the NSSA surfing contest at the “New Jetty.”

 

Vol. 13, No. 10 – Feb 12 – Feb 25, 2020 – Harbor Patrol

Wednes 1-22

10:05am, received a report of a traffic accident near 1500 Spinnaker Drive. Officers responded and assisted VFD, VPD with the call. The vehicle sustained major damage, but the driver suffered minor injuries. The vehicle was towed.

Thursday 1-23

12:08am, dispatched to an assault victim at RiverHaven. Officers responded and assisted VFD,VPD with the call. Patient transported to hospital.

Saturday 1-25

11:45am, responding to check on two surfers near the Greenock lane jetty due to large surf. Officers were able to contact the group with assistance from State Parks lifeguards operating a RescueWaterCraft in the area. All were ok.

10:20pm, contacting a 20ft vessel operating recklessly near the outside of the breakwall in hazardous conditions. Vessel was escorted back to the launch ramp

Sunday 1-26

7:00pm, received report of a fire near Spinnaker Drive and Harbor Bl. Officers responded and assisted Ventura Fire Department with locating the fire. No fire was found, but the Natural Gas burnoff on the South side of the Santa Clara Bridge was the likely source of the report. The burnoff is commonly misidentified as a brush fire.

Monday 1-27

7:03am, received a report of a transient trespassing at Ventura West Marina C-dock. Officers responded and found the individual incoherently speaking. She left the area talking.

6:00pm, received a request to assist good Samaritans remove shopping carts that were deposited in the barranca. They were towed to the launch ramp.

Thursday 1-30

8:35pm, patrolling in Rescue Boat 17, officers contacted a small vessel engaged in hoopnetting in the Harbor entrance. After a safety inspection was conducted, no lifejackets were aboard the vessel. The vessels voyage was terminated, and the fishermen returned to the launch ramp.

Friday 1-31

10:35am, while manning the office, received a request to use the districts emergency long dock for overnight berthing. The requestor was advised of the limited use of the dock, mainly for emergencies and was provided options.

3:25pm, while on patrol in the fireboat, officers observed a sail-foilboarder beset by calm conditions. The sailor was transported to his residence in the keys.

Saturday 2-1

8:40am, received request to escort the Manson crane barge “Freya” into the harbor. Officers responded in Rescue Boat 19 to assist.

3:03pm, received a report of a male transient loitering with all his belongings spread out in the VIM parking lot. Officers responded and contacted the individual. He was granted time to organize his stuff and then move on.

11:23pm, officers contacting a fisherman on a small unseaworthy vessel at the breakwall and warning him of the Gale warning going into effect.

Sunday 2-2

11:30am, received a report of two juveniles operating an inflatable without any lifejackets. Officers responded, found the vessel reported. One 13-year-old had on a lifejacket and the operator was 15, so he was not required to “don” a PFD.

3:05pm, while on patrol, observed a large Northwest swell, 9ft as measured by sonar on Rescue Boat 17.

10:00pm, weather observations to National Weather Service, 20kt wind increase

Monday 2-3

10:00am, received a report of an errant buoy near 5th street in Oxnard Shores. Officers responded in the Fireboat to investigate. After a thorough search, no buoy or any other flotsam was discovered in the area. Large waves most likely washed whatever was observed to shore before officers arrived.

8:08pm, dispatched to a fall victim at the Ventura Marina Community. Officers responded and assisted VFD/AMR with the patient. Patient sustained no injuries

 

Vol. 13, No. 9 – Jan 29 – Feb 11, 2020 – Harbor Patrol Blotter

Tuesday 1-7

8:10pm, while on patrol, officers observed a vessel with insufficient lights and illegally placed hoop nets. The vessel was contacted and escorted to the District longdock for further inspection. Upon further inspection, it was discovered that the vessel lacked a all-around light, no documentation & expired fishing license. Written warnings were issued to the fishermen for the violations.

Thursday 1-9

1:08pm, received a dispatch to an unconscious person at the Ventura Marina Community. Officers responded and assisted VFD/AMR with the patient.

Friday 1-10

7:30am, while on patrol, received a request for Harbor Entrance conditions. Large waves were observed, but the entrance is open. The inquirer was advised to use caution and follow the navigation buoys when exiting and entering harbor.

Saturday 1-11

4:30pm, received a request for a tow from the operator of a disabled sailboat. Officers responded and assisted TowBoat U.S. with the call for assistance.

6:20pm, while on patrol in RescueBoat 19, officers contacted eleven fishing vessels (including kayaks) for illegal placement of hoop nets around the breakwall and to warn of strong winds forecast.

Sunday 1-12

Monday 1-13

11:00am, officers in the Fireboat assisting and monitoring the Greek Epiphany Ceremony at VHV D-dock. Several young and old participants recreate the swim for the cross in the water.

2:12pm, received a report of a transient in the men’s shower at the Ventura Yacht Club. Officers responded and found a male transient in the shower. The individual advised his brother was a member of the club, but upon investigation it was discovered he wasn’t. He was removed and warned of the trespassing.

11:45am, received a report of a motor vessel speeding through the harbor near the yacht club. Officers investigated and found the reported vessel. The violator admitted his violation and was released with a warning for the infraction.

3:00pm, while on patrol in the vehicle, observed severe sand erosion from Surfers Knoll Jetty to the Rivermouth. Also observed a few large rip currents.

Tuesday 1-14

5:00pm, while on patrol, officers observed a diesel sheen near VIM E-dock. Several absorbent pads were in the water adrift. Officers searched the area and interviewed several people but were unable to locate a source or the individual who placed the absorbent pads. Investigation continues for responsible party.

Wednes 1-15

3:45pm, while on patrol in the Fireboat, officers observed a Hazard to Navigation near the North-end of the detached breakwall. The owner of the lobster trap, a commercial fisherman was contacted, he will move the hazard.

Thursday 1-16

8:15pm, dispatched to stabbing victim at Riverhaven refuge. Officers responded, assisted AMR/VPD with the call. The patient refused medical care.

Saturday 1-18

6:01am, received multiple reports of a water leak with a large amount of water at the entrance to Harbor Cove parking lot. Officers investigated with the assistance of Ventura FD but were unable to secure the leak. Eventually, Ventura City water arrived, secured and repaired the ruptured pipeline.

12:10pm, received report of an injured sea bird near VWM D-dock. Officers responded and found the reported bird. As officers were closing in to capture the injured bird for rescue volunteers, it flew away, apparently not injured.

Sunday 1-19

2:10pm, received multiple reports of a vessel operating recklessly near Solimar. The reported vessel returned to the harbor and contact was made by multiple agencies near the launch ramp with the operator. Warnings were issued for the violations in the hope the operator/owner can respect the boating public with safer operation of their vessels.

6:55pm, while on patrol in Rescue Boat 19, officers contacted several vessels engaged in hoop netting near the breakwall. Officers issued warnings and had fishermen remove their hoop nets from illegal areas.

Monday 1-20

5:15pm, dispatched to a medical, sick person at 1691 Spinnaker Drive from FCC. Officers responded and assisted VFD/AMR with the call. The patient was located and assessed for a hand injury. Patient self-transported to hospital.

11:11pm, received dispatch to an unconscious person at the FourPoints Sheraton. Officers responded and assisted AMR/VFD with a 64-year-old patient who fainted in the lobby. The patient was treated and released at the scene.

 

 

Vol. 13, No. 8 – Jan 15 – Jan 28, 2020 – Harbor Patrol Blotter

Wednes
12-25

2:22pm, dispatched to an assault at River Haven. Officers responded and staged near the incident until Ventura PD arrived to clear the scene, no medical.

9:07pm, received a report of several downed trees on Spinnaker Drive near the Harbor Village. Officers responded and discovered debris, kayaks, lifejackets, and downed light poles and trees at VIM parking lot. After further investigation, significant damage was observed to the Dreamer Rentals docks and rental equipment. It was determined by speaking with the NWS and a witness that a tornado had torn through the area causing the damage.

11:30pm, Ventura Port District general and Maintenance managers assessing damage with the Harbormaster. Spinnaker Drive was closed with barricades so light poles, trees and other various debris could be cleared.

Thursday
12-26

7:00am, officers assessing damage from last nights weather event: tornado. The entry awning to Andre’s was discovered a few hundred yards away on a fishing vessel. Many other minor damages were observed throughout the South Basin.

9:56pm, dispatched to a fall victim at Ventura Marina Community. Officers responded and assisted VFD/AMR with the call. Patient transported to local hospital for further evaluation.

12-27

2:08pm, received a report of a vessel sinking in VIM. Officers responded and assisted VIM maintenance with dewatering the vessel.

Wednes
1-1

3:10pm, received a report of two inexperienced surfers on belly-board type surfboards paddling out at the Ventura Pier. Officers responded in the Fireboat and assisted State Parks Lifeguards with assisting the pair safely to shore.

4:30pm, while on patrol in FireBoat, officers observed several containers of Hydraulic fluid on a dock near one of the commercial vessels in VHV. The owner of the vessel was contacted and required to clean up mess and to not store dangerous materials on docks in the future. Absorbent pads were placed.

Thursday
1-2

7:23am, while on patrol officers observed beach erosion from the Surfers Knoll Jetty to the Santa Clara Rivermouth. Safety contacts were made to inform beach walkers of the dangerous berms & drop-offs and the out flow from the estuary.

Friday
1-3

7:15am, while on patrol in the vehicle, observed severe erosion at Surfers Knoll all the way to the Santa Clara Rivermouth. A 5-6ft berm is 50 yards for the lot.

Sunday
1-5

10:05am, observed that the National Weather Service posted a Small Craft Advisory through Monday afternoon. Officers raised the SCA banner.

5:48pm, while on patrol in the vehicle, officers were contacted by an individual who lost their keys at Harbor Cove. Officers illuminated the area with spotlights and the lost keys were found near the lifeguard tower at Harbor Cove.

8:20pm, received a report of a lost or stolen kayak near VHV C-dock.

8:28pm, received a report of a found kayak near VHV C-dock.

Monday
1-6

3:20am, dispatched to a fire at 1101 Spinnaker Drive. Officers responded and assisted VFD/VPD with the call. A group of transients were being interviewed about the incident. A small dumpster fire was located and extinguished.

10:15am, received a report of a suspicious RV parked at VIM. Officers investigated and found two vagrants in the vehicle. Several attempts to start the vehicle were unsuccessful and AAA refused to tow the vehicle. It was left in the Ventura Isle Marina lot until it can be repaired or towed.

9:00pm, received a report of an overdue boater out hoop netting. Officers responded by land and water and were able to locate the kayaker safe at the L/R.

12-12

9:50pm, received a report of blinding lights from a fishing vessel at the fish off loading pier. Officers responded and found the light source and secured it.

Friday
12-13

6:30pm, the 2019 Parade of Lights begins with Tow Boat US leading.

8:00pm, fireworks launched from Harbor Cove beach for the parade.

12-14

7:00am, Beach Hazard Assessment: very large surf with rough conditions causing a heavy surge throughout the harbor. Waves are breaking across the entrance. Gale Warning was predicted/issued at 12:00 by NWS.

6:30pm, 2019 Parade of Lights beginning. Firework display occurred at 8:00pm as the winds finally calmed to levels safe for launching pyrotechnics.

10:20am, received a report of vessel accident that occurred last night. Several persons watching the parade observed a vessel collide with a moored vessel in Ventura Isle Marina.

10:45am, received report of commercial lobster traps in the entrance to the harbor. Officers responded and towed the pots out of the entrance and back to the lobster fishing grounds.

2:05pm, received a report of a hazard to navigation from a resident in the Ventura Keys. Officers explained the jurisdictional limitations of responses in the keys because it is the city of Ventura to the caller but advised they would investigate and assist if possible. They were able to safely remove the hazard.

10:30pm, observing strong gusty Santa Ana winds to 30kts.

12:15pm, dispatched to a commercial fire alarm at Ventura Storage Yard. Officers responded and assisted Ventura Fire with the call.

7:42pm, received a dispatch to a Traffic Collision, heavy rescue at Spinnaker/Harbor intersection. Officers responded and assisted Ventura Fire and Police with the call. Fortunately, no injuries were sustained in the incident.

11:20am, received a request for escort of the Santa Claus Standup paddle parade. Officers assisted with the paddle and detoured several who attempted to paddle outside the harbor due to the strong winds.

9:05pm, while on patrol in Rescue Boat 19, officers contacted a fisherman hoop netting in an illegal area near the breakwall of the harbor. A safety inspection was conducted, and the illegally placed hoop nets were moved to a legal area.

10:30am, received report of a large Fishing Seiner leaving the Harbor in a hurry causing a significant wake. Officers contacted the captain on VHF 16 and issued a stern warning. The captain has been reminded of his habitual offender status of local ordinance and received his final warning.

11:55am, received a report of a small sailboat in distress off Greenock Lane in Pierpont. Officers responded to the small sailboat in trouble. The three persons were taken onboard Rescue Boat 19 and the rudder-less vessel taken en tow. Strong southeast winds and the lack of a rudder kept the vessel from returning to the harbor.

3:51pm, dispatched to a fall victim at the Ventura Marina Community. Officers responded and assisted an 81-year-old male who fell and injured his hip. He was assisted and transported by AMR medics to local hospital for further evaluation.

2:40am, dispatched to an incident at 1198 Navigator Drive. Officers responded and assisted VWM security with a medical with a local transient.

4:10pm, received a report of a vessel only secured with one line in the keys. Officers responded and secured the vessel to the dock, that was under repair.

Wednes
11-27

9:00am, while manning the operations center, officers observed an unusually high tide of 7ft from the tide measurement stick at the long dock.

Thursday
11-28

12:20pm, dispatched to an unconscious patient in the Harbor Town resort. Officers responded and assisted a 97-year-old male with nausea and shortness of breath. The patient was further assisted by VFD/AMR.

4:50pm, National Weather Service contacted officers and advised of a severe storm cell headed towards Ventura Harbor. A large dark cloud/cell was observed just offshore of the harbor. The cell headed south making landfall over Channel Islands Harbor.

11-29

10:45am, received a report of a vessel taking on water, bilge pumps won’t stop pumping. Officers responded in Rescue Boat 17 and found the vessel in VIM. The constant water pumping was a water-cooled heater, not taking on water.

4:56pm, dispatched to a hang glider crash landed into the water. Officers responded in RescueBoat 19 with multiple agencies to investigate. City fire was able to ascertain that all the hang gilders have safely landed on the beach.

11-30

2:56am, dispatched to an unresponsive person in the Ventura Marina Community. Officers responded with VFD/AMR and found the patient unresponsive. Life saving efforts including CPR and AED were used to revive the patient. Unfortunately, the patient was pronounced dead by medics later.

2:00pm, received a report of a vessel taking on water in VWM A-dock. Officers responded in Rescue B-17, de-watered a 40ft motor vessel. The source of the leak was discovered and mitigated with assistance from a local diver.

7:10am, while on patrol officers observed large surf, 4-6ft with strong rip currents throughout harbor beaches. Water temp has fallen to 58 degrees.

7:57am, dispatched to a medical in the Ventura Marina Community. Officers responded and assisted Ventura Fire and AMR ambulance with the call.

11:00am, received report of a diesel spill from one of the fishing fleet.

5:20pm, while on patrol in Rescue Boat 17, officers observed several small vessels engaged in hoop netting at the breakwall. Safety inspections were conducted, and all the vessels were found in compliance with equipment.

7:30am, while on patrol in the vehicle, officers met with an organizer of the body surfing competition at South Beach. Organizers were concerned with the hazardous conditions and looking for safety advice.

7:20am, Beach Hazard Assessment: 6-8 ft NorthWest swell with enormous rip currents throughout Harbor Beaches. Officers meeting with body surfing organizers to assess conditions and raise safety concerns and mitigations.

12:00pm, Harbormaster and several officers participating in a “paddle-out” for Ventura City Firefighter at Harbor Cove. The fireboat was used in the ceremony

1:24pm, received a report of a boating accident at Ventura Isle Marina. Officers responded to investigate, minor damage was observed and the owners of the two involved vessels agreed to arrange for repairs amongst themselves.

10:00pm, while on patrol in Rescue Boat 19, officers contacted several fishermen hoop netting near the detached breakwall. They advised the fishermen of an incoming storm cell. Most advised they were heading in.

7:55am, while performing pre-operational checks, officers observed mud and debris flowing out of the Barranca in the keys.

3:15pm, observed an inexperienced body boarder without fins or a wetsuit in Small Craft Advisory conditions at South Beach. Officers made contact with the individual and removed for the dangerous situation.

7:00pm, officers on patrol in Rescue Boat 17 experiencing very rough conditions out side the breakwall. Made contact with a small skiff engaged in hoop netting, attempting to convince the skipper to call it a night, to no avail.

11:30am, officers in Rescue Boat 19 were removing the swim buoys from Harbor Cove for the winter.

2:10pm, received a report of a submerged skiff in the South Basin of the Harbor. Officers responded in Rescue Boat 19, found the hazard, dewatered and towed it back to the patrol dock. The skiff will be destroyed.

2:05pm, officers observed a vessel secured to the District longdock without permission. After a lengthy process, the vessel was removed and left the Harbor
