Vol. 10, No. 26 – Sept 27 – Oct 10, 2017 – Harbor Patrol Blotter

1:00pm, received report that the Harbor Patrol’s fireboat is back in full service. The vessel was in limited service for a few weeks with starboard engine problems.

9-07

9:49am, officers responded to the entry feature at Harbor/Spinnaker to investigate a report of a transient camping in a tent. The officers also observed vandalism. PD was contacted and they were investigating the violations.

9-08

8:44am, dispatched to a medical at Ventura Sportfishing, difficulty breathing. Officers responded and assisted Ventura Fire / AMR with a male having trouble breathing.

8:56pm, received a dispatch to a medical at the Ventura Yacht Club. Officers responded and assisted Ventura Fire / AMR with a 89 year old male suffering from chest pain. The patient was transported to local hospital.

3:35pm, received a dispatch to a medical at 1575 Spinnaker Drive. Officers responded and assisted Ventura Fire /AMR with the call.

7:55pm, received a dispatch to a medical at 1559 Spinnaker. Officers responded and assisted Ventura Fire / AMR with a 60 year old male who suffered a syncope episode. He was released at the scene after vitals check.

9:35am, received a request for a tow from a disabled motor vessel in the sandtrap. Officers responded, put the vessel en tow and safely delivered it to its slip in the keys.

1:45pm, received a dispatch to a medical at the Ventura Marina Community. Officers responded to a fall victim in the park. AMR transported the patient to local hospital via ambulance.

5:10pm, received a request for berthing on the emergency longdock from the captain of a 48ft motor boat whose fingers was pulled through the anchor windless. The captain was at Smugglers Cove and was en route to Ventura Harbor. After officers assisted securing the vessel and rendering first aid, the patient took a uber to local hospital. Eventually, the captain had surgery on his finger and will make a full recovery.

8:12am, received a dispatch to a hazard, gas odor in the marina mobile home park. Officers responded and assisted Ventura fire with the investigation. After a brief search with a gas meter, responders were unable to find a leak.

1:52pm, while on patrol officers monitored a mayday call on VHF 16. Officers responded just outside the breakwall to a de-masted catamaran. The vessel was taken en tow to the launch ramp.

7:38pm, received a dispatch to a water rescue at the Ventura Pier. Officers responded and assisted Ventura fire with 3 persons caught in a rip current.

9:11pm, received a dispatch to a medical at marina mobile home park. Officers responded, assisting Ventura fire/AMR with the patient.

7:30am, received a complaint of transients loitering near the launch ramp restrooms. Officers responded and contacted the group and moved them along.

11:45am, received a report of an emergency near the village carousel. Officers alerted dispatch and responded. The patient, an elderly fall victim received first aid for lacerations from the fall and was released at the scene.

8:55pm, received a dispatch to an ill person at a village restaurant. Officers responded and assisted Ventura Fire/AMR with a female patient who possibly suffered a stroke. She was transported to local hospital for further evaluation.

6:46am, received a dispatch to a fall victim in the marina mobile home park. Officers responded and assisted Ventura Fire/AMR with the call.

4:05pm, received dispatch to a brush fire near Surfers Knoll. Officers responded with Ventura Fire and provided access/ride to the fire. The brush fire was extinguished with assistance of multiple fire agencies.

11:20am, received a report of an emergency at Daves Fuel dock. Officers responded and found a male subject who suffered a head laceration while working on his boat that involved an explosion. He refused treatment and was unable to recall what happened. The patient was transported to local hospital by friends for further evaluation. The incident was being investigated.

6:31pm, received a dispatch to a water rescue in the harbor. Officers responded and discovered a partially submerged kayak with two persons in the water. The pair were pulled aboard rescue vessel and the kayak was dewatered. All victims and the kayak were delivered to the “big-beach” dock.

9:15am, received a report of an ongoing sewage spill occurring near VIM C-dock. Officers are investigating the cause.

7:45pm, received report of a boating accident in VWM. The damage was minimal and the two parties were working out the details.

8-17 5:50pm, received a report of a petroleum spill near Ventura Isle Marina L-dock. Officers responded and located a possible source for the spill. The responsible party was contacted and the spill was mitigated.

8-18 12:45pm, received a report from a village tenant that the captain of a commercial fishing boat was using some colorful language to discipline his crew. Officers responded and issued a warning for vulgar language.

8-19 1:50pm, received a report of a disabled personal water craft near the Ventura Pier. Officers responded and while en route were cancelled because the operator was able to restart the vessel and was no longer in danger.

8-20 1:08pm, received a dispatch to a fall victim at 1215 Anchors Way. Officers responded and assisted Ventura fire / AMR with an elderly female. She was eventually transported to local hospital for further evaluation.

10:05pm, received a report of a fuel sheen in the South Basin of the harbor. Officers responded and discovered a sheen in the area reported. After an investigation, officers were able to locate the source on one of the commercial fishing boats. The captain was contacted and the leak was mitigated.

8-21 11:46am, received a dispatch to a medical at 1559 Spinnaker Drive. Officers responded and assisted several agencies with a medical patient at the call.

1:30pm, received a report of a young female transient disturbing every person she comes into contact with throughout the village. Officers responded and searched the entire harbor, but were unable to locate the individual.

7:32pm, received a dispatch to a stroke patient at 1215 Anchors Way. Officers responded and assisted Ventura fire and AMR with the patient.

8-22 7:31pm, received dispatch to an ocean rescue, vessel sinking off of Emma Wood state beach. Officers responded with multiple agencies including Ventura Fire and State Parks lifeguards. When officers arrived on scene in the fireboat, they discovered 3 young males fishing on an anchored rigid-hulled inflatable in shallow water. Officers convinced the boys to move to safer water then eventually return to the Harbor.

10:27am:a medical at marina mobile home park. Officers responded and assisted a female complaining of difficulty breathing with medics from AMR / Ventura FD. She was transported to local hospital.

5:22pm: a traumatic injury at the new Jetty at South Beach. Officers responded and assisted Ventura Fire/State Parks/AMR with placing the victim who suffered an injury in the surf onto a backboard. The patient was eventually transported to local hospital for further evaluation.

11:10am: disabled personal watercraft in the surf near lifeguard headquarters. Officers responded in the fireboat, towed the vessel back to the launch ramp and de-water the craft. The operator was uninjured.

2:35pm: a tow from a recreational vessel having fuel issues 3 miles offshore. Officers responded, escorted the vessel for a mile, then took it en tow back to the launch ramp where it was released.

6:35pm: a pump out of a motor vessel taking on water and unable to keep up with the water coming in. Officers responded in the fireboat, dewatered about 12 inches of water from the bilge. After a short search, officers located the source, engine through hulls. The hulls were secured and the owner placed an auto sump pump on the vessel.

2:40pm: water rescue at South Beach. Officers responded and assisted State Parks with two victims caught in a rip current. The lg’s and the victims were pulled from the water and taken to Harbor Cove.

5:20pm, received a report of a person in the water near the launch ramp. Officers responded, located the victim who self-rescued by climbing onto L/R.

10:45am: a trawler taking on water a few miles SW of the Harbor from U.S. coastguard. Officers responded and located the trawler, the captain had mitigated the issue and they were no longer taking on water.

12:27pm, received a report from State Parks that 3 PWC operators were having difficulty getting back on the vessels. Officers responded and assisted the operators return to the launch ramp.

10:45pm: a fuel sheen near VHV I dock. Officers responded and found a small sheen in the area reported. The area was searched but officers were unable to locate the source of the sheen.

2:00pm: a possibly dangerous containers in the marina mobile home park. Officers responded and found the canisters to be benign.

2:15pm, received a report of a woman down near VWM A-dock. Officers responded and found a 30ish female transient unconscious. Ventura Fire and PD were contacted and requested to assist. Eventually the female was uncooperative and released at the scene without incident.

7-21 7:25pm, received a report of a sailboat aground near South Beach. Officers responded by land and found the two persons onboard safe on the beach. The sailboat was towed to Harbor Cove and the two persons sailed back to the L/R.

1:25am, received a dispatch to a possible gunshot victim at the Comedy Club. Officers responded and staged for PD. When it was clear to enter, it was ascertained that the victim was assaulted and not shot. The 24 year old male was eventually transported to local hospital for further evaluation.

5:00pm, received a dispatch to a water rescue, two capsized PWC’s off Marina Park. Officers responded in the fireboat and found one person with the disabled vessel. The victim was taken aboard the fireboat and the PWC was towed to the Marina Park dock and eventually delivered to rental dock. Both victims were released at the scene without suffering any injuries.

2:20pm, received a request for assistance with a water rescue at South Beach from State Parks lifeguards. Officers responded and assisted with the victim who was safely returned to shore and released without issue.

4:55pm, received a request for assistance with a non-compliant swimmer at San Pedro lane from State Parks officers. Patrol responded by boat and assisted with the eventual detention of the subject.

11:55pm, received a dispatch to a commercial fire alarm at the Four Points Sheraton. Officers responded and were cancelled en route due to false alarm.

6:05pm, received a report of an intoxicated male on the roof of the Comedy Club appearing to jump off into the Dive shops pool. Officers responded but were unable to locate the subject or find anyone jumping into the pool.

12:33pm, received a report of a vessel operating recklessly near the Ventura Pier from State Parks lifeguards. Officers responded and issued written warning to an individual operating in a speed restricted area, near swimmers.

9:03pm, received a dispatch to a medical at the marina mobile home park. Officers responded and assisted Ventura Fire/AMR with a fall victim who fainted and fell in his kitchen. He was later transported to local hospital.

2:15pm, received a report of a missing father and child near Kingston Lane in Pierpont from VPD. Officers responded and aided State Parks, Ventura Fire and PD with the search. Both missing persons were safely found on the beach.

4:15pm, received a report that a vehicle crashed through the entrance gate to VWM II. Officers responded and found a truck had tried to follow a vehicle into the lot but the wooden gate came down on the vehicle. No injuries were reported but the gate was destroyed.

10:18am, received a report of a vessel aground at McGrath State beach. Officers responded and found a large powerboat aground just south of Santa Clara River. No injuries occurred and the vessel was towed by TowBoatUS.

5:30pm, received a report of a small sailboat on the rocks near parcel 18 in the mid harbor area. Officers responded and assisted a sailboat with 4 persons on board. The vessel was safely towed back to its slip in VWM.

5:33pm, received a request for a tow from a disabled electric boat secured to the district long dock. Officers towed the vessel to their dock in the keys.

6:15pm, received a report of an injured sea lion on a dock near Ventura West Marina E-dock from a tenant. Channel Islands Marine Wildlife rescue was summoned to investigate the report.

1:55pm, while on patrol officers observing swell from Hurricane Eugene arriving at Surfers Knoll. State Parks lifeguards were conducting water rescues from the increase in rip current activity.

Vol. 10, No. 20 – July 5 – July 18, 2017 – Harbor Pratrol

6-16 1:16pm, received a report of a fuel spill near the National Park Service docks. Officers responded and investigated the report. A recreational boater had an accidental spill on his vessel in Ventura West Marina. The spill was contained although a fuel was spilled into the water. US coast guard and National Response centers were notified and what was retrievable was retrieved.
6-17 1:10pm, received a report of two Personal Water Craft operating at 25mph through the mid harbor area near VWM H-dock. Officers were able to detain the two operators at the launch ramp. .
6-18 3:45pm, received a report of a capsized vessel near the South Jetty of the Harbor. Officers responded by land and by sea and found a vessel anchored and the persons-onboard were just swimming near the vessel.
6-19 11:38am, received a report of a fuel sheen in the South Basin near the commercial vessels. Officers responded and were unable to locate the source of the small spill.

 7:07pm, received a dispatch to a fire near Harbor/Spinnaker Drives. Officers responded and assisted Ventura Fire with what turned out to be a mattress on fire near the Riverhaven compound.

9:30am, officers conducting quarterly fireboat training with Ventura City firefighters.

5:13pm, received a dispatch to a medical emergency at marina mobile home park from FCC. Officers responded and assisted AMR and Ventura FD with an 86 year old female who fell out of her bed. The patient was treated for her injuries and transported to local hospital for further evaluation.

4:20pm, received a report of 3 missing children from State Parks lifeguards. Officers responded to Harbor Cove and assisted lifeguards reunite the children with their family day-camped out at Surfers Knoll on the beach.

11:49am, received a report of a mentally unstable person possibly in the Harbor area. Officers responded and assisted Ventura PD & FD, VC sheriffs and State Parks. The individual was located and transported for further eval.

1:07pm, received a report of a disabled sailboat near the break wall. Officers responded and found a 15ft sailboat with a broken rudder. The vessel was taken en-tow to the launch ramp.

2:18pm, officers observed a 22ft sailboat having difficulty and attempting to start their outboard engine. The sailboat was taken into a short tow and safely delivered to their slip/dock in the Ventura keys.

2. Officers responded and assisted Ventura FD with the call.

3:25pm, after towing a cement dock back to the Ventura Harbor Boatyard, officers observed a sailboat having trouble starting their engine. The skipper of the sailboat was assisted and continued on their voyage.

5:06pm, received a report of a vehicle break-in near 1600 Spinnaker Drive. Officers responded and assisted an individual file an online PD report.

1:45pm, received a report of a local male transient sleeping in the restrooms at 1500 Spinnaker Drive. Officers responded, found and woke-up the transient and moved him along with verbal warnings for loitering.

1:05pm, received a report of a sealion who stranded itself in the Ventura West Parking lot had died. Officers working with Channel Islands Marine Wildlife Institute removed the mammal and disposed of it properly.

4:03pm, received a report from State Parks lifeguards advising that a small sailboat has capsized near the South Jetty of the Harbor. Officers responded and discovered the racing sailboat in no distress in the same area.

9:10am, received a report of pigeons onboard a vessel in the timeshare marina. Officers responded and discovered two young pigeons making quite a mess in the vessel. Bird rescue personnel we advised of the situation.

8:10am, officers en route in the Fireboat to assist / monitor the Hokolua outrigger canoe club with their annual race.

2:29pm, received a report of a stolen vehicle near Spinnaker Drive / Harbor Village. Officers responded and assisted a 65 year old female locate her vehicle that she had forgot where she had parked it.

4:08pm, received a dispatch to a cardiac arrest on the beach near Harbor Cove. Officers responded and assisted State Parks, Ventura Fire, Lifeline with the medical. The 56 year old patient was complaining of nausea and chest pain. He was eventually transported to local hospital for further evaluation.

4:58pm, received a dispatch to a water rescue at Marina Park, three persons caught in a rip current. Officers responded by boat and assisted State Parks, Ventura Fire & PD, AMR with the three victims. The disposition of the victims was unknown, but they were assessed for water aspiration.

8:06pm, received a report of a vessel taking on water. Officers responded and discovered a large fishing vessel with all of its gear on deck and a lot of water in its holds. No emergency was found, just laying low in the water.

10:41am, received a report of a vessel collision near Ventura Isle Marina. Officers responded and found a 24ft motor vessel had collided with a few moored vessels. No injuries were sustained, but moderate damage was sustained to the moored vessels. The incident is under investigation.

7:10pm, received a report of a person in the water, over-turned kayak from a tenant of the Ventura Yacht club. Officers responded, and found the kayakers near Ventura West marina, but they refused assistance.

4:35pm, received a dispatch to an unknown medical at the Holiday Inn express. Officers responded by vehicle and assisted Ventura Fire, AMR with a patient suffering from late stage cancer.

8:55am, received a report of a boating accident near Ventura West Marina.  Officers responded and investigated the incident of a vessel colliding with a trimaran vessel moored at an end tie of Ventura Isle Marina.       
5-25 2:45pm, officers observed the U.S. coast guard cutter “George Cobb,” a buoy tender, cleaning and painting the “V2” navigation buoy off the Harbor.

11:40am, received a report of an injured pelican at the Ventura Yacht Club.  Officers responded, captured the injured bird and contacted CI Marine Wildlife Institute volunteer to assist and pick up the bird for treatment.

8:20am, received a report of a dog fight at Ventura Harbor Village from Dockmaster. Officers responded, found the owner with his dog on a leash, and issued a warning for dog off the leash, which was the original report.  The injured dog and owner were not located; left the scene before officers arrived.   

11:55pm, received a “Mayday” call on VHF 16 from a commercial fishing vessel.  The captain was confused and believed he was in Santa Monica Bay.  Officers responded in the fireboat and discovered the 36ft vessel aground upcoast of the Santa Clara Rivermouth.  Unable to tow the vessel because it was literally on the beach, officers returned and re-responded in the truck to assist.  The captain did not cooperate and officers were unable to ascertain what had happened.  He was eventually transported to local hospital and the vessel was towed off the beach the following day.  The matter is still under investigation by U.S. coast guard.

2:17pm, received a report of a 90ft fishing seiner taking on water.  Officers responded to VHV docks and found the vessel low in the water.  The crew was aboard and had mitigated the problem: a faulty bilge pump and were dewatering the vessel when officers arrived.

10:30pm, officers observed TowBoat US salvage the fishing vessel that went aground late Friday night near the Santa Clara Rivermouth.

6:15am,  received order from the commander-in-chief to lower flags to half-mast in honor of those who have served our country.

7:27pm, received a dispatch to an unknown medical at the intersection of Spinnaker / Harbor.  Officers responded and discovered a local female transient intoxicated no medical.    

 

Vol. 10, No. 17 – May 24 – June 6, 2017 – Harbor Patrol Blotter

5-03 3:15pm, while on patrol, officers observed a small inflatable with 3 persons on board disabled near the Barranca.  The vessel was towed to Marina park dock.       
5-04 5:25pm, received a report of an injured sea bird that was captured by a beach comber.  The good Samaritan was given directions to bring the bird to the Port District where it can be housed until bird rescue can pick it up for recuperation.    
  5-05 8:13am, received a dispatch to a traffic collision at the intersection of Spinnaker and Harbor Blvd.  Officers responded and assisted Ventura Fire/PD, AMR and several other agencies with two vehicles that crashed head on.  One vehicle hit and dislodged a fire hydrant; the other was forced into the left turn signal.  Both vehicles were severely damaged.  Both drivers suffered minor injuries from the crash.  No one was transported to local hospitals.

4:10pm, received a report of a dog harassing a sea lion on the South Beach.  Officers responded and contacted an individual with his dog off a leash.  The individual was issued a warning for the violations.  The sea lion retreated back into the ocean according to the dog owner.              

   5-06 11:31am, received a report of a boating accident at Ventura Isle Marina.  Officers responded and found a motor vessel colliding with moored vessels.  The operator was assisted into his slip and the owners of the vessels that were hit were notified along with the marina office.

12:00pm, observed National Weather Service has issued a Gale warning, winds sustained at 39 mph or greater.

4:50pm, received a report of an electric boat unable to navigate against the gale force winds.  Officers responded to the vessel in the keys and towed it back to its slip without issue.

6:15pm, while on patrol in the vehicle, officers observed a wedding commencing at Surfers Knoll in the 44 knot winds.       

  5-07 6:40am, received a report of a sea lion on the small beach has made its way to the street in the keys.  Officers responded and observed the report of the sea lion in the street.  Wildlife rescuers were summoned and the mammal was captured and returned to the wild near the Santa Clara River mouth.

6:05pm, while on patrol in the boat, received a warning from the NWS that a strong cell was headed our way, lighting was possible and that we should not go out on the water. We returned and observed several lightning strikes inland.       

5-08 8:00am, officers preparing for United States Lifeguard Association aquatic rescue response team.   
  5-09 6:00pm, local boy scout troop in the office to learn water safety, boating safety and ridealongs.
