Vol. 15, No. 21 – July 13 – July 26, 2022 – Harbor Patrol Blotter

 

Wednes 6/22

 9:45am, assisted Army Corp of Engineers with a ride on Fireboat 1 out to the breakwall for inspection and survey of it.

11:55pm, retrieved an abandoned inflatable and kayak at the launch ramp. Eventually the owner contacted and arranged for pick up in daylight hours.

Thursday 6/23

 1:30pm, officers giving Rescue Boat 19 a sea trial after repairs from tsunami damage. New rudders and cleats were added to the vessel.

6:14pm, received report of a deceased sea lion adrift near Derektor boat yard. Officers responded in Fireboat and removed the animal.

7:00pm, observed two children on kayaks beset by 17kts of westwind, hanging on to patrol dock. Officers took the pair aboard FB1, delivered to Marina Park.

Friday 6/24

 6:50am, dispatched to a ruptured pipe under gangway at VIM. Officers responded in vehicle Harb1 and were able to secure the pipe.

10:03am, dispatched to a stingray strike at Harbor Cove. Officers responded with hot water and assisted State Parks lifeguards with patient.

11:45am, dispatched to ill persons in Ventura Marina Community. Officers responded with AMR/VFD to a husband and wife in a neglectful situation. Eventually both patients were transported for multiple ailments.

3:22pm, received report of disabled PWC just outside the breakwall. After arriving on scene, observed TowBoat US had the vessel en tow.

6:33pm, received request for and jumpstarted an Island Packers customer car.

Saturday 6/25

 9:18am, received report of a dispute between two tenants in Ventura Isle Marina. Officers investigated, warned one of the individuals for tampering with vessel.

3:53pm, dispatched with multiple agencies to a 34ft sailboat aground at McGrath State Beach. Officers responded in vehicle after it was surmised 5 POB’s were safe and uninjured. The vessel was “soft” aground and towed by TowBoat US.

Sunday 6/26

 10:39am, received report of a disabled PWC outside the surf at Mandalay powerplant. Officers responded in Rescue Boat 19, found the vessel was no longer disabled, escorted the PWC back to the launch ramp.

11:20am, received report of a fuel sheen at VWM A-dock. Officers responded, found a sheen and the person responsible. Made sure the source was secured.

1:05pm, took possession of an injured pelican that a boater found near Santa Cruz Island. Placed the sea bird in a cage for Rescue Volunteers.

5:40pm, dispatched to a foilboarder in distress at Ventura Pier. Officers responded in Fireboat with multiple agencies. The individual was uninjured, taken aboard Fireboat and transported to the beach at Seaward Ave.

Monday 6/27

 

 4:16pm, dispatched to capsized kayak near Portside. Officers responded and were able to pull two persons from the water and return the kayak.

Wednes 6/29

 2:00pm, dispatched to a stingray strike at Harbor Cove. Officers were unable to respond because they were offshore on patrol in the Fireboat.
Thursday 6/30 2:10am, dispatched to a traumatic injury at 1080 Navigator Dr. Officers responded with AMR to a 56 y/o female who crashed her bike. She was treated for a broken leg, facial injuries. AMR transported to hospital for further care.

2:49am, observed substantial fireworks display at Marina Park, receiving calls that reporting parties believe someone is shooting guns. Monitored VPD responding to shots fire, officers contacted VPD and advised of the fireworks.
Saturday 7/02 10:02am, received report of a deceased sealion adrift near Harbor Cove. Officers responded, towed the mammal out of the area with the Fireboat.
Monday 7/04 11:03pm, after weeks of complaints about fireworks throughout the area, it seems that the responsible parties have finally ran out of pyrotechnics, because the explosions, flashes and extremely loud bangs have slowly settled down.

Wednes 6/08

 5:05pm, while on patrol in Fireboat, officers contacted and escorted a long distance swimmer outside the breakwall back to shore.

Thursday 6/09

 9:20am, dispatched to an Ocean Rescue, swimmer caught in a rip current. Officers responded in Fireboat along with State Parks, VFD, AMR. The swimmer was assisted and safely returned to shore.

9:45am, received report of a vessel sinking in slip VWM D-dock. Officers responded in Fireboat with portable pump to dewater a 28ft Columbia. The boat was nearly full, dewatering was successful and the vessel towed to boatyard.

Friday 6/10

 12:06am, received report of vehicles “burning-out” at the Launch Ramp lot. Officers responded, observed vehicles in violation. Issued warning, all left area.

8:15pm, received report of an injured pelican at VWM A-dock. Officers responded and captured the bird for rescue volunteers, to rehabilitate.

Saturday 6/11

 8:00am, while monitoring out rigger canoe race in the fireboat, officers ran the fire monitor to honor a recently deceased paddler from the Hokuloa club.

1:13pm, received dispatch to stingray strike at Harbor Cove. Officers responded with hot water to assist State Parks lifeguards with the patient.

Sunday 6/12

 3:25pm, observed and received multiple reports of Personal Watercraft in violation of speed and wake ordinance throughout the harbor. Officers contacted many operators at the launch ramp and from the Fireboat. Issued warnings and educated multiple operators on ordinances and operations.

Monday 6/13

 1:22pm, dispatched to a stingray strike at Harbor Cove. Officers responded with hot water to assist State Parks lifeguards with the patient.

Wednes 6/15

 2:15pm, dispatched to a stingray strike at Harbor Cove. Officers responded and assisted State Parks Lifeguards with victim, brought hot water for treatment.

2:55pm, dispatched to a stingray strike at Tower 3 Harbor Cove. Officers responded and assisted State Parks with victim with hot water for treatment.

Thursday 6/16

 5:51pm, dispatched to an Ocean rescue low at VIM K&L docks for a vessel colliding with vessels. Officers responded in Fireboat to the call. The vessel collided with one vessel and no injuries were sustained. Minor damage occurred

Friday 6/17

 3:37pm, received report of a large peddle boat beset by strong winds in the A-basin near VIM G-dock. Officers responded in the Fireboat to assist. The vessel was found in area reported with 1 POB & towed back to Dreamer rental dock.

Saturday 6/18

 7:35am, dispatched to a 90 y/o male unconscious/unresponsive. Officers responded with VFD/AMR to the Ventura Marina Community. Unfortunately, the patient was deceased for awhile and resuscitation efforts were unsuccessful.

Sunday 6/19

 11:13am, while on patrol, officers observed a female passed out in a vehicle. After repeated attempts, the individual was awakened and appeared under the influence. She refused any medical treatment and went back to sleep.

5:18pm, received a mayday call via VHF 16 from a disabled 40ft sailboat just outside the harbor, near #4 buoy. Officers responded in the fireboat along with Tow Boat US. The vessel was taken en tow to their slip in VIM C-dock.

Monday 6/20

 4:40am, dispatched to a carbon monoxide alarm at Portside complex. No injuries occurred, firefighters explaining functions of the alarm to owners.

7:33pm, dispatched to chest pain in the Ventura Marina Community. Officers responded with VFD/AMR to a 77 y/o female, she was transported to hospital.

Tuesday 5/24

 3:52pm, received dispatch to lower flags to half staff in honor of victims of the mass shooting in Texas until May 28th. Officers lowered flags to half staff.

Wednes 5/25

 8:45pm, contacted Tow Boat US about a panga towed from Santa Barbara. Twenty-nine lifejackets onboard, but no one was apprehended in the incident.

Thursday 5/26

 10:43pm, received a report of a missing person somewhere in the village. Officers responded, the couple were re-united without issue.

Friday 5/27

 9:26pm, while on patrol in the truck, officers observed an American flag hanging unpatriotically on the promenade in the village. Officers were able to repair the flag and restore it to normal patriotic position for Memorial Day.

Saturday 5/28

 9:42am, received report of a boat fire near McGrath. Officers responded in Fireboat along with Tow Boat US. The skipper was able to extinguish the electrical fire before responding units arrival. Vessel was towed to CI harbor

510:10pm, received report of fighting and suspicious activity at the Comedy Club in the village. Officers responded with VPD to investigate. After investigation, it was determined to be a rowdy concert, no fighting or illegal activity observed

Sunday 5/29

 11:20am, received report of a diving emergency aboard a commercial dive boat at Anacapa Island. The vessel is returning to the harbor, so officers generated a medical call with VFD/AMR responding to Port District longdock to assist the patient who was eventually transported to hospital.

Monday 5/30

 3:05pm, received report of catamaran beset by wind up against construction barge near the launch ramp. Officers responded in Fireboat and were able to assist the vessel to the launch ramp after tow. Skipper was unable to lower sail

Wednes 6/01

 3:03pm, received request for assistance from Tow Boat US with a sinking vessel inbound. Officers responded in Fireboat with dewatering pump to assist with the boat tow. The vessel was towed to Tow Boat US lift at their dock.

Thursday 6/02

 6:56pm, dispatched to a fire at Spinnaker/Angler. Officers responded with VFD to the call. After investigation a small smoldering log was found & extinguished

Friday 6/03

 4:54pm, received a report of a dog barking in Portside apartments. Officer advised to call management, police or even speak to the neighbor directly.

Saturday 6/04

 10:02am, received a report of a sailboat becalmed near the South Jetty in the surfline. Officers responded in the Fireboat, passed a tow line and safely towed the vessel out so they could continue their voyage south to Oceanside.

1:13pm, observed a large “dragon” peddle boat beset by the wind, unable to make way. Officers took 2 POB’s aboard & towed the boat back to rental dock.

2:07pm, observed “Boat” club member operating in violation of speed and wake ordinance in the main channel. Issued a warning for violation to the skipper.

Sunday 6/05

 2:15pm, received multiple reports of a large cabin cruiser anchored at big beach in the keys. Officers responded, contacted the skipper, to his chagrin was made aware of the dangers of anchoring in a swimming area to others and his vessel. He reluctantly weigh-ed anchor and headed to his slip in the harbor.

Monday 6/06

 9:30am, officers participating in a harbor maintenance dredge funding ceremony at Harbor Cove with the Fireboat.

Tuesday 6/07

 8:36pm, dispatched to chest pain in the Portside apartments. Officers responded with VFD/AMR to a 30 y/o male suffering from paranoia. He was under the influence of meth because he lost his med. Patient transported to hospital.

5/11

 4:20am, dispatched to fall victim in the Ventura Marina Community. Officers responded and assisted an adult male to his walker. No medical attention given.

Thursday
5/12

 1:30pm, while on patrol in Fireboat, officers checked the status of an impounded vessel taking on water. All pumps were working, low water in the bilge.

Friday
5/13

 10:55am, receiving several inquires into the light system on the Port District flagpole. Small Craft (winds sustained 22-33kts or High Surf) warning lights / flag : red light over white light or one red pennant is small craft. White light over red light and/or two red pennants: Gale (winds 34-47kts sustained).

Saturday
5/14

 10:05am, officers in the Fireboat providing traffic control for VYC towing “C” buoy out of the harbor and back on station West of the harbor.

12:30pm, received multiple reports of sick pelicans throughout the harbor. Officers working rescue volunteers, capturing, and caging birds. Rescuers are unsure what is harming birds, possibly domoic acid from the recent algae bloom.

5/15

 6:55am, officers on Rescue Boat 12 assisting officials monitoring the swim portion of “Cal Tri” triathlon at Harbor Cove.

8:45am, State parks lifeguards brought by a participant of the swim that sustained a stingray strike just before the race. The swimmer placed 3rd and was treated with hot water at the Port District by patrol officers.

5/16

 4:44pm, dispatched to an animal bite on the beach near the Surfers Knoll Groin. Officers responded with VFD, AMR, VPD and Animal Control. A large dog off its leash attacked a young surfer stretching on the beach. Multiple abrasions and lacerations were sustained by the surfer. The incident is under investigation.

5/17

 2:00pm, received numerous calls regarding sick/injured pelicans throughout the harbor. Officers assisting Rescue volunteers with capturing and caging the birds. No official word on what is causing the dilemma.

Wednes
5/18

 9:55pm, observed then contacted female transient going through trash can at launch ramp. The female refused to pick up trash and wandered off screaming.

Thursday
5/19

 6:35pm, received report of a female loitering in a business at the VHV. Officers responded, contacted individual and she complied and left the area.

Friday
5/20

 7:35am, while on patrol in truck, observed young surfers having difficulty navigating the sand berm near Surfers Knoll groin. Officers rolled up their sleeves, grabbed shovels and created sand stairs for the youngsters.

Saturday
5/21

 6:00am, dispatched to a young female transient complaining of being cold and leg pain. Officers responded with VFD/AMR and assisted the patient. She refused any medical treatment but requested transport.

11:10am, received a report of a 128ft long and 32ft wide military landing craft inbound to the fish off loading pier. Officers responded in Fireboat and Rescue Boat 12 to escort the large vessel. It was safely assisted to its slip at the pier.

8:05pm, observed a motor vessel operating in violation of speed ordinance in the Pierpont Basin.

5/22

 9:05pm, while on patrol, observed a large group of people cleaning up after a church based memorial service at Harbor Cove. Officers were able to influence the group to pick up debris/trash littered throughout the parking lot and beach.

Tuesday
5/24

 4:03pm, while on patrol in truck, observed a tent pitched just south of Surfers Knoll. Officers contacted the transient inside, he stated his vehicle was stolen and he was awaiting police to find his vehicle and let him know. Advised to move his abode out of the area while awaiting news of his vehicle. Inquired what type of vehicle so we could look-out for it, he wasn’t sure what type it was

Monday 4/25

 6:43pm, received a report of suspicious activity in the VWM parking lot. The RP believes a white sprinter van does not belong in the lot. Officers investigated and found that the individual is a tenant of VWM, was hanging out in his vehicle

Wednes 4/27

 7:20pm, received a request to tow a dead sealion near the Derecktor marina. Officers responded in Fireboat and towed the mammal out to sea.

Thursday 4/28

 10:35am, observed an injured sea lion at VWM II. Officers investigated and found a neck injury from a line, but the line was cut or finally fell off.

3:53pm, dispatched to a kite surfer in distress at The Point. Officers responded in Boat 12, pulled victim from the water and transported to beach. No injuries.
Friday 4/29 8:52pm, dispatched to a Traffic collision at VWM parking lot, person not breathing. Officers responded, found the patient pinned in vehicle, but were able to extricate, begin CPR. Unfortunately, they were unable to resuscitate patient.

Sunday 5/01

 1:05pm, dispatched to an assault victim in the Portside complex. Officers responded and assisted VFD/AMR/VPD with the call. Patient transported.

5:06pm, dispatched to a sick person in the Portside complex. Officers responded and assisted VFD/AMR with an individual suffering detox. Patient transported.

Monday 5/02

 2:22pm, dispatched to difficulty breathing in the Ventura Marina Community. Officers responded and assisted VFD/AMR with the call and assessment.!

Thursday 5/05

 9:45am, received report of a disabled vessel en route to harbor, towed by a good Samaritan fishing vessel. Officers responded in the Fireboat and took over the tow 3 miles offshore. The vessel was safely towed to the Districts’ longdock.

Saturday 5/07

 2:40am, dispatched to a hazardous condition at the Portside Apartments. Officers responded with VFD and investigated the incident. Leak was mitigated.

2:53am, received a dispatched to abdominal pain in Ventura Marina Community. Officers responded with VFD/AMR to the call.

59:30pm, monitored PD units responding to Harbor Village for a domestic dispute. Patrol staged and observed/report the situation. VPD was able to capture the assailant after foot chase through the village.

Sunday 5/08

 12:41am, while on patrol, monitored VFD responding to brush fire near the Santa Clara Bridge. Observed small vegetation fire, VFD extinguished.

10:25am, issued warning for PWC’s operating recklessly near swimmers at HC.

4:15pm, officers aboard Fireboat issued multiple safety inspections for small vessels operating in the Gale conditions, attempting to keep them in the harbor.

11:39pm, dispatched to a carbon monoxide alarm. Officers responded with VFD to the Ventura Marina Community. VFD investigated with CM detector.

Monday 5/09

 8:00am, observed National Weather Service downgraded Gale to Small Craft Advisory for NW winds to 25kts. Adjusted warning pennants to pennant.

8:43am, while on patrol, officers observed the large vessel Gentry Eagle demolition beginning in the Ventura Boat Yard with two large excavators.

2:40pm, dispatched to a fall victim in the Ventura Marina Community. Officers responded with AMR/VFD to a male who lacerated his head, he was transported

Tuesday 5/10

 10:11am, received report of a disabled Personal Watercraft in the main channel. Officers responded in the Fireboat to tow the vessel to the launch ramp.

11:05am, observed disabled PWC near the surfline near Marina Park. Officers passed tow line and towed the disabled vessel to the launch ramp.

5:05pm, observed the ongoing demolition of the Gentry Eagle. Only about a quarter of the aluminum hull left.

Monday 4/11

 Officers assisted the duck and ducklings across street. Two of the ducklings were rejected, officers captured for rescue volunteers.

2:03pm, dispatched to ocean rescue at Surfers Knoll. Officers responded in the Fireboat to the call. The victim was assisted out of the water, no injuries.

Wed 4/13

 9:00am, officers preparing Patrol lifeguard unit for State Parks. Lifeguarding at Harbor beaches is provided by State Parks. Harbor Patrol assists with boats.

11:55pm, observed a female transient pulling a small dinghy down Spinnaker near Surfers Knoll. Officers inquired, she was given the vessel and planned on heading to the Santa Clara River to launch it.

Thursday 4/14

 1:57am, dispatched to a dumpster fire at the Holiday Inn. Officers responded with VPD/VFD. It was started by a transient found by PD. \

5:08pm, officers familiarizing themselves with City of Oxnard patrol boat that is on loan until patrol boats damaged in the recent tsunami are repaired or replaced

11:58pm, observed two coyotes hunt down a cat near the Ventura Boat Yard. All animals ran off before officers could intervene.

Friday 4/15

 3:39pm, received report of a large dog off leash near Harbor Cove. Officers responded and contacted the owner, issued warning. The dog was put on leash.

Saturday 4/16

 9:30am, officers conducting traffic control for Manson Construction. They towed dredge pipe and the crane “Freya” out of the harbor to Long Beach.

Sunday 4/17

 4:40pm, received report of a peddle boat beset by wind. Assisted to rental dock

8:15pm, dispatched to a water rescue, person in the water at VWM H-dock. Officers responded, found the victim swam back to his boat, no medical.

Monday 4/18

 8:15pm, received report of a 130ft Socal Ship Services vessel is inbound disabled and will be operating in reverse. Observed the vessel operating from outside into the Harbor and safely to the boatyard haul-out.

Tuesday 4/19

 6:49pm, dispatched to an Ocean Rescue, 3 kite surfers in distress near Ventura Pier. Officers responded in the Fireboat, assisted State Parks/Fire with the victims. All victims were safely brought to shore, no injuries occurred.

Wednes 4/20

 6:03am, while on patrol, observed an injured mama duck in the median on Spinnaker, officers captured the bird for rescue volunteers.

8:05pm, while on patrol, contacted operator of small vessel with no navigation lights. Terminated voyage and escorted vessel back to their slip.

Thursday 4/21

 8:35am, received complaint about sealions barking on VIM docks. Advised that the marina was working on the problem, moving vessels into empty slips and using all legal mitigation strategies to remove the mammals.

5:15pm, received report of two gray whales at the harbor entrance from Island Packers. The vessel Islander was able to guide the whales out to sea.

Friday 4/22

 6:04pm, dispatched to medical, headache at Holiday Inn. Officers responded and assisted Fire/AMR with the patient. AMR transported to local hospital.

10:00pm, received complaint of loud music on a vessel and children harassing a coyote on the dock at VIM. Officers responded, gained compliance with the loud music and rescued the “fake” sealion deterrent coyote from the A-Basin.
Sunday 4/24 11-1pm, dispatched to two separate stingray strikes at Harbor Cove Beach.

1:25pm, dispatched to fall victim in Ventura Marina Community, gave lift assist

6:12pm, dispatched to fall victim at Ventura Sports Fishing. Officers responded assisted VFD/AMR with the patient with left arm fracture. Patient transported.

03-30

 3:13pm, received a report of an aggressive sea lion that takes over a tenant’s boat at VHV H-dock. Officers relaying information for legal methods and/or strategies of removing marine mammals from docks or vessels.

Thursday
03-31

 8:45am, received complaints of an individual living in their vehicle at the launch ramp. Officers investigated; the individual left the area after contact.

11:03pm, contacted transient with multiple personal items in the launch ramp restrooms. The individual was warned of trespassing and moved on.

Friday
04-01

 4:03pm, received report of a dead sea lion near the South Jetty on Harbor Cove. Officers investigated, found the mammal and contacted CIMWI for removal.

Saturday
04-02

 7:30am, observed transients setting up a “lean-to” near the Santa Clara Rivermouth breech. Officers contacted and had individuals remove shelter.

11:30am, officers conducting training for two new Harbor Patrol Officers. Practicing close quarters maneuvering with the Fireboat and RWC.

Sunday
4-03

 10:30am, received report of a vessel emitting excessive amount of smoke in the mid portion of the harbor, possibly on fire. Officers responded, found the violator near the launch ramp. The vessels exhaust was large, but no fire aboard. Advised to mitigate the issue, if possible, probably some bad fuel.

4:50pm, received request to assist sea bird rescue volunteer. Officers assisted with capturing an oiled Grebe in the barranca storm/irrigation channel.

Wednesday
4-06

 1:55pm, dispatched to trash can fire on Harbor Blvd. Officers responded with VFD to a male arsonist walking down Harbor. VPD responded to investigate.

3:38pm, dispatched to an injured person in the Ventura Marina Community. Officers responded and assisted VFD/VPD with the call. The individual suffers from Dementia and calls regarding physical abuse regularly.

Thursday
4-07

 1:37pm, officers observed a vehicle with expired parking permit and registration tags at the launch ramp. Officers issued a parking citation, warning for reg.

Friday
4-08

 5:43am, dispatched to an unknown medical at 1363 Spinnaker, VIM parking lot. Officers responded with VFD/AMR to a man down on the promenade. A 50 y/o male was deceased with signs of rigor mortis. VPD took over the investigation.

8:25am, received complaints regarding Fishing seiners spreader lights are on all night, disturbing tenants throughout the harbor. Advised we would investigate.

Saturday
4-09

 6:22am, observed NWS issued Small Craft Advisory. Raised warning pennant.

8:17am, dispatched to vegetation fire near McGrath. Assisted VFD with location and best access to the fire for responding units.

9:30am, Ventura Yacht Club fired blank cannon shotto celebrate opening day.

9:04pm, received report of a vessel listing in VHV commercial docks. Officers responded, investigated and found the vessel had water in the Port fish hold.

Sunday
4-10

 12:15am, monitored a fire at McGrath, officers were on patrol and headed that direction. After investigation, determined it was a flare up from yesterdays fire.

6:19am, observed NWS issued Small Craft Advisory, raised warning pennant.

10:55am, received complaint that 3 dogs were locked in a vehicle at Harbor Cove. Officers investigated, but were unable to locate the vehicle.

1:20pm, while on patrol in truck, officer observed two swimmers caught in a rip current at Surfers Knoll. One officer responded from vehicle, one from the Fireboat. One of the victims was unconscious when brought to shore. Officers performed first aid and patient was eventually released at scene.

6:35pm, received request to place a catheter, officers advised not trained at that.

Wednesday
03-16

 3:44am, observed NWS issued High Surf advisory. Raised warning pennant.

8:01am, observed a 7.3 earthquake occurred in Japan. Researching tsunami.gov for info related to the West Coast. No tsunami expected from the event.

8:00pm, received report of an Ocean Rescue, missing kite boarder. Officers responded in Fireboat, experienced heavy seas. After investigation, it was determined the kite board was found in the parking lot. Cancelled response.

Thursday
03-17

 12:15am, observed two Manson Construction vessels at the VPD longdock were unsecured. Officers found parted stern and spring lines, were able to secure with new lines. The vessels experienced heavy harbor surge from wind, rough seas.

10:15am, received report of an Ocean Rescue, vessel in the surf near McGrath. Officers responded in Fireboat with TowBoat US. A line was passed to the vessels captain, TowBoat was able to safely pull them out of the surf, no injuries

 7:45am, contacted by owner of an RV, jump started in the VIM parking lot.

10:17am, dispatched to a fire in the riverbottom, officers responded with VFD and investigated. A small warming fire was located and extinguished.

03-21

 3:05pm, received request to assist Tow Boat US with towing a 104ft motor vessel to the haul out slip. The vessel “Gentry Eagle” was secured to Ventura Boat yard docks for a very long time. The vessel is to be destroyed. Harbor Patrol assisted the vessel when it first arrived from Hawaii, its last port of call.

 10:20am, received report of a vessel accident at VIM D-dock. Officers responded and investigated two large motor vessels that were involved. Major damage was sustained. The two owners were notified, investigation continues.

7:24pm, received report of a stolen vehicle, advised to contact VPD. While searching the area, officers found the vehicle parked on the other side of VHV.

 3:45pm, assisting VPD searching for a subject pursuit in a stolen vehicle, ending up in VIM parking lot and then fled on foot. After a brief foot pursuit he was caught near the Holiday Inn Express. He was arrested for multiple violations.

 6:06am, observed National Weather Service issued a Small Craft Advisory for winds to 30kts. Officers raised warning pennant at the Ventura Port District.

6:30am, observing and experiencing heavy rain and strong winds. Eventually measuring 2.1 inches of rain for the storm.

 3:20am, dispatched to a fall victim in the Ventura Marina Community. Officers responded, assisted VFD with lifting the patient to her chair. No injuries.

Tuesday 03-01

 8:26am, received a report of Hazard to Navigation near the #2 buoy, adrift mast, probably from the sunk sailboat Destiny. Officers responded and removed it.

Wednes 03-02

 9:00am, assisting H.R. Morris dredge with traffic control while they anchor in the Pierpont Basin. Manson construction is complete with harbor maintenance.

6:15pm, received report of a lot of debris, likely from the sunken sailboat Destiny in the Harbor Entrance. Advised the owner and US coast guard.

Thursday 03-03

 9:30pm, contacted by a male who was pulled from a strong rip current a few months ago at the Santa Clara Rivermouth after capsizing on his kayak. He thanked officers for saving his life.

Friday 03-04

 1:12pm, dispatched to an Ocean Rescue, disabled PWC at the Ventura Point. Officers responded, found State Parks PWC returning to harbor. Canceled units..

Saturday 03-05

 3:06am, observed NWS issued a Gale warning for winds gusting to 35kts.

9:00am, received request from State Parks to conduct their qualification swim for new lifeguards at Harbor Cove due to adverse NW winds. Patrol monitored.

Sunday 03-06

 8:00am, Oxnard College lifeguard academy conducting physical activities and submerged victim training at Harbor Cove Beach. Officers assisting with class.

8:05am, officers conducting a swim test for Harbor Patrol officer candidates.

Tuesday 03-08

 3:15pm, received report of a boating accident at Portside marina. Officers responded in the Fireboat to investigate. A sailboat lost transmission and collided with a moored vessel. Minor damage occurred.
Wednes 03-09 3:30am, dispatched to brush fire in Santa Clara Riverbottom. Officers responded with VFD to the call. Patrol assisted with transporting firefighters to the scene in 4×4 vehicle. The small fire was extinguished.

7:55am, observed NWS issued Small Craft Advisory. Raised warning pennant.

11:11am, observed brush fire reignited from offshore aboard fireboat. Contacted fire dispatch and advised.

Thursday 03-10

 4:40pm, contacted by a tenant of the Ventura Marina Community requesting a large wall be built between Harbor Blvd and the park so they could sleep easier. Officers advised they would pass on idea/complaint to Harbor Managers.

4:50pm, monitored VPD dispatched to Harbor Cove for a man involved in an altercation using a hammer. VPD handled the call, Harbor Patrol staged safe distance away in case any injuries were sustained. No injuries reported.

Sunday 03-13

 4:11pm, received report of a whale in the main channel of the harbor. Officers responded in Fireboat, were able to convince and escort the mammal out to sea

4:33pm, dispatched to choking victim in the Portside. Officers responded with VFD/AMR to the call. The female patient refused treatment.

7:28pm, received a “Mayday” call on VHF 16. After charting the fishing vessels position, determined it was out of Patrols response area. Tow Boat US responded with coast guard and were able to rescue the 3 fishermen 10 miles off Carpentaria. The 60 ft fishing vessel Katalina Phan sank soon after Mayday call.

Thursday 02/17

 1:30am, dispatched to chest pain at VWM C-dock. Officers responded and assisted VFD/AMR with the patient who was transported by AMR.

4:55am, monitored two vessels inbound requesting passing information from the H.R. Morris dredge. Monitored until they were safely in the harbor.

Friday 02/18

 12:33am, received report from local male transient parked in vehicle near village that a female transient is screaming while walking. Officers investigated and found the female screaming softly and leaving the area.

10:05am, while on patrol in Fireboat, moved several commercial lobster traps that “walked” to the Harbor Entrance. Placed in lobster grounds off breakwall.

Saturday 02/19

 4:15pm, received reports and observed the 55ft sailboat anchored off Greenock Ln. Jetty is adrift and heading towards the North end of the breakwall. Officers responded, but the ferro-cement sailboat rammed into breakwall and sank upon arrival.

5:10pm, received report of persons on a dreamer rental peddle “dragon” boat are running on the Portside docks and jumping into the water. Officers responded, stopped the ruckus, and escorted the vessel/crew back to Dreamer Rentals.

Sunday 02/20

 8:20am, working with dredge tenders, Tow Boat US to remove and tow teak debris from the sunken sailboat from yesterday. Placing debris at L/R.

12:30pm, received report of a dock float adrift in the final finger of the keys. Advised RP, City of Ventura is responsible for the keys. Investigated to ensure the dock float was not a hazard to navigation in the fireboat.

11:40pm, dispatched to person stuck in the elevator at Holiday Inn express. Officers responded with VFD/AMR, elevator power restored, no one inside.

Monday 02/21

 4:00pm, received several inquires and reports about wood debris from the boating accident from Saturday. Still no diesel sheens observed in area.
Thursday 02/24 9:23pm, while enforcing launch ramp parking, officers removed a large school bus refurbished into an RV for no camping in the harbor.

Friday 02/25

 3:33pm, received report of a gun shot from a tenant in the Ventura Marina Community. Advised to hang up and call 911. Contacted PD, no call received.

Officers try to remind callers, contact 911 for emergencies or police calls.

Saturday 02/26

 8:00am, Oxnard College Lifeguard academy utilizing harbor patrol facilities for their annual Academy. Officers assisting with boat transports.

11:21am, dispatched to a traffic accident on Navigator, vehicle into irrigation valves near Holdiay Inn Express. No injuries, driver investigated for DUI.

3:45pm, dispatched to an Ocean Rescue, kite surfer in distress at the Ventura Pier. Officers responded in the Fireboat with multiple agencies. The victim was assisted back to shore, refused medical treatment.

9:07pm, dispatched to an assault at VWM A-dock, officers responded and staged for VPD. No injuries sustained; both had fallen into the water. PD investigating.

Sunday 02/27

 8:45am, officers assisting Oxnard College Lifeguard academy with traffic control while candidates swim a course through the harbor.

9:05am, officers escorting a special ceremony out to the #2 buoy in Fireboat.

2:08pm, dispatched to a hazard investigation at Surfers Knoll, black substance flowing into the beach/ocean. Officers responded with US coast guard, VFD. Once again, the culprit: spoil from the dredge out flow, maintenance dredging.

4:40pm, received report of a hazard to navigation adrift in the main basin of the keys. Officers responded, towed the 15ft cement dock float to the launch ramp.

Monday 02/28

 1:23am, observed a vegetation fire near settling ponds. Advised fire and assisted with beach transport to investigate. VFD accessed through water plant.

4:37pm, received a single unconfirmed report of a boat fire near VYC. Officers responded in Fireboat, found a motor vessel with heavy diesel smoke, no fire.
