Vol. 10, No. 13 – March 29 – April 11, 2017 – Harbor Patrol Blotter

 9:05pm, received dispatch to an assault victim near the Harbortown point timeshare from FCC.  Officers responded and assisted an 35 year old male who sustained facial injuries in a fight.  Ventura fire and AMR assisted also and transported the patient to local hospital.

6:03pm, received a request to respond to the Ventura Pier for a behavioral subject attempting to jump off the pier.  Officers responded with Ventura fire, State Parks lg’s and Ventura PD.  The individual was talked off the railing and taken into custody for evaluation.

11:03pm, received dispatch to a traffic collision at Harbor / Spinnaker drives.  Officers responded and assisted Ventura fire/PD and AMR with a vehicle vs a bike rider accident.  The patient suffered major injuries and was transported to local hospital for further evaluation.   

5:10pm, received a report of a Hazard to Navigation in the main channel of the harbor, near the #9 buoy.  Officers responded and discovered a large log floating in the channel.  The log was towed to the launch ramp and pulled out.      

2-26 9:00am, officers assisted State Parks lifeguards with their tryout swim and run-swim-run for new lifeguards.  They monitored swimmers from the boat.
2-27 4:05pm, receiving multiple calls in regard to the power outage.  Power was eventually restored, but out until the morning from the Ventura boatyard to the National Park service.
2-28 12:32pm, received a request on VHF 16 from a vessel in need of a tow because they have lost power and are adrift in the mid area of the harbor.  Officers responded and assisted the vessel return to their slip in Ventura west marina.

 

Vol. 10, No. 12 – March 15 – March 28, 2017 – Harbor Patrol Blotter

 

02/18/17

2:14pm, while on patrol officers discovered a stalled vehicle on Navigator Drive with two persons trapped inside. The vehicle was eventually pushed out of the flooded street, both persons rescued and no injuries were reported.

11:55pm, officers observed 3.6 inches of rain in the last 24 hours. Also, the Santa Clara river is flowing dramatically, depositing debris along the beach.

02/18/17 1:05pm received a dispatch to a water rescue at the Ventura Pier. Officers responded, but it was determined to be floating log from the storm.

3:12pm received a report of a 50ft motor vessel listing heavily. Officers responded to VIM and assisted maintenance and dewatered the vessel.

3:52pm received a dispatch to a water rescue at the Ventura Pier. Officers responded with Ventura fire and State Parks lifeguards. The kite surfer made it safely back to shore.

02/21/17 6:55pm received a report of a 46ft sailboat lost in the fog. Officers responded and assisted U.S. coast guard search for the vessel. The inexperienced captain is unable to use his navigation equipment. After searching for hour, the vessel was located a mile offshore of the Mandalay beach power station. After escorting the vessel to their slip, officers conducted a safety inspection and found numerous deficiencies.
02/22/17 2:40pm, received a dispatch to a water rescue at the pier, kite surfer in distress from FCC. Officers responded and assisted State parks lifeguards with the call. The victim was safely returned to the beach.

Vol. 10, No. 11 – March 1 – March 14, 2017 – Harbor Patrol

  2-01 9:20am, received a report of a female threatening to jump off the pier in an attempt to commit suicide.  Officers responded in the fireboat and assisted Ventura PD, State Parks with the call.  The individual was not located after an extensive search of the pier and surrounding area.     
2-02 3:10pm, received a dispatch to a residential fire alarm at a unit in the marina mobile home park.  Officers responded and found the unit was being painted and the fumes set off the alarm.            
  2-04 11:40am, received a dispatch to an unknown medical at marina mobile home park.  Officers responded and were unable to locate a patient.  A neighbor of the individual advised the patient was in a convalescent hospital.                
   2-05 6:12pm, received a dispatch to a unknown medical at the intersection of Harbor Blvd/Schooner Drive.  Officers responded and assisted Ventura fire/AMR with local female transient who has fallen and can’t get up to diabetic nerve pain.  Patient was transported to local hospital.                
2-06 6:24am, received a dispatch to a fall victim at the marina mobile home park.  Officers responded and assisted Ventura fire/AMR with the patient.  The patient was lifted back to her bed and refused further assistance.

9:46am, received a report of a diesel spill in the Arundell Baranca.  Officers responded and found a rainbow sheen but nothing that was retrievable.  Advised environmental health of the sheen.

10:50am, received a dispatch to a medical at Surfers Knoll.  Officers responded and assisted Ventura fire and PD with local transient female suffering from exposure to the elements.  She was released at the scene.

6:16pm, received dispatch to a fall victim at the marina mobile home park.  Officers responded and assisted Ventura fire/AMR with an 86 year old male who fell.  The patient was eventually transported to local hospital.      

   2-07 9:55am, received a report of an injured sea-bird at the launch ramp.  Officers responded but were unable to capture the injured bird, it was able to fly away.  Bird rescue was advised and the search/capture will continue.
   

 

Vol. 10, No. 10 – February 15 – February 28, 2017 – Harbor Patrol Blotter

1-19 1:43pm, received a report of a sick sea lion near Surfers Knoll.  Officers assisted CIMWI with capturing the sea lion.  It was transported to mammal research center in Santa Monica for further evaluation.   

11:50pm, observed a sailboat attempting to leave the harbor.  Due to the hazardous conditions and a gale warning in effect, officers contacted the captain of the sailboat and convinced him to terminate his voyage.  

1-20 9:47pm, received a report of a strong diesel smell around the Harbor Village.  Officers responded and were unable to find a spill or smell.  They believed the odor may be associated with the torrent/polluted flowing Santa Clara River.          
1-21 1:42pm, observed large amounts of erosion at the Ventura Rivermouth.  Officers were moving spectators from the area because large amounts of the berm were collapsing into the rushing Santa Clara river.

4:20pm, officers made contact with the captain of a small ski boat attempting to navigate through the entrance.  They convinced the captain to terminate his voyage due to the extremely large surf and dangerous conditions.             

1-22 7:20am, received a report that a large crew boat was inbound.  Officers advised of the hazardous conditions and monitored the 104ft vessel safely enter the harbor.
1-24 7:20am, officers surveying massive erosion to the Santa Clara Rivermouth berm.

9:00am, received a report of a vessel broke loose at time share docks.  Officers responded and assisted employees re-secure the vessel to its berth.

   

 

Vol. 10, No. 9 – February 1 – February 14, 2017 – Harbor Patrol Blotter

1-06 2:15pm, received a report of a boating accident in Ventura West marina.  After a brief investigation it was determined that no damage was sustained in the minor collision that occurred.  All parties were satisfied.

 

1-07 2:45pm, while on patrol, officers observed a vehicle blocking the roadway on spinnaker drive near angler court.  An elderly individual was lost; officers assisted the person with their destination.

 

        1-09 9:36am, received a report of an individual pepper spraying someone in the restrooms near 1559 Spinnaker drive.  A few Port District employees inadvertently entered the restroom and were overcome by the effects of the pepper spray.  Ventura PD and Fire were summoned and a brief investigation ensued.  No injuries were sustained and the incident is under investigation.

 

1-14     12:47pm, received a distress call from a vessel in the harbor near Ventura West marina.  Officers responded and found a 52 foot sailboat safely anchored and no longer in distress.  Tow Boat-US assisted the vessel.

2:22pm, received a dispatch to a medical.  Officers responded and assisted Ventura fire and AMR with a 71 year old female complaining of various conditions.  She was eventually transported to local hospital.

9:30pm, received a report of a transient male complaining of stomach pain near the fuel pier in the village.  Officers responded and repeatedly offered assistance to an elderly male hunched over and moaning.  The male refused help, said he would seek help in the morning.

 

1-15     12:15pm, officers assisted the Greek restaurant with their Greek Orthodox blessing ceremony in the South Basin of the harbor by lifeguarding the swimmers attempting to capture the cross in the water.

7:05pm, received a request to secure to the Districts longdock from the captain of a disabled 41ft sailboat en route to Long beach.  Towboat U.S. towed the vessel from the shipping lanes and to the dock.  The vessel was hauled out the next day by the boatyard.

 

1-16     4:02pm, during shift change, received a dispatch to a water rescue at Harbor Cove beach.  Officers responded by land and by sea to search for the distressed swimmer.  After searching the area of Harbor Cove to the Santa Clara river mouth, officers determined the rescue was actually at Marina Park on the North-side of the harbor.  The R/P, a fisherman on the North jetty was unsure where he was while reporting the incident.  The victims were caught in a rip current and eventually swam ashore.  Harbor patrol is still in possession of the paddles and the kayak, still searching for the owner.

 

 

Vol. 10, No. 8 – January 18 – January 31, 2017 – Harbor Patrol Blotter

12-26 12:27pm, received a report of a sick person aboard an Island Packers vessel returning from the Islands.  The vessel arrived at the district longdock with a 23 year old male complaining of sea sickness.  He eventually felt better and refused transport to hospital.

5:29pm, received a dispatch to a drug overdose near Ventura Harbor village.  Officers responded and assisted Ventura fire and PD with the patient who was transported to local hospital.     

12-27 2:26pm, received a report of a fall victim near Harbor and Schooner intersection from a passerby.  Officers notified dispatch and responded with Ventura fire.  The individual was a local transient female who fell off the curb but refused medical attention.      
12-28 11:23am, received a report of a boating accident at Ventura Isle marina.  Officers responded and discover a small sailboat that collided with a moored sailing vessel.  The incident is under investigation.

10:20pm, received a dispatch to a fall victim at the Holiday Inn Express.  Officers responded and assisted Ventura fire and AMR with a 74 year old female who fell.  She was picked up and refused further medical care.

11:40pm, received a report of a vessel in distress outside the harbor.  The captain is advising he was hit by a breaking wave a few miles West of the harbor.  After an extended search, officers found the vessel close to the shore near the pier.  The captain refused a tow but was escorted back to the Harbor.  It was determined that the vessel was closer to the shore than the captain thought and took a wave over the port side.  Minor injuries were sustained by one of the passengers and a small inflatable was lost in the incident.  Due to East winds and darkness the brief search for the lost boat was suspended.           

12-29 11:56am, received a report of a vessel having trouble returning to the harbor due to the East wind.  Officers responded and took the vessel en tow back into the Harbor and released near the patrol dock without incident.

2:16pm, received a report of an inflatable adrift a few miles West of the Harbor.  Officers responded and found the small boat, towed it back to the Harbor.  It was determined to belong to the captain of the distressed sailboat call from last night.      

12-30 4:30pm, U.S. coast guard reporting they are escorting a Fishing trawler back to the harbor taking on water and with pollution issues in the bilge.  Eventually the trawler was hauled-out and the petroleum was removed by environmental service.  
12-31 9:05am, received a dispatch to a medical at the Holiday Inn express.  Officers responded and assisted a 35 year old male complaining of a severely swollen ankle.  The male was transported to local hospital for further evaluation.

 

Vol. 10, No. 7 – January 4 – January 17, 2017 – Harbor Patrol Blotter

    12-18 11:30am, received a report of a boating accident that occurred last night at Ventura Isle Marina.  The responsible party was eventually found and the incident is under investigation.   
12-19 12:20pm, received a report of a vessel trapped under the fish offloading pier.  Officers responded and assisted the vessel freeing itself from under the pier.

7:05pm, while on patrol in the vehicle, officers observed a deer running east bound down the middle of Spinnaker Drive.      

12-20 5:53pm, received a report of a homeless person in the middle of Spinnaker Drive.  Officers responded and found local female transient having a seizure.  AMR and Fire were contacted and responded.  The female was eventually transported to local hospital for further evaluation.        
12-21 8:55pm, observing strong East winds and rain.  One East wind gust was observed at 35 knots.    
12-22 12:00pm, received a report of a medical in a vehicle on Spinnaker Drive.  Officers responded and the patient was transported to local hospital.
12-23  

7:00pm, observing significant flooding on Navigator and inundating the Holiday Inn express parking lot, flooding vehicles parked there.

8:11pm, received a dispatch to a water rescue/vehicle entrapment with 3 persons inside on Navigator Drive.  Officers responded and assisted Ventura Fire extricate the three persons from the vehicle.  A tow truck responded and towed the truck from the flood.  No injuries were sustained from the incident.  Ventura PD closed Navigator Drive due to the flooding.

8:58pm, received a report of a 60ft fishing vessel taking on water approximately 6 miles West of the harbor.  Officers responded in the fireboat along with U.S. coast guard to assist the fishermen.  The vessel was escorted safely back to the harbor.  An excessive amount of diesel fuel was discovered in the bilge of the vessel, so an investigation into the incident was on going.

12-24 7:23pm, officers observed Santa Claus fly over the Port District building. No arrests were made.
   

 

Vol. 10, No. 6 – December 21, 2016 – January 3, 2017 – Harbor Patrol Blotter

12-01 1:35am, received a dispatch to an ill person at the Marina Mobile home park.  Officers responded and assisted Ventura fire and AMR with a 73 year old female who was eventually transported to local hospital.
12-04 11:48am, received a request to respond to a water rescue at Mussel Shoals from Ventura County Fire to assist with a stranded kayaker.  Officers responded but were canceled en route.     
12-05 6:42am, received a report of a female running naked through the village.  Officers responded and assisted Ventura PD with detaining and clothing the female who was eventually arrested.    
12-06 11:45am, received a dispatch to an unconscious person at Brophy brothers restaurant.  Officers responded and assisted Ventura Fire and AMR with a 91 year old female who fainted.  She was transported to local hospital.
12-07 12:00pm, officers attended the ground breaking ceremony of “Parcel 18” in the harbor.  The project is called “Portside Ventura Harbor.”
12-09 2:04pm, received a dispatch to a water rescue at the Ventura Pier.  Officers responded and assisted Ventura Fire with a suicidal subject who jumped off the pier.  The victim was rescued and taken to the patrol dock and transported to local hospital.

6:25pm, received a report of a strong smell of diesel near the National Park service building.  Officers responded and observed a sheen and odor of diesel in the turning basin but were unable to discover a source.

12-10 10:58am, received a report of a sailboat low in the water.  Officers responded to the keys and discovered a sailboat with approximately 3ft of water in the cabin.  Another patrol boat was requested and eventually three pumps were utilized to dewater the vessel.  The owner was contacted and was en route to mitigate the leak.  Officers were unable to find the source of the water.

 

Vol. 10, No. 5 – December 7 – December 20, 2016 – Harbor Patrol Blotter

11-15 1:40pm, received a report of a fuel sheen near Ventura Isle marina.  Officers responded and discovered a sheen, but determined most of the spill had started evaporating and the size was not significant enough to warrant a full response.
11-16 1:11pm, received a report of a hazardous situation at 1500 Spinnaker drive restrooms.  Officers responded and found a toxic fumes emanating from a drain that was attempted to be cleared with drain opener.  Fire responded and determined that the fumes were nontoxic, no injuries were sustained.

5:32pm, received a report of a vehicle turn-over at the end of Spinnaker Drive near the National Park Service.  Officers responded and found a vehicle missed the turn, jumped through the NPS garden and ended up on the driveway to the NPS backlot.  The driver was eventually arrested for DUI, and admitted to distracted driving (looking for directions) and the vehicle towed.                      

11-18 5:25pm, received a report of a possible boat fire in Ventura Isle Marina.  Officers responded in the fireboat and discovered a tenant of the marina was barbequing on his sailboat.  While it was a large flame initially, it was contained in a boat BBQ, cancelled all responding units.                            
11-19 11:40am, while on patrol, officers observed a large motor vessel towing another large motor vessel just outside the harbor.  After contacting the captains, they refused any assistance.  Eventually, TowBoat US took over the tow and safely released the towed vessel at the VHM YY haul out dock.

3:50pm, received a report of a vessel sinking 4 miles offshore.  Officers responded with TowBoat US to assist the sinking fishing boat.  The source of the water was found and mitigated and the vessel was escorted back to the boatyard haul out dock.

4:25pm, officers observed marine radio VHF channel 16 was malfunctioning.  U.S. coast guard was contacted and they advised that a repeater on Bald Mt. near San Luis Obispo was down.  No time-line for repair was given.

8:52pm, received a dispatch to a fall victim near the Ventura Boat yard.  Officers responded and assisted AMR and Ventura Fire with local transient female who was transported to local hospital for minor injuries.

11-20 8:35am, received a report of an injured seabird near the fueldock.  Officers responded, captured the bird and contacted bird rescue to pick up the bird.

2:10pm, observed a small overloaded motor vessel heading out of the harbor.  Due to the large swell and dangerous conditions, officers terminated the voyage and escorted the vessel with 7 person’s onboard back to the launch ramp for a safety inspection.

10:30pm, received a request to escort a inbound fishing lightboat due to the dangerous surf/conditions.  The captain of the lightboat requested that officers keep a sharp eye on his dog.  The vessel made the entrance passing safely.

11-23 6:35pm, received a missing person report from a local transient.  He hasn’t seen his wife in a few days, advised he should also contact Ventura PD.

 

Vol. 10, No. 4 – November 23 – December 6, 2016 – Harbor Patrol Blotter

10-29 11:00am, received a report of a fuel spill near VHV H-dock.  Officers responded, found a significant spill and thoroughly searched the area.  A possible source was located, mitigated and the spill is under investigation.

7:15pm, received a report of an unconscious person in the restrooms at 1500 Spinnaker Drive.  Officers responded and assisted a local female transient.  She was transported to local hospital for further evaluation.       

10-30 9:15am, officers observed significant debris flowing from the baranca and inundating the patrol dock and vessels. This was due to the rain event last night               
10-31 9:56am, officers received a lost dog and determined the owner was from the yacht club.  The dog was given to a neighbor until the owner returned.

4:13pm, received a report of 2 kayakers capsized and in the water.  Officers responded and assisted the kayakers who were capsized by a wave and picked up their belongings that were mostly on the beach.  The victims were uninjured and on a paddling trip from British Columbia.                   

11-1 6:25pm, received a report of an ill person on a sailboat in need of evacuation near the Ventura Pier.  Officers responded and towed the vessel back to the harbor and released the persons and the boat at the launch ramp.

8:25pm, received a report of an unconscious person in a vehicle.  Officers responded and assisted AMR, Ventura Fire with the patient.  He was transported via AMR to local hospital for further evaluation.                    

11-3 1:15am, observed a large sailboat secure to District’s longdock.  Officers contacted the captain and ascertained they were in the wrong harbor.  He thought they were in Channel Islands Harbor.                         
11-4 9:45am, observed a 32ft motor vessel that has been anchored near the Ventura Pier for a few weeks was dragging anchor due to large waves.  Officers responded with City fire and State Lifeguards to save the vessel from going aground, but the vessel went aground before officers could attempt a rescue.

5:31pm, received a dispatch to a fall victim at 1300 block of Spinnaker Drive.  Officers responded and discovered a local female transient refusing medical attention for a fall.         

11-6 1:30pm, due to the very large surf, officers spent the afternoon contacting kayaks, PWC’s and small boats and advising of the dangerous conditions.

5:50pm, received dispatch to a fall victim at the marina mobile home park.  Officers responded, assisted a male who fell out of his chair injuring his hand.   

11-8 8:45am, received dispatch to a traffic accident on Northbound Harbor.  Officers responded and assisted victims and found only a minor injury.  The responsible party fled the scene, but was apprehended nearby by Ventura PD.
