Vol. 11, No. 19 – June 20 – July 3, 2018 – Harbor Patrol Blotter

5-27 2:45pm, Received a report of a sting ray strike at Harbor Cove from State Parks. Officers responded and assisted a 12 year old female with hot water for the injury. State Parks monitored her condition and released to her parents.
6-1 11:45pm, while on patrol in rescue boat 17, officers observed a 34ft sailboat adrift in the Harbor Entrance. The captain was looking for an anchorage, officers directed him to Ventura Curtesy patrol for berthing in the Village.
6-2 2:14am, received a report of a vessel sinking in Ventura Harbor Village, E-dock. Officers responded and found a large commercial fishing vessel sunk in its slip. U.S. coast guard, Channel Watch Marine (TowBoat US), NRC, CA Fish and Wildlife, OST crane, Patriot environmental, Ventura PD/Fire and Ventura Harbor Patrol were summoned to mitigate the sunken vessel. Several containment booms were secured around the 60ft vessel.

9:01am, received a report of a boating accident at Dave’s Fuel Dock. Officers responded and discovered damage to the fuel dock and that the vessel had left the area. After a brief investigation, the vessel was located and advised of the damage to the dock. The owner went to the fuel dock to exchange information.

12:24am, while on patrol in the vehicle, officers observed a coyote in the entrance feature on the grass at the intersection of Spinnaker / Harbor.

9:39pm, received a dispatch to a fire near the intersection of Olivas Park and Harbor. Officers responded and observed the natural gas burn-off across from McGrath.

7:00pm, received a report of a suspicious transient in the Ventura Marina Community. Officers responded and contacted the individual. He was asked to leave the park because he was trespassing on private property.

4:15pm, received a report of a fall victim in the Ventura Marina Community. Officers responded, assisted VFD lift the patient. No injuries were reported.

9:54am, received a dispatch to a female with chest pains in River Haven. Officers responded and assisted VFD/AMR with the call.

11:20am, while on patrol and investigating a disturbing dog call, officers observed dangerous rip currents and ocean conditions. Several families with small children were contacted and moved to shallow water.

9:20am, officers are conducting traffic control and safety for the Hokuloa canoe club outrigger race.

11:00am, officers assisting Ventura Port District marketing with the Pirates Day event at the Ventura Harbor Village.

3:52pm, received a dispatch to a drowning at Harbor Cove. Officers responded by vehicle and boat to the call with State Parks Lifeguards. All victims were rescued, treated/assessed and released at the scene.

10:30pm, received a request for a transient slip from a partially disabled 47ft motor sailor. The vessel was escorted into the harbor to a slip in VHV C-dock.

10:05am, while on patrol in Boat-17 officers observed diesel sheen near VHV G-dock. An investigation ensued, but officers were unable to locate source.

2:50pm, received report of a homeless female showering in the 1559 Spinnaker restrooms. Officers responded and found the transient in the Village Market, the clerk was attempting to remove her from the business.

7:30am, received a report of a commercial vessel taking on water at the Harbor fuel dock. Officers responded on rescue boat 19 with an auxiliary dewatering pump. After nearly an hour of dewatering with several pumps, the vessels bilge was dry.

6:30am, officers along with support of State Parks monitoring the swimmers participating in the “Breath-of-life” triathlon from all rescue vessels and RWC’s. The swim course started at Harbor Cove and headed East then back.

4:04pm, received dispatch to a fall victim at the Ventura Marina Community. Officers responded and assisted VFD/AMR with treatment of patient.

5:12pm, received a dispatch to an ill person in the Ventura Marina Community. Officers responded and assisted VFD/AMR with the patient who was eventually transported to local hospital for further evaluation.

7:12pm, received a dispatch to a seizure victim near VIM parking lot. Officers responded and assisted VFD/AMR with a local male transient complaining of extreme abdominal pain. He was transported to local hospital.

2:18pm, received dispatch to a water rescue at VIM. Officers responded and pulled a 66 year-old male from the water and released him at the dock at VIM.

2:58pm, received a dispatch to a fall victim at Ventura Marina Community. Officers responded, assisted VFD/AMR with the patient with major injuries.

3:13pm, received dispatch to a Traffic Accident at Harbor/Beachmont, vehicle roll over two females trapped inside. Officers responded with multiple units from VFD/AMR/VPD. One victim was pulled from the van, while the other exited the van. The driver was taken to local hospital with major injuries while the passenger was released at the scene.

5-02 12:45pm, received a report of a transient disturbing people in the elevator next to Brophy Brothers. Officers responded and assisted Ventura PD with the individual who was eventually arrested for disturbing the peace.
5-04 11:15am, officers deployed the swim line at Harbor Cove beach to help keep boaters out of the swim area of the beach. The swim line is deployed at Harbor Cove before summer and is retrieved before winter each year.

7:15am, contacted by an individual who observed an injured pelican near Surfers Knoll. Officers responded and found the injured seabird and captured it with a net. It was held until bird rescue picked it up for rehabilitation.

7:21am, received a dispatch to a stroke victim at Ventura Marina Community. Officers responded and assisted VFD/AMR with the patient who was treated at the scene and then transported to local hospital for further evaluation.

11:30am, received a report of an injured pelican near Surfers Knoll. Officers responded and discovered the bird. They captured it and released it to sea bird rescue for rehabilitation.

5-13 7:00am, final day/Graduation of Oxnard College Lifeguard Academy being conducted at the Ventura Port District.

6:39pm, received a dispatch to a water rescue, kite surfer in distress off the Ventura Pier. Officers responded in rescue boat 19 and assisted VFD/AMR and State Parks with the call. The kiter was safely returned to shore uninjured.

8:00am, officers raised flags to half-staff in observance of National Peace Officers Day.

8:10pm, received a dispatch to a medical at the 4 points Sheraton. Officers responded and assisted VFD/AMR with the patient, 56 year old male who was transported to local hospital for further evaluation.

11:40am, received a report of a disabled commercial fishing vessel near the entrance buoy. Officers responded and safely towed the 50ft vessel to its slip.

6:33pm, received a dispatch to a water rescue, kite surfer in distress near the Ventura Pier. Officers responded with VFD, State Parks and AMR to the rescue. The kite surfer was assisted to shore, but officers were unable to locate his equipment: kite and the board.

5:55pm, received a report of an oil spill at VHV G-dock on a fishing vessel. Officers responded, distributed absorbent boom and pads to the owner of the vessel who applied them to the spill and contained it. Coast Guard / Fish and Wildlife wardens were notified and investigated the incident.

3:50pm, received dispatch to a fall victim at 1603 Anchors Way. Officers responded and found the patient near the Port District building. Patrol assisted VFD/AMR in treating and then AMR transported the patient to local hospital.

1:05am, while on patrol in the fireboat, officers observed a fishing seiner tender operating without navigation lights in the main channel. After a brief investigation the tender’s voyage was terminated and they returned to their slip

6:30am, Ventura Port District Harbor Patrol hosting the Oxnard College lifeguard academy with water drills and classes in the District conference room

6:10pm, while on patrol officers received a report of a lost dog, a Shetland sheepdog that jumped off a vessel and swam to shore. A search of patrols response area was conducted, but unfortunately the dog was not located.

11:15am, received a report of a male in his 30’s lighting several fires around the Harbor. Officers responded with VPD/VFD to investigate the reports. After an investigation, all units were unable to locate the subject or new fires.

9:25pm, received a report of a wounded sea bird near the entrance to VWM A-dock. Officers responded with nets and a cage and were able to catch the bird.

4-4 4:04pm, received report of an individual walking three dogs that are harassing an elephant seal near South Jetty. Officers responded with CI marine mammal wildlife institute and found the seal but the perpetrator was gone. The seal was cordoned off with wood stakes and caution tape, to keep the public away.
4-5 12:29pm, received report of a 5.4 earthquake just off Santa Rosa Island. Minutes later the pacific tsunami center called and advised there was no tsunami threat. Officers fielded phone calls throughout the day for the incident.
4-6 5:34pm, received a report of a sailboard with a torn sail just outside the harbor having difficultly returning. Officers responded found the distressed person and took the sailboard and the sailor onboard the patrol boat. The sailor and board were transported and safely released at the Launch Ramp.
4-7 10:57pm, received a dispatch to a wellness check on a male in the Ventura Marina Community. Officers responded with VPD, VFD and AMR to the call. Unfortunately the patient was found deceased at the scene.
4-8 2:10pm, received a report of an injured sea bird in the barranca. Officers responded with CI wildlife to rescue the bird. Officers utilized a ladder to gain access to the bird in the barranca. Rescue took the bird for rehabilitation.

1:40pm, received a dispatch to a stabbing victim at the Holiday Inn. Officers responded and staged until PD deemed the scene was safe.9:20am, while towing a small skiff that was adrift in the Harbor, officers observed a sea otter frolicking in the South Basin of the Harbor. Officers took videos of the otter and sent the information to Fish and Wildlife officers in charge of tracking sea otters for the State.

7:00am, received a dispatch to a medical alarm at Ventura Marina Community. Officers responded, gained entrance and found the patient on the floor. A lift assist was performed and the patient was released at the scene.

8:20am, received a report of a disabled vessel in the South Basin of the harbor. Officers responded, took the sail vessel en tow and safely released it at VIM.

2:03pm, received a dispatch to an investigation at Harbor/Schooner. Officers responded and assisted VFD with a strong odor in the area. After an investigation, nothing was found out-of-the ordinary.

6:53pm, received multiple reports of a sailboat having difficulty navigating near Faria beach in 40 knots of wind. After a few hours of monitoring the sailboats progress, darkness hindered patrols observations of the sailing vessel. Somehow without a motor and destroyed sails, the vessel arrived at our dock.

3-22 11:25am, received a report of a hazard to navigation near Ventura West Marina G-dock. Officers responded, removed the log and towed it to the L/R.
3-24 10:50pm, received a report of an overdue boater from the girlfriend. She was concerned about the Small Craft Advisory, he wasn’t back yet and that he was 5 hours overdue. Officers searched for the vessel in its slip in Ventura Isle Marina. The vessel was found then the missing boater returned home.
3-25 12:11pm, received a dispatch to person not breathing at Ventura Isle Marina A-dock. Officers responded and assisted Ventura Fire/AMR/PD with an individual who unfortunately was deceased when responders arrived.
3-26 5:25pm, received report of a transient sleeping on the floor of the 1583 restrooms in the village. Officers responded and contacted the young male laying on the floor and issued warning for sleeping in the restroom.

4:05pm, received a report of what appears to be a brush fire on Santa Cruz Island from the reporting party at Pierpont/Seaward. Advised the caller that the National Park Service fire department was conducting a controlled burn.

6:00am, observed Easter Sunday morning service being held at Harbor Cove beach while on vehicle patrol.

7:05am, while on patrol in the vehicle, officers observed a transient asleep on the curb in front of the launch ramp restrooms. Officers made contact to ensure she was ok no medical, they then advised of the no camping ordinance.

5:33pm, received report of a sick/injured sea lion near Surfers Knoll. Officers responded and assisted CIMWI (channel islands marine wildlife institute) with an elephant seal pup that was stranded on the beach. An area around the pup was blocked off to keep the public away from the pup.

3-08 11:39am, received a dispatch to a strong odor of gasoline coming from 1591 Spinnaker area. Officers responded and discovered a Port District employee working in a used oil facility and that the fumes were blowing towards the promenade .
3-09 10:54pm, received report of two homeless persons sleeping on the promenade near the village. Officers responded and contacted two transients and issued warnings for no camping in the harbor. The two left without incident.
3-11 7:05pm, while on patrol in Boat 17, officers observed a small skiff with two people onboard paddling and the outboard engine out of the water near the entrance of the harbor. The disabled vessel was taken to the launch ramp where it was safely released.
3-12 9:15pm, while on patrol in the vehicle, officers found a black large briefcase type luggage bag next to a vehicle in Ventura Isle Marina parking lot. It appeared to have valuables and was placed into found property.
3-13 6:42am, while preparing for morning duties, officers received a request for found property retrieved lately. The black bag that was found last night in the VIM parking lot last night was returned to the owner who was very thankful because it contained months of written work and a computer.

3-15 6:45am, received a request from a large fishing vessel for docking space due to the wind. Apparently they are experiencing heavy weather at sea. When they made it to the harbor, the weather was far different than it was at sea.

3-16 1:55pm, received a report of a purse seiner tender in violation of wake and speed ordinance in the mid harbor area. Officers investigated and found the subject vessel in the Pierpont basin and issued a warning for the violation.

3-17 1:30pm, received a report of a hang glider landing on the South Beach from State Parks lifeguards. Officers responded and ensured safety of the landing.

4:30pm, received a report of a paddle boat caught downwind near the Ventura Boatyard. Officers responded and escorted the vessel back to rental dock.

3-18 7:50pm, while on boat patrol, a fisherman was observed hoop netting in the entrance of the harbor. A warning was issued and the nets were removed.

3-19 11:00am, received a report from a National Weather Service scientist of a substantial storm headed for our area, with potential of 5-10inches of rain this Wednesday through Thursday.

3:50pm, received report of a few transients disturbing customers at Island Packers. Officers responded and contacted the group. They were asked to leave the area because of the trespassing/loitering violation.

3-20 12:55pm, received a request for a wellness check on a tenant of Ventura Isle Marina. Officers responded and found the individual safe & sound on his boat.

Vol. 11, No. 12 – Mar 14 – Mar 27, 2018 – Harbor Patrol Blotter

2-20 8:20am, while conducting launch ramp enforcement, officers observed an inflatable without registration being retrieved from the water. A safety inspection was conducted and an educational enforcement contact was completed on registering and safety equipment requirements for the state.
2-21 6:32pm, received a dispatch to a near drowning victim at Harbor Cove Beach. Officers responded and found a female who fell overboard from her inflatable and was washed ashore. She was suffering from hypothermia and the passenger was released at the scene. The small vessel was pulled up the beach. The patient was transported to local hospital for low core body temperature.
2-23 10:35am, received a request from seabird rescue to assist volunteer with capturing oily grebe’s at the launch ramp. Officers attempted to catch five of the sick birds, but were only able to get two. The birds were transported to Santa Barbara wildlife for cleaning and care.
2-25 6:58am, received a dispatch for a fire near Harbor and Olivas. Officers responded and assisted VFD with the investigation. The area known as Riverhaven was searched but no fire was found.
2-26 8:47pm, received a dispatch to an ill subject at VWM C-dock. Officers responded and found a male on his vessel suffering from multiple ailments. The patient was transported to local hospital by AMR for further evaluation.

5:10pm, while on patrol officers observed a large passenger vessel having difficulty returning to the harbor. Officers responded in the fireboat and monitored the vessel while it was being assisted into its slip by a tender.

3-03 4:44pm, observed that the National Weather Service posted a Small Craft Advisory until 3am Sunday. Officers raised SCA warning flags and illuminated warning lights.
3-04 11:10am, received a request from State Parks supervisor to assist with removing and towing an aground PWC near the pier. Officers responded and with assistance from a State Parks Lifeguard towed the vessel off the beach and to the launch ramp in Ventura Harbor.
3-05 2:22pm, received a dispatch to a medical in the Ventura Marina Community. Officers responded and assisted Ventura Fire/AMR with the call.

5:15pm, received a report of a head injury at 1500 Spinnaker Drive. Officers responded and assisted a 40 year old female who suffered a head injury, an object fell and hit her in the head. First aid was rendered and an assessment was conducted for what turned out to be a minor injury.

3-06 3:30pm, received a dispatch to an unknown medical at Harbor / Olivas Park intersection. Officers responded and assisted VFD/AMR with an older female transient who was lying on the ground near the road. She was convinced to leave the area after it was determined that no medical existed.

Vol. 11, No. 11 – Feb 28 – Mar 13, 2018 – Harbor Patrol Blotter

2-7 1:45pm, received a request from Ventura PD to assist in searching for a lost person. A husband and wife were looking for sea glass and the wife disappeared. The husband waited for an hour before contacting PD. After a search, the wife was found around McGrath lake and they were reunited.

2:55pm, received a report of an injured pelican on Spinnaker Drive. Officers assisted CI wildlife institute with the search and capture of the sea bird.

2-8 12:57pm, received a dispatch to a traffic accident, vehicle vs a fire hydrant at 1500 Spinnaker Drive. Officers responded and assisted Ventura Fire & PD with the call. The driver of the vehicle fled the scene but was located nearby. The driver was under investigation for driving under the influence.
2-10 2:45pm, observed a sailboat aground near Clingers Point from the operations center. Officers respondead and assisted the vessel off the sand bar.
2-11 5:01pm, received a report of a few individuals refusing to leave the spoil outflow from the H.R. Morris dredge at Surfers Knoll. Officers responded and made contact with the group. After a debate over local laws, federal laws, and ignorance to law ideas, officers convinced the group to move to a safer area.
2-12 2:22pm, observed a hang glider land at Surfers Knoll. Officers made contact and found out that the individual had flown from Santa Barbara due to the beneficial winds that helped him navigate the hills along PCH.
2-13 8:15am, while on patrol, officers observed a large group of ducklings attempting to cross Southbound lane of Harbor Boulevard. Officers blocked traffic and guided the birds across the street into the bushes safely.

5:31pm, received a dispatch to a traffic collision at intersection of Harbor and Spinnaker. Officers responded and assisted VC fire, VPD and VFD/AMR with the call. Two people were seriously injured and the at-fault driver was under investigation for driving under the influence. The two injured were transported to local hospitals for further evaluation by AMR.

2-17 12:10pm, received a report of a whale carcass approximately 1 mile South of Hueneme Harbor. Officers notified Ventura County Harbor Patrol of the report

2-18 7:45am, officers responded to help escort and conduct traffic control for the H.R. Morris dredge. Several kayakers, out riggers and boaters were contacted to keep the path clear for the large vessel that is extremely limited in their ability to maneuver and stop.

2-19 13:52pm, received a dispatch to a water rescue, kite surfer in distress near the Ventura Pier. Officers responded in the fireboat and pulled a 39 year old male from the water with his kite and board. He was transported to the beach and released to State Parks, VFD and AMR for evaluation.

7:10am, received a report of a attempted break-in at the National Park Service office. Officers responded with VPD and searched for the suspect in the village. An individual fitting the description was questioned by PD.

10:25pm, received report of a disturbance at a unit in the Ventura Harbor Community. Officers responded with VPD and resolved the disagreement.

12:45pm, received a dispatch to a medical in the Harbor Village. Officers responded and assisted VFD/AMR with the unconscious patient.

2:05pm, received a report of a female transient disturbing at the Coffee Dock in the village. Officers responded and found local transient screaming. After it was ascertained there was no emergency, the female was asked to move on.

2:45pm, while on patrol in Boat 17, officers observed two hazards to navigation, logs in the main channel of the harbor. The hazards were removed.

10:40am, received a report of a hazard-to-navigation inside the breakwall, two large logs adrift. Officers responded, towed and removed the hazards.

11:00am, providing traffic control with patrol vessels for the dredge H.R. Morris. Dredging of the Harbor Entrance began shortly after the tenders Pup and Cub placed the guide wires and spud for the dredge.

4:29pm, received a dispatch to a fire at 1600 Spinnaker Drive. Officers responded and after a brief search discovered a small fire smoldering in the river bottom in a homeless encampment. Patrol transported two VFD firefighters in the patrol 4 x 4 truck to extinguish the blaze.

9:30am, received a report of a large hazard-to-navigation about a mile south of the Harbor from a commercial fishing vessel. Officers responded and found a 30ft long telephone pole adrift. It was taken en tow to the launch ramp.

12:30pm, received a report of blueish/green grease balls washing up on Harbor Cove. After a brief investigation, it was determined from the dredge. Officers assisted Manson employees with picking up the baseball sized blobs. U.S. coast guard investigated the incident.

4:53pm, dispatched to a water rescue at the Ventura pier, kite surfer in distress. Officers responded and assisted VFD/State Parks with the call.

5:19pm, while on patrol, officers found a vessel with mechanical failure. The small boat was taken en tow to their slip in VWM D-dock.

9:00pm, received a report of a female transient dressed like a prostitute harassing people in the village. Officers responded and contacted the female. She was convinced to leave the village.

10:40am, observed heavy fog around the Harbor, less than half mile visibility. Officers activated the fog signal.

10:20am, dispatched to a residential fire alarm in the keys. Officers responded and assisted Ventura FD with the call.

1:40pm, received a report of a diesel spill near Ventura West marina A-dock. Officers responded and found a light sheen that wasn’t retrievable. No source for the spill was located.
