Vol. 13, No. 16 – May 6 – May 19, 2020 – Harbor Patrol Blotter

Sunday 4-12

10:20am, officers on patrol in vehicles were educating and issuing warnings for the beach closure. Many vehicles and persons were driving around the harbor.

Monday 4-13

9:03pm, received a report of a domestic dispute on a vessel near VHV I-dock. Officers responded with Ventura PD to the incident. The situation was resolved peacefully and both parties left the scene.

Tuesday 4-14

10:33am, officers monitoring VHV and Spinnaker parking received several complaints about the closure of Spinnaker and the Beach. Officers attempted to explain the importance of social distancing recommendations.

Wednes 4-15

9:40pm, received a report of juvenile(s) jumping from an electric boat into the water near VWM E-dock. Officers responded in Rescue Boat 19, found the revelers, and conducted a boarding. Warnings were issued for the violation.

Saturday 4-18

7:25am, receiving inquiries about Ventura County parks and beaches opening. Officers explaining that the Harbor is an independent district and is following the city of Ventura’s regulations. Advising beach parking lots are closed and beaches are open for social distancing and exercising, not for groups to gather.

Saturday 4-25

11:50am, received a report of Personal Watercraft in the surfline operating recklessly from State Parks. Officers responded in Rescue Boat 19 to investigate and found the disturbing parties. Warnings were issued and the PWC’s left.

3:13pm, received a report of a speed boat operating recklessly in the fog. Officers responded in Rescue Boat 17 to investigate. A 32ft red/orange cigarette boat was heard/seen in restricted visibility near Marina Park. An attempt to stop and board the vessel was unsuccessful because the vessel sped off at high speed into the fog and it was unsafe to pursue the vessel with 4 POB’s.

4:28pm, officers on patrol in Rescue Boat 17 terminated the voyage of a 28ft Scarab for safety equipment violations near the launch ramp.

Sunday 4-26

12:40pm, while on patrol in Rescue Boat 19, contacted by the captain of a 30ft sailboat who lost power but was attempting to sail and skull back to their slip in the keys. Offered an escort, officers followed the vessel safely to their slip.

1:44pm, received a report of an illegally parked van near VWM G-dock. Officers responded, found the vehicle and convinced the perpetrator to leave.

6:30pm, dispatched to an ill person near the Plimsol mart. Officers responded and found a transient female with an abscess covering her right eye. She refused any medical attention and all responding units were cancelled by officers.

Monday 4-27

10:45am, while on patrol in Rescue Boat 19, officers observed VPD strictly enforcing covid 19 regulations at South Beach and Surfers Knoll.

10:03pm, observed a female transient sleeping on the curb near Surfers Knoll. Contacted and attempted to ascertain what she was doing. Unable to understand the incoherently speaking person. Assisted with moving her along for her safety.
