Vol. 17, No. 10 – Feb 7 – Feb 20, 2024 – Harbor Patrol Blotter

Wednes 1/17	3:45pm, dispatched to a strong odor of gas at the Portside apartments. Officers responded with Ventura Fire Department to investigate report. Nothing found.
Thursday 1/18	11:20am, observed a dive service boat in violation of speed/wake ordinance near the patrol dock. Officers conducted safety inspection, issued several warnings of deficiencies in equipment and for the large wake produced while speeding.
Friday 1/19	8:35am, received complaint about a transient pit-bull that attacked an individual and their dog near Surfers Knoll yesterday. Officers advised to contact Ventura PD and or animal control when the incident occurs.
Saturday 1/20	2:00pm, dispatched to a medical in the Ventura Marina Community. Officers responded with VFD/AMR to assist an 80 y/o male with low blood pressure.
Sunday 1/21	7:10pm, while on patrol in the Fireboat, observed a motor vessel engaged in fishing without navigation lights. Issued warning, skipper turned on lights. 7:25pm, dispatched to chest pain/overdose in the Harbor Village. Officers responded with VFD/AMR to a male under the influence of meth. Responders were unable to find the patient, until he appeared at the ambulance.
Monday 1/22	4:30pm, while on patrol in the vehicle, monitoring the Santa Clara River breech. The opening is father south than normal and flowing heavily out to sea.
Tuesday 1/23	3:09am, observed a small vessel fishing at the Harbor Entrance. Officers responded in the Fireboat, contacted three fishermen placing hoop nets across the Harbor Entrance. A thorough education of fishing laws & ordinances given. 8:00am, while on patrol in the truck, officers issued warnings for no parking permit at the launch ramp. The vehicles left, but one required a jumpstart. 12:13pm, dispatched to an emergency in the Ventura Marina Community. Officers responded with AMR/VFD to assist a 98 y/o male who fell.
Wednes 1/24	7:35am, removed a houseless individual who was camping on the dunes across for the Yacht Club. Trash was removed and the individual assisted to new area. 8:05am, removed individual living in vehicle at the launch ramp for no permit.
Thursday 1/25	5:05pm, received report of large clump of seaweed in danger of interfering with a liter removal device. Officers responded in Fireboat and removed hazard.
Saturday 1/27	12:52pm, dispatched to an unknown problem in Portside complex. Officers responded, found patient who refused medical care. Gave directions to hospital. 9:35pm, received report of large bonfire at Surfers Knoll. Officers responded and found a large party South of Surfers Knoll, put the fire out and removed hundreds of kids, most of which fled the area upon their arrival.
Sunday 1/28	7:49am, dispatched to a sick person in river bottom area. Officers responded with VFD/AMR and assisted with treatment and transport for withdrawals. 9:37am, receiving multiple reports of Standup Paddlers and small vessels beset by the East Winds gusting. Officers responded in the Fireboat to assist. 10:51am, dispatched to beach fire at Surfers Knoll. Officers responded and extinguish the fire. It was the bonfire from last night, it reignited in East winds.
Monday 1/29	11:22am, received report of illegal mooring at dock in the keys. Officers responded, investigated, and discovered the vessel had permission to secure.

Sunday 12/31/23	4:00am, receiving multiple requests for entrance conditions since the USCG closed the harbor. At first light officers assessed conditions, advised coast guard its passable, in turn opened the entrance to navigation for mariners/ fishermen.

Tuesday 1/2/24	8:40am, officers transporting city officials to assess damage to the Ventura Pier. 2:37pm, dispatched to difficulty breathing in Ventura Marina Community. Officers responded with AMR/VFD to assist the patient.
Wednes 1/3/24	5:16pm, received missing person report from a parent. A 20 y/o male is “foil-boarding” from Rincon to Shellburne lane. Officers were able to locate the missing individual, not in distress 300 yards off Seward with binoculars.
Thursday 1/4/24	5:08pm, while on patrol in the Fireboat, officers contacted several fishermen with hoop nets placed illegally near the breakwall. Education was provided.

Saturday 1/6/24	5:05pm, dispatched to a surfer in distress at Greenock Lane. Pulled surfer from water onto the Fireboat and transported to Marina Park dock, no injuries.

Monday 1/8	4:05pm, while on patrol, observed Harbor Cove lifeguard tower was breeched with beer cans everywhere. Officers secured the tower and cleared debris. 11:55pm, received a request to assist a couple locked inside the cabin of their 22ft motor vessel in VIM A-dock. Officers responded and were able to gain access to the cabin after opening the latch on the companionway.
Tuesday 1/9	11:23am, received report of a female transient walking down the middle of Olivas Park Drive. Officers responded but were unable to locate the individual.

Thursday 1/11	5:33am, observed NWS issued a Gale Warning, raised warning pennants. 11:45am, officers assisting bird rescue volunteers capture a bird at Marina Park. 1:00pm, observing the VenturaWaterPure group pulling pipe from Marina Park. 6:55pm, dispatched to a disabled motor vessel at the breakwall. Officers responded in Fireboat, took a 21ft Radon en tow to the launch ramp.
Friday 1/12	12:10pm, conducting preventative maintenance on patrol vessels. Also assisting Port District boat mechanic with wiring the new spotlight for the Fireboat. 5:10pm, while on patrol in the vehicle, received request for a jump start. Officers were able to successfully start the vehicle with a dead battery. 9:35pm, dispatched to a marina fire at VHV D-dock. Officers responded in the Fireboat and found an electric bikes battery smoldering on the dock. No fire and the battery disconnected and no damage to the dock or surrounding vessels.
Saturday 1/13	6:30am, monitoring VenturaWaterPure project at Marina Park. Pipeline is partially submerged, still posing significant hazard. Numerous perimeter vessels are contacting and conducting vessel traffic safety in the area. 2:41pm, received request for assistance removing a trespasser from a sailboat in VIM. Officers assisted VPD with removing the individual from the marina. 3:40pm, observed a disabled motor vessel in the keys, with 2 POB’s utilizing paddles to navigate. Officers responded in the Fireboat, took the vessel en tow.
Sunday 1/14	8:00am, observed NWS issued Small Craft Advisory, raised warning pennant. 9:45am, received report of an injured duck at Harbor Cove. Officers responded, were able to capture an injured Grebe and handed over to rescue volunteers. 9:30pm, received request from US coast guard to monitor VHF 16 while they conduct radio maintenance between 0400 – 0630.
Monday 1/15	9:20am, observed beach clean up crews on the South Beach, officers assisted with delivering filled trash bags to National Park Service collection area. 12:51pm, observed 3 fishing vessels offloading squid with foam/grey water polluting the water. Officers investigating, still on going.
Tuesday 1/16	1:40am, dispatched to a fall victim in the Ventura Marina Community. Officers responded with VFD, and assisted lifting the patient back to bed, no injuries.

Vol. 17, No. 08 – Jan 10 – Jan 23, 2024 – Harbor Patrol Blotter

Tuesday 12/19	10:40pm, dispatched to a choking victim in the Ventura Marina Community. Officers responded with AMR/VFD to assist with assessment and treatment.
Wednes 12/20	8:40am, observed heavy debris coming down and out the barranca in the keys. Officers did not start rescue boats due to the debris in the water. 11:46am, dispatched to an Ocean Rescue at VWM for a male who fell into the water and cannot get out. The male victim was eventually pulled from the water and was treated for hypothermia by AMR medics.
Thursday 12/21	1:55am, officers mitigating flooding from an extreme storm cell around the harbor. Navigator was flooded, and signs were placed in the low-lying area near the Holiday Inn express parking lot, water was up to vehicles windows.
Friday 12/22	12:45pm, observed then removed a large tree limb and various other flotsam in the Pierpont Basin that came down the barranca at the entrance to the keys.
Saturday 12/23	12:23pm, officers cleaning and drying out cabinets and equipment on the patrol vehicles that were inundated with water from the recent storms.
Sunday 12/24	11:07pm, dispatched to a male with an injured finger at Surfers Knoll. Officers responded with AMR/VFD to assist with locating, assessment and treatment. 11:55pm, contacting two VPD units near VHV G-dock. They were investigating two fishermen fighting over who caught more squid that evening.
Monday 12/25	6:43pm, dispatched to fire alarm at 4points Sheraton, cancelled en route.
Tuesday 12/26	1:07pm, dispatched to surfer in distress off Emma Wood. Officers Responded in Fireboat to the call, found one surfer at outside reef, not in distress.
Wednes 12/27	2:19pm, dispatched to a missing surfer at Surfers Point, a surfboard washed up on the beach. Officers responded in the Fireboat and Rescue watercraft, the missing person was found in the parking lot at C-street, no injuries.
Thursday 12/28	6:51am, dispatched to vessels adrift near VWM H-dock. Officers responded in the Fireboat, found damaged docks and vessels lines parted from the strong surge created by the massive swell. TowBoat US assisted with towing vessels. 9:30am, issuing warnings to seek higher ground to beach patrons watching the large surf. Surges of white water are rushing up the beach and inundating the parking lots with debris and water. Beach is impassable from flooding/debris. 9:50am, dispatched to Ocean Rescue at Seward, 8 victims. Officers responded in the Fireboat and Rescue watercraft to the call. The patients were actually on the street knocked down by the surge from a rogue wave that also flooded street. 10am-1pm, dispatched to multiple Ocean Rescues at Rincon, Mondos, Ventura Pier, San Pedro, Ayala, Surfers Knoll Jetty and more. Marine Safety Officer Nick Givens on the RWC pulled multiple victims from dangerous situations.
Friday 12/29	2:08am, received a landline from a captain of commercial fishing vessel at Santa Cruz Island wondering when they can return to the harbor. Officers advised that the United States Coast Guard “captain of the port” has ordered the harbor closed, that the entrance would be reevaluated at daybreak. 6:50am, officers standing by in the Fireboat at the harbor entrance while ten commercial fishing vessels attempt returning to port. Extreme conditions exist with waves periodically closing out the entrance. Thankfully, all the vessels made it back to port with some real “white knuckler” passes into the harbor. 2-6pm, officers conducting multiple ocean rescues on the RWC along Pierpont. 8:49pm, dispatched to a traffic accident at 1567 Spinnaker dr. The call turned out to be a 59 y/o male suffering a medical condition and drove on the promenade through the Harbor Village, ending up at the fish offloading pier. The patient was treated then transported to local hospital for further evaluation.
Saturday 12/30	9:00am, issuing warnings to beach patrons observing the huge waves at harbor beaches, advising to move to safe distances from surges that are constantly inundating the beaches and parking lots that are closed. 9:28am, dispatched to Ocean Rescue, surfer in distress at the Ventura Point. Officers responded on RWC’s to assist. The surfer was able to return to shore. 2:10pm, observed a commercial fishing vessel in violation of speed and USCG closure outbound of harbor. Officers futilely attempted to contact/stop vessel.

Vol. 17, No. 07 – Dec 27, 2023 – Jan 9, 2024 – Harbor Patrol Blotter

Wednes 12/6	9:29am, dispatched to an Ocean Rescue at the Ventura Pier for swimmer in distress. Officers responded in the Fireboat and Rescue watercraft. The distressed swimmer was assisted to shore without injuries or issues.
Thursday 12/7	12:05pm, dispatched to Schooner/Harbor for a technical rescue, person stuck 30ft up in a bucket utility truck. Officers responded and assisted VFD/VPD with the rescue of the tree trimmer. No injuries were sustained by the victim.
Friday 12/8	9:26am, dispatched to an unconscious person at Olivas/Harbor. Officers responded with VFD/AMR and assisted with the patient treatment. 12:40pm, observed a 25ft motor vessel in violation of speed ordinance, officers were able to make contact and issue warnings for the violation. 7:50pm, while on patrol in Rescue B19, officers removed several fishermen hoop netting in prohibited areas around the Breakwall. Warnings issued.
Saturday 12/9	10:58am, officers aboard the Fireboat assisting Standup paddlers who were attempting to attend the cancelled “Santa Paddle” in the harbor. Unfortunately, due to the Gale conditions the event was cancelled. 4:55pm, received report of injured seabird near Portside. Officers found the bird with a hook/fishing line but were unable to catch as it was able to fly away.
Sunday 12/10	4:15pm, observed a small vessel excessively speeding through the harbor. Officers launched a vessel to pursue and were able to catch the vessel near the launch ramp. The skipper had also illegally placed and left hoop nets. Very stern written warnings issued and education of ordinances relayed to skipper.
Monday 12/11	11:54am, officers removed a large Hazard to Navigation, a tree near the entrance. The hazard was towed downcoast near the Santa Clara River.

Tuesday 12/12	6:05pm, received report of a transient locked in the restrooms in the village. Officers responded, convinced individual to move along after a prolonged period
Wednes 12/13	10:45am, while on patrol in Fireboat, officers removed a hazard-to-navigation, a large tree adrift in the main channel. It was towed to the launch ramp. 5:05pm, observed illegally placed hoop nets near the breakwall. Officers contacted the fishermen, issued warnings, and moved nets to legal area.
Thursday 12/14	7:43pm, dispatched to a medical at Ventura Marina Community club house. Officers responded with AMR/VFD and assessed a patient for nausea. 8:29pm, dispatched to a medical at a harbor hotel. Officers responded with AMR/Fire to assist with assessment of unconscious person.
Friday 12/15	.10:41am, dispatched to an Ocean Rescue, wind surfer in distress in the east winds off Marina Park. Officers responded in the Fireboat, searching for the victim. The reporting party mistakenly thought buoys were a person in distress.
Saturday 12/16	6:15pm, received report of parking lot flooding at 1691 Spinnaker dr. A vehicle collided with pipes and cause the flood. Water for the area was secured.
Sunday 12/17	9:37am, dispatched to an overdose on a vessel in the commercial slips. Officers responded with AMR/VFD found a person unresponsive, unable to resuscitate. 2:00pm, officers in Fireboat escorting the “Santa Paddle” from the South Harbor to Pierpont basin. Participants dressed up in various Christmas costumes, even a sailboat from last night’s parade, still decorated, joined the event.

Vol. 17, No. 06 – Dec 13 – Dec 26, 2023 – Harbor Patrol Blotter

Wednes 11/22	1:24am, dispatched to breathing problems in the Ventura Marina Community. Officers responded and assisted VFD/AMR with the patient. 5:39am, dispatched to a fall victim in the Ventura Marina Community. Officers assisted VFD/AMR with the patient.
Thursday 11/23	8:13am, dispatched to a boat fire at VWM A-dock. Officers responded in the Fireboat to a 55ft motor vessel with a fire in the engine room. Once on scene, officers boarded the vessel and were able to extinguish the fire. The boat owner was able to turn off the power dockside and on the vessel which helped save it.
Friday 11/24	12:50pm, observed a small sabot sailboat in distress near the launch ramp docks. Officers attempted several times to coach then catch the vessel, until eventually the skipper was able to get close enough so they could grab and secure the boat.
Saturday 11/25	8:41pm, received report of a distressed vessel near the detached breakwall. Officers responded in Fireboat, found vessel being assisted by a Good Samaritan
Sunday 11/26	9:15am, received report from the mother of an individual who had their vehicle stolen in Village lot, but was able to retrieve it. Advised to contact Ventura PD but the caller refused. Further advised Harbor Patrol not the agency to call for stolen vehicles or major crimes but apparently the victim was on his way to our office. The victim never arrived at Port District, so assuming everything was ok.
Monday 11/27	11:30am, while on patrol in Fireboat, observed an unmanned single kayak caught in east winds eventually caught on the North Jetty. Searched the area, no persons in the water found, placed the green kayak into lost and found locker.

Wednes 11/29	8:45am, raised flags to half mast in honor of Rosalynn Carter
Thursday 11/30	6:40pm, observed distress flares near Surfers Knoll, offshore. Officers responded and found several hand & aerial flares in the area, but unable to locate vessels in distress after searching the area. Received several reports of flares.
Friday 12/1	4:05pm, dispatched to swimmer in distress at VHV G-dock. Officers responded in Fireboat to assist VPD with a fleeing subject. Eventually, the subject was caught with a boat hook, pulled from the water then arrested by Ventura PD. 6:43pm, officers on patrol in Fireboat with Fish & Wildlife wardens to enforce fishing at the breakwall. Several vessels boarded, wardens educated and warned fishermen of violations of state, federal and local ordinances / laws.
Saturday 12/2	10:57am, received a call concerning the recent earthquake in the Philippines, specifically if there was a tsunami threat for Ventura Harbor. Officers advised that tsunami warning center had not issued a warning or threat of tsunami for the west coast. Also relayed website for tsunami warnings info: tsunami.gov.
Sunday 12/3	8:08am, dispatched to swimmer in distress near Seward Ave. Officers responded in the Fireboat and Rescue watercraft to assist with Ocean Rescue. The victim was suffering from behavioral issues and detained by Ventura PD. 1:52pm, observed an individual locked in a vehicle, frantically using a key fob to escape. Officers were able to coach the victim to use the manual door unlock button and removed person from vehicle. The car battery was dead, officers jump started the vehicle, the individual was able to drive away, get to work. 5:50pm, dispatched to gas odor near the firepit in the village. Officers responded with VFD, found the firepit extinguished, no gas odor in the area.
Monday 12/4	10:15am, dispatched to seizure patient at 1080 Navigator. Officers responded and assisted VFD/AMR with the patient, who was transported to hospital. 12:51pm, received request to remove homeless from the L/R restrooms so that maintenance can clean them. Removed several transients without incident.

Vol. 17, No. 05 – Nov 29 – Dec 12, 2023 – Harbor Patrol Blotter

Wednes 11/8	5:36pm, dispatched to a fall victim in the Ventura Marina Community. Officers responded with AMR/VFD to assist. The patient was treated then transported.
Thursday 11/9	10:33am, observed US coast guard personnel repairing the fog signal on S. Jetty. 1:03pm, the Fireboat is back in the water after a month. Officers and boatyard mechanics taking the vessel on a sea trial to ensure the boat is operating well.
Friday 11/10	1:35am, received report of 5 juveniles trespassing/fishing at the lake in the Ventura Marina Community. Officers responded and pursued the group through the community but were unable to bring them to justice. 8:40pm, sailboat “Wanderer” has left the harbor after repeated warnings to leave or that his vessel would be impounded. Searched harbor, unable to locate boat.
Saturday 11/11	10:45am, dispatched to a traffic accident at VWM. Officers responded and found an unconscious patient locked in a vehicle. VFD arrived and entered the car. Resuscitation efforts were attempted, but the patient was not revived.
Sunday 11/12	4:30am, monitoring USCG conversing with sailboat “Wanderer” without much success. After a few hours USCG launched a vessel, located the sailboat near Hueneme and towed to Channel Islands Harbor. Officers reiterated, “Do not bring that vessel to Ventura Harbor!” after speaking with coast guard.
Monday 11/13	1:40pm, responding to disabled sailboat “Wanderer” 2 miles from the Harbor. Searched 2 miles south, west, north. Unable to locate any vessels distressed.
Tuesday 11/14	8:00pm, while on patrol in Rescue B19, observed several vessels hoop nets placed in prohibited areas. Officers issued warnings, had nets removed.

Thursday 11/16	11:45pm, officers secured 5 of 6 twenty-four-hour restrooms at the launch ramp due to a rash of vandalism and graffiti. Unfortunately, transients and “ne’er-do-well’s” use the restrooms for nefarious actions and as abodes .
Friday 11/17	10:01am, received report of a vessel in distress near the Ventura Pier. Officers responded in the Fireboat to investigate. A “boat club” vessel was operating erratically but was not in any distress. Warning issued for improper operation. 4:15pm, dispatched to a boat fire at Portside Marina E-dock. Officers responded in the Fireboat with VFD and were able to determine smoke was coming from an electrical component overheating inside the cabin of the large motor vessel.
Saturday 11/18	2:36am, dispatched to a sick person near 1700 Spinnaker Dr. Officers responded, found an intoxicated person, escorted them to their boat nearby. 1:07pm, received request to investigate harassment of two sea lions swimming near the launch ramp. Officers responded, found two kids throwing rocks but no sea lions nearby. Issued warning to the parent, kids for destruction of property. 2:52pm, dispatched to fall victims in the Harbor Town Point timeshare. Officers responded and assisted a couple up who fell. No injuries sustained in fall.
Sunday 11/19	8:00am, after perusing weather reports of Gale Warning, officers checked conditions outside the harbor in the Fireboat. Patrol was significantly shortened by steep short interval waves with “green water” splashing over the wheelhouse at the entrance. The fireboat was rinsed thoroughly upon return to the dock. 10:01am, received complaint of a commercial fishing vessel conducting hoop netting charters at the Ventura breakwall, violating several ordinances. Officers are looking into the report and the complaint is under further investigation.
Monday 11/20	6:20am, observed National Weather Service issued a Gale Warning for Northeast winds gusting to 40kts. Officers raised warning pennants. 11:50am, received request from skipper of 29ft sailboat to secure to the long dock until the gale settles down and he can continue his trip to Oxnard harbor.
Tuesday 11/21	9:17am, received report of a transient trespassing in a business in the Harbor Village. Officers responded, investigated possible theft. Individual was eventually arrested near Surfers Knoll for unrelated charges.

Vol. 17, No. 04 – Nov 15 – Nov 28, 2023 – Harbor Patrol Blotter

Tuesday 10/31	11:26am, dispatched to a fall victim in the boatyard. 73 y/o male fell 15ft from top deck to lower one. Patient treated then transported to local hospital. 2:39pm, dispatched to unconscious person in Ventura Marina Community. Officers responded assisted AMR/VFD with the 93 y/o male patient. 9:01pm, contacted two separate boats engaged in hoop net fishing in restricted area at the Harbor Entrance. Officers issued verbal warnings for the violations.
Wednes 11/01	5:40am, received complaint about crew boat running its engines. Advised Ventura is a working harbor and commercial vessels regularly run all hours. 9:29pm, received report of a transient screaming in village parking lot. Advised that the reporting party needs to hang up and call police, that patrol is not PD.
Thursday 11/02	12:30pm, received update on the Fireboat repairs from the boatyard. Mechanics advising the shafts are nearly aligned and that the vessel will be ready next week
Friday 11/03	11:58am, received report of a disabled electric boat near the launch ramp. Officers responded in Rescue B19, found vessel, they were no longer disabled. 6:54pm, received request for assistance to get into temporary dry storage on Schooner Dr. Unable to open gate, assisted tenant park at the launch ramp.
Saturday 11/04	12:25pm, dispatched to an offshore search and rescue near Arco Island, aircraft down. Officers responded in Rescue B19 and watercraft 8. After searching, the aircraft landed in an oil field near the reported area, no injuries or damage. 5:48pm, unable to activate fog signal, contacted US coast guard and advised. 6:40pm, received a mayday call from a 22ft radon lost in the fog. Officers responded in Rescue B19, with radar assistance, located the vessel near the pipeline barge offshore of Marina Park. Escorted the lost sailors to launch ramp.
Sunday 11/05	6:26am, observed NWS issued Small Craft Advisory, raised warning pennants. 1:15pm, while on patrol, flagged down by a gentleman who wanted to thank patrol for convincing him to go to the hospital for injuries sustained during a fall. 5:56pm, received complaint from a constant complainer of gas odor near the outdoor fire pit in the village. Officers investigated, no fire or odor observed. 7:15pm, monitored radio traffic between USCG/skipper of 36ft disabled and becalmed sailboat. The skipper was confused, Tow Boat US and Harbor Patrol worked together to locate the vessel just outside the surf near end of Seward.
Monday 11/06	6:07am, dispatched to a traffic accident on Schooner. Officers responded and found two vehicles pulled over, no injuries and both parties exchanged info. 1:47pm, received request to assist bird rescue volunteer to capture an injured sea bird. Responded to Santa Clara River, rescuer was able to capture pelican. 3:56pm, received request for a tow of a disabled electric rental boat. Officers responded to the A-basin and towed the vessel back to the rental dock. 10:15pm, received request for a jumpstart, officers were able to start the vehicle.
Tuesday 11/07	5:33am, observed weather service issued Small Craft Advisory, raised pennant. 8:10pm, received dual complaints from a tenant in VIM and worker cleaning an engine room. Both parties called at the same time complaining about the other.

Vol. 17, No. 03 – Nov 1 – Nov 14, 2023 – Harbor Patrol Blotter

Wednes 10/18	2:57pm, dispatched to traumatic injuries at Surfers Knoll Groin. 32 y/o male washed off the jetty and sustaining intermediate injuries. Transported by AMR.
Thursday 10/19	1:33pm, observed a surfer in distress near Ventura Pier, succumbed to large surf. Operator aboard RWC pulled the distressed surfer from the water, took to shore.
Friday 10/20	4:24pm, Harbor Patrol Officers attending a Prime Rib dinner hosted by the Ventura Yacht Club in appreciation of their service to the boating community.
Saturday 10/21	4:10pm, dispatched to PWC in distress just outside the harbor. Officers responded, pulled 2 persons from the water. Assessing for exposure, patients refused further care. Tow Boat US assisted with towing submerged PWC.
Sunday 10/22	6:15am, observed NWS issued Gale Warning, raised warning pennants. 4:45pm, contacted two hoop net fishermen at the Launch Ramp, advised of the Gale Warning and the dangerous winds predicted. The pair decide to not go out.
Monday 10/23	1:36pm, observed a motor vessel in violation of speed ordinance in the main channel. Contacted via VHF 16, issued warning and gained compliance. 6:15pm, observed NWS issued Small Craft Advisory, illuminated warning lights
Tuesday 10/24	3:25am, dispatched to unconscious patient in Ventura Marina Community. Officers performed life saving efforts, but patient was unfortunately deceased. 4:30pm, observed a transient sailboat at the launch ramp. Officers contacted skipper and advised they were not welcome from previous defrauding. Warned of issuing a citation for securing without permission and the vessel departed.
Wednes 10/25	11:50am, received request for a boating accident report from July. No report was ever taken, officers advising of need to generate a report within 10 days. 12:30pm, received complaint about boat owners using paintball guns to deter sea lions from destroying their property. Officers attempted to explain how NOAA outlined several legal methods for removing the mammals, but the complainant refused to acknowledge that the boaters were well within their rights to do so.
Thursday 10/26	1:33pm, contacted small skiff inside the breakwall engaged in fishing. Safety inspection revealed they were short a lifejacket. Officers issued loaner lifejacket. 2:15pm, assisted a 24ft motor vessel in the turning basin with engine failure. Officers took the vessel en short tow to the launch ramp, released.
Friday 10/27	9:20am, officers giving a presentation about water/beach safety talk. A hands-on exercise of sand entrapment and extricating an object intended to be a person.
Saturday 10/28	6:53am, observed NWS issued Small Craft Advisory, raised warning pennant. 4:12pm, dispatched to a fall in the Ventura Marina Community. Officers responded, assessed a 74 y/o female. Patient care taken over by VFD/AMR.
Sunday 10/29	2:37am, dispatched to a fall in Ventura Marina Community. Officers responded and assisted a male up, no injuries occurred, canceled responding units. 8:25pm, received request for a tow from a 32ft powerboat near the #2 buoy with engine failure. Officers responded and assisted Tow Boat US with the tow.
Monday 10/30	2:50pm, officers taking city manager and Ventura Port Commissioners on a boat tour of the harbor in Rescue Boat 19.

Wednesday 9/27	6:22pm, while on patrol officers removed a hazard to navigation, 4ft log in the Pierpont Basin. The log was taken to the launch ramp and thrown away. 10:50pm, received request to assist PD with a theft investigation. The individual overstaying his welcome at L/R had battery stolen. Incident under investigation.
Thursday 9/28	11:33am, while on patrol in truck, receiving multiple complaints/inquiries about the large construction project (Ventura Water Pure) occurring through Anchors Way, Marina Park and eventually into the ocean just outside Marina Park. 2:45pm, observed a vehicle unable to pull vessel/trailer up the ramp due to low tide. Officers attached tow line to vehicle, were able to pull it up launch ramp.
Friday 9/29	6:00pm, lobster season begins. Officers taking Fish & Wildlife wardens out to check on lobster fishing regulation violations. Issued several warnings, observed approximately 180 hoop nets deployed just in the sandtrap area.
Saturday 9/30	3:55am, received Mayday call VHF-16, 50ft fishing vessel with broken rudder arm 1 mile outside harbor. Officers responded in Fireboat, took the vessel en tow near the #2 buoy and towed to their slip at VHV A-dock.
Sunday 10/1	10:01am, received report of an overdue vessel, out rigger canoe with 6 POB’s. Officers responded in Fireboat, located vessel off the Ventura Pier, in no distress
Monday 10/2	4:45pm, received request to assist a capsized sailboat in the entrance of the harbor. Officers responded in Fireboat and after several attempts were able to successfully right the small sailboat with 2 POB’s, that were pulled from water.

Wednes 9/13	5:00pm, monitored a 40ft sailboat en route to the Ventura YC looking for the guest dock. Officers met the vessel and escorted to the dock.
Thursday 9/14	2:46pm, dispatched to diabetic seizures at VWM D-dock. Officers responded and assisted VFD/AMR with the patient on their vessel. 4:55pm, received report from City of Ventura employee that their laptop was left on the bumper, fell off while driving away and that a transient picked it up and ran off into the Arundo south of Surfers Knoll. Officers searched, but UTL.
Friday 9/15	2:20am, received report of an individual acting strangely, honking horn and seemingly in distress. Officers responded, found the vehicle and contacted an extremely upset person. After a conversation, the person felt better and left. 8:45am, received a float plan from the Hokuloa canoe club. They are paddling from Ventura Harbor to Santa Cruz Island tomorrow, will return Sunday.
Saturday 9/16	11:40am, received report of a distraught female who lost her keys at the Marina Park dock. Officers responded, assisted her with a ride home to Oxnard shores.
Sunday 9/17	7:57am, received a float plan from 2 kayakers planning on paddling around Santa Rosa Island after being dropped off by Island Packers. 3:45pm, received report that the Hokuloa canoe club had returned from Santa Cruz Island safely with no issues.

Tuesday 9/19	1:40pm, received report of a older female attempting to cross the road near the launch ramp. Officers responded and were able to assist her to a nearby bench.

Wednes 9/20	2-5pm, Harbor Patrol officers conducting Water Rescue training with Ventura City Fire, consisting of lifeguarding skills and utilizing the Fireboat. 9:11pm, received report of a VIM tenant over-serving a 32 y/o male who is now intoxicated and acting aggressively towards his mother. Officers responded and escorted the female to her vessel, her son was passed out, no longer a problem.
Thursday 9/21	8:16pm, contacted by an irate female transient reporting her purse was stolen by homeless males. Officers advised to contact VPD to report theft, she ran off upset eventually knocking over trash cans in Surfers Knoll parking lot.
Friday 9/22	4:28am, dispatched to brush fire near Surfers Knoll. Officers responded with VFD and assisted with pulling hose from parking lot to extinguish the fire.
Saturday 9/23	12:05pm, received complaint of 3 juveniles fishing on the rip rap near the Harbor Cove Café. Officers responded in Fireboat and issued warning. 3:45pm, received multiple reports of a capsized sailboat near the Patrol Dock. Officers responded in Fireboat, righted small sailboat, mast was stuck in the mud
Sunday 9/24	11:20am, received a request to remove a dead sea lion from the Derecktor docks. Officers responded in Fireboat, towed the mammal out to sea. 11:45am, received request for assistance removing a large sea lion that was blocking access for a Derecktor marina tenant. Officers responded in the Fireboat and convinced the large “knot-head” to move to another dock .
Tuesday 9/26	6:28pm, observed weather service issued a Small Craft Advisory, raised pennant 3:10pm, received report of a disabled sailboat becalmed 2 miles south of the harbor. Officers responded, found 41ft sailboat and towed the vessel to boatyard haul out slip for repairs to the engine.
