Vol. 11, No. 8 – Jan 17 – Jan 30, 2018 – Harbor Patrol Blotter

10:57am, received a dispatch to a water rescue near 1600 Anchors Way Drive. Officers were on patrol and responded from near the breakwall. After a brief search, officers discovered a Standup paddler swimming his board towards the Marina Park dock. The paddler refused assistance.

10:48pm, received a dispatch to a fall victim at the Ventura Marina Community. Officers responded and assisted Ventura Fire/AMR with an 88 year old male who was transported to local hospital for moderate injuries.

4:00pm, received a dispatch to a person bleeding at Harbor Cove beach. Officers responded and found a 37 year old male who hit his head on the steering column. He sustained large lacerations on his forehead, was treated and transported to the lot where AMR transported him to local hospital.

11:00pm, while on patrol, officers issued warnings for several violations to a fisherman hoop netting for lobster in the harbor entrance.

7:45pm, while on patrol officers discovered an inflatable with 3 POB’s. Their voyage was terminated for no PFD’s and no navigation lights.

11:50am, received a dispatch to a traffic accident, vehicle into a hydrant. Officers responded and assisted Oxnard fire/AMR with the patient who was transported to local hospital for further evaluation. The water had to be turned off by Ventura city and the vehicle was towed.

11:55pm, received a dispatch to an unconscious person at the Comedy Club in the village. Officers responded and found an intoxicated/upset female. The female’s boyfriend was contacted and he arranged to have her picked up.

10:20am, received a report of a hazard to navigation approximately 1 mile offshore from a NOAA vessel. Officers responded and retrieved a metal 55 gallon trash can from the water.

11:23am, observed a commercial fishing vessel entering the Harbor at an excessive amount of speed. Officers responded and issued a warning for the violation to the captain of the vessel Prince Victorio.

4:25pm, received a report of a water rescue near the Ventura Pier from State Parks. Officers responded and were advised in route that the victim, a kite surfer had made his way to shore.

12:20pm, received a report of a hazard to navigation near the Launch Ramp. Officers responded and discovered a large “boat dipper” obstructing traffic near the launch ramp. Officers secured the object to the L/R and found the owner who is responsible for its proper disposal. It was later removed.

6:06am, while searching for but not locating a disabled boat in the mid harbor, officers discovered a hazard to navigation, a large log and removed it.

9:48am, received a report of a disabled PWC near the #2 entrance buoy. Officers responded, safely towed the vessel back to the launch ramp.

10:40am, U.S. coast guard in the office, investigating a fuel spill.

1:00pm, received a report of a Grey Whale at the Harbor entrance. Officers responded and attempted to locate the mammal. It was later reported to have been sighted heading out of the Harbor and towards the shipping lanes.

6:17pm, received a report of a fuel spill near VIM D-dock. Officers responded and found a light sheen. They were unable to locate the source.

7:05am, while on patrol, officers observed the smell of diesel near VHV H&I docks. After an investigation they were unable to locate the source.

10:25am, received a dispatch to a fire alarm at Holiday Inn express. Officers responded, but it turned out to be a false alarm.

1:45pm, officers observing heavy fog, reporting observations to NWS.

8:30am, received a dispatch to a commercial fire alarm at 4points Sheraton. Officers responded and discovered the call was a false alarm that was set off by burning toast in a toaster oven. No damage or injuries were sustained.

11:35am, received a request for a tow from the operator of a disabled vessel. Officers responded, towed then released the vessel to the launch ramp.

11:46pm, received a dispatch to an overdose at 1583 Spinnaker Drive. Officers responded and assisted VFD/AMR with a 50 year old male. He was treated and transported to local hospital for further evaluation.

8:45am, received a report of a dock breaking loose in the keys. Officers responded and were able to move an electric boat and to secure the dock to prevent any property damage. The owner was notified and was working on getting a contractor to repair the dock and gangway.

5:00pm, while on patrol officers observed a vehicle blocking the entrance to Marina Mobile Community. The SUV was broke-down, officers assisted the owner by pushing the vehicle out of the entrance.

10:39pm, received a report of a female screaming on a boat in VWM and the vessel left the area. Officers responded with VPD and found the vessel in the mid harbor area. It was discovered that the young female was suffering from severe depression while her father was attempting to help her. He left the area as not to disturb his neighbors. The female was transported to local hospital.

10:10pm, received a request for assistance “jump-starting” a vehicle in the Harbor Village parking lot. Officers responded and successfully assisted starting the vehicle.

6:21pm, received a report of a disabled motor vessel in the A-Basin of the Harbor. Officers responded and found the vessel adrift. A language barrier existed but officers were able to ascertain the issue, the captain was lost; he was towed to the launch ramp and assisted with directions.

6:23pm, received a report of a boat fire at VIM D-dock. Officers responded and found a sailboat with exhaust coming out of a blower vent. The blower was turned off and no fire was discovered.

1:32pm, received a report of a disabled sailboat 1 mile South of the harbor. Officers responded, took the disabled vessel en tow and safely delivered the vessel to their slip in Ventura West Marina.

3:00pm, received a report of a disabled motor vessel at the entrance to the Harbor. Officers responded and towed the vessel back to their slip in VWM.

11:55pm, received a report of an overdue boater from the skipper’s mother. It was determined that the individual was on a commercial fishing vessel out at Anacapa Island and that no reports of vessel accidents were received. Relayed U.S. coast contact info.

7:45am, received a report of a disabled motor vessel in danger of colliding with moored vessels at VIM C-dock. Officers responded, taking lines from the adrift vessel and securing it into an empty slip at C-dock until TowBoat U.S. could arrive and tow them to the boatyard.

2:00pm, received a request from U.S. coast guard to assist with attaining coordinates of navigation buoys in the area. Officers assisted with transporting the coast guard on the fireboat to the buoys.

4:25pm, received a report while on patrol of a transient using the fuel docks restroom as an abode. Officers stood by while the individual gathered his belongings and moved on.

10:25am, while on patrol in the vehicle, officers observed increasing swell/dangerous rip currents and contacted State Parks to inquire about mutual coverage of Harbor Cove/South Beach and Santa Clara Rivermouth.

12:01pm, received a report of a disabled vessel on the riprap near the launch ramp. Officers responded, towed the vessel to the ramp and secured it.

1:42pm, received dispatch to a water rescue at the Ventura River Mouth. Officers responded in the fireboat and assisted Ventura Fire and State Parks with the call. It was determined to be a false alarm.

3:20pm, received a request for a tow from a disabled sailboat safely secured to a dock in the keys. Officers responded and towed the vessel to its slip in VIM.

8:57am, received a dispatch to a fall patient at 1900 Spinnaker Drive. Officers responded and assisted VFD/AMR with a female who fainted, then injured her hip in the fall. The patient was transported to local hospital for evaluation.

11:55pm, while on patrol in the vehicle, officers observed a red parachute flare over the South Basin of the harbor. After a brief investigation, it was determined no emergency existed, just an “accidental” launch of a WWII flare. Warnings were issued for the unapproved testing of the safety device.

12:50pm, received a dispatch to a 6 car traffic accident at Harbor/Schooner. Officers responded and assisted Ventura FD/PD, AMR, and CHP with the call. One person was transported to local hospital for evaluation of neck injury.

10:28pm, received a dispatch to an assault at 1500 Spinnaker Drive. Officers responded and assisted Ventura FD/PD, AMR with the call. No injuries were sustained by the parties involved in the fight.

12:55am, monitored PD responding to a large fight at 1500 Spinnaker parking lots. Officers staged and monitored multiple PD units dealing with a crowd of approximately 300 people attending a Halloween costume party. No injuries or arrests were reported or observed in the call.

5:10pm, conducting several safety inspections of small vessels engaged in fishing around the breakwall. Also advising of the dangerous conditions due to the very large surf.

Vol. 10, No. 2 – Oct 25 – Nov 7, 2017 – Harbor Patrol Blotter

10-04 10:25pm, while on patrol in the boat, officers observed a vessel engaged in lobster fishing with hoopnets placed in a closed area on the outside of the harbor breakwall. Contact was made and the fishermen were educated on local ordinances and state laws pertaining to lobster fishing.
10-05 7:45am, received a report of a large fishing vessel secured without permission from Dockmaster in the commercial docks. Officers responded and convinced the captain to move his vessel until a slip can be arranged for the boat.

8:55pm, while on patrol in the vehicle, officers observed a bon-fire near Surfers Knoll. A warning was issued for violation of state/local laws concerning beach fires and the bon-fire was extinguished, coals/logs exposed.

10-06 9:22pm, received a dispatch to a dispute in the homeless community, Riverhaven from FCC. Officers were unable to respond because the community is out of the patrol’s response area and advised FCC.
10-07 8:20am, received a dispatch to a traumatic injury at the Surfers Knoll groin. Officers responded and assisted a surfer who collided with the rocks and suffered moderate injuries. He was released at the scene and self-transported to local hospital to seek treatment for the cuts and lacerations.
10-08 6:03pm, received a report of a disabled PWC in the sandtrap. Officers responded and took 2 persons onboard the patrol vessel and the disabled PWC en tow. All persons and vessel were released at the launch ramp.

5:30pm, received a report of a disabled commercial fishing trawler ½ mile outside the harbor with four persons onboard. Officers responded, took the large vessel en long tow, then side tow to the Harbor Village fuel dock.

8:10:40am, while contacting the captain of one of the fishing vessel purse seiners to inquire about wrapping their prop, officers intervened with two crew members who were in a verbal fight. The two were separated and calmed.

2:19pm, received a dispatch to a drowning near Surfers Knoll. Officers responded by vehicle and boat to the call with Ventura Fire, AMR, VPD and State Parks lifeguards. The patient was treated at the scene and transported to local hospital breathing but in critical condition.

11:56pm, while on patrol, officers warned several transients loitering in and around the Launch ramp restrooms. One transient was removed from the restrooms for using it as an abode.

10:21am, received a dispatch to a person not breathing south of Surfers Knoll. Officers responded with Ventura Fire, AMR and Ventura PD. The patient was an elderly male transient who was determined Dead On Arrival in a homeless encampment near the Santa Clara Rivermouth. The VC coroner and Ventura PD handled the call.

9:33pm, received several calls seeking information regarding bioluminescence from the red tide conditions in and around the Harbor. Officers explaining to the best of their ability the naturally occurring phenomena, which creates a bluish glow when waves break or vessels transit through the water.

10:20am, while on patrol, officers observed a transient making an abode behind the entry feature to the Harbor on Spinnaker/Harbor. Contact was made with the individual and a warning issued for camping in the Harbor.

6:45pm, while on patrol, received a dispatch to a fall victim near the Carousel in the village. Officers responded with Ventura Fire/AMR and assisted an 85 year old female who fell down a flight of stairs near the promenade and injured her hip. She was treated and transported to local hospital for further evaluation.

11:45pm, briefing with Fish and Wildlife officers about the lobster season opening beginning at 6am Saturday.

11:55pm, while on patrol officers observed two coyotes running westbound on Spinnaker drive and slide at full speed under a fence into the settling ponds for the water treatment plant near Angler court.

11:10am, received a report of a disabled vessel in the A-Basin of the Harbor. Officers responded and assisted the vessel and safely towed them to their slip in the harbor at Ventura West Marina.

1:30pm, received a dispatch to a medical, stroke patient at 1559 Spinnaker Drive. Officers responded and assisted Ventura Fire and AMR with the call.

7:03pm, Officers conducting safety and equipment inspections of boaters fishing for lobster around the breakwall. 10 vessels were inspected and violations were either corrected or warnings were issued for minor infractions. One kayaker’s voyage was terminated for multiple violations including no fishing license, lobster report card or personal floatation device.

10:56pm, received a report of a disabled vessel taking on water from an individual on a PWC. Officers responded and assisted the large vessel.

9:20pm, officers conducted safety and equipment inspections of vessels fishing for lobster around the breakwall. 3 boats were contacted and one issued a warning for placing a hoopnet in a closed area.

9:51pm, received a dispatch to a fall victim in the marina mobile home park. Officers responded and assisted Ventura Fire/AMR with the call.

10:40am, received a dispatch to a medical at the marina mobile home park. Officers responded and assisted Ventura Fire/AMR with a terminally ill patient. The patient was released at the scene.

1:00pm, received report that the Harbor Patrol’s fireboat is back in full service. The vessel was in limited service for a few weeks with starboard engine problems.

9:49am, officers responded to the entry feature at Harbor/Spinnaker to investigate a report of a transient camping in a tent. The officers also observed vandalism. PD was contacted and they were investigating the violations.

8:44am, dispatched to a medical at Ventura Sportfishing, difficulty breathing. Officers responded and assisted Ventura Fire / AMR with a male having trouble breathing.

8:56pm, received a dispatch to a medical at the Ventura Yacht Club. Officers responded and assisted Ventura Fire / AMR with a 89 year old male suffering from chest pain. The patient was transported to local hospital.

3:35pm, received a dispatch to a medical at 1575 Spinnaker Drive. Officers responded and assisted Ventura Fire /AMR with the call.

7:55pm, received a dispatch to a medical at 1559 Spinnaker. Officers responded and assisted Ventura Fire / AMR with a 60 year old male who suffered a syncope episode. He was released at the scene after vitals check.

9:35am, received a request for a tow from a disabled motor vessel in the sandtrap. Officers responded, put the vessel en tow and safely delivered it to its slip in the keys.

1:45pm, received a dispatch to a medical at the Ventura Marina Community. Officers responded to a fall victim in the park. AMR transported the patient to local hospital via ambulance.

5:10pm, received a request for berthing on the emergency longdock from the captain of a 48ft motor boat whose fingers was pulled through the anchor windless. The captain was at Smugglers Cove and was en route to Ventura Harbor. After officers assisted securing the vessel and rendering first aid, the patient took a uber to local hospital. Eventually, the captain had surgery on his finger and will make a full recovery.

8:12am, received a dispatch to a hazard, gas odor in the marina mobile home park. Officers responded and assisted Ventura fire with the investigation. After a brief search with a gas meter, responders were unable to find a leak.

1:52pm, while on patrol officers monitored a mayday call on VHF 16. Officers responded just outside the breakwall to a de-masted catamaran. The vessel was taken en tow to the launch ramp.

7:38pm, received a dispatch to a water rescue at the Ventura Pier. Officers responded and assisted Ventura fire with 3 persons caught in a rip current.

9:11pm, received a dispatch to a medical at marina mobile home park. Officers responded, assisting Ventura fire/AMR with the patient.

7:30am, received a complaint of transients loitering near the launch ramp restrooms. Officers responded and contacted the group and moved them along.

11:45am, received a report of an emergency near the village carousel. Officers alerted dispatch and responded. The patient, an elderly fall victim received first aid for lacerations from the fall and was released at the scene.

8:55pm, received a dispatch to an ill person at a village restaurant. Officers responded and assisted Ventura Fire/AMR with a female patient who possibly suffered a stroke. She was transported to local hospital for further evaluation.

6:46am, received a dispatch to a fall victim in the marina mobile home park. Officers responded and assisted Ventura Fire/AMR with the call.

4:05pm, received dispatch to a brush fire near Surfers Knoll. Officers responded with Ventura Fire and provided access/ride to the fire. The brush fire was extinguished with assistance of multiple fire agencies.

11:20am, received a report of an emergency at Daves Fuel dock. Officers responded and found a male subject who suffered a head laceration while working on his boat that involved an explosion. He refused treatment and was unable to recall what happened. The patient was transported to local hospital by friends for further evaluation. The incident was being investigated.

6:31pm, received a dispatch to a water rescue in the harbor. Officers responded and discovered a partially submerged kayak with two persons in the water. The pair were pulled aboard rescue vessel and the kayak was dewatered. All victims and the kayak were delivered to the “big-beach” dock.

9:15am, received a report of an ongoing sewage spill occurring near VIM C-dock. Officers are investigating the cause.

7:45pm, received report of a boating accident in VWM. The damage was minimal and the two parties were working out the details.

8-17 5:50pm, received a report of a petroleum spill near Ventura Isle Marina L-dock. Officers responded and located a possible source for the spill. The responsible party was contacted and the spill was mitigated.

8-18 12:45pm, received a report from a village tenant that the captain of a commercial fishing boat was using some colorful language to discipline his crew. Officers responded and issued a warning for vulgar language.

8-19 1:50pm, received a report of a disabled personal water craft near the Ventura Pier. Officers responded and while en route were cancelled because the operator was able to restart the vessel and was no longer in danger.

8-20 1:08pm, received a dispatch to a fall victim at 1215 Anchors Way. Officers responded and assisted Ventura fire / AMR with an elderly female. She was eventually transported to local hospital for further evaluation.

10:05pm, received a report of a fuel sheen in the South Basin of the harbor. Officers responded and discovered a sheen in the area reported. After an investigation, officers were able to locate the source on one of the commercial fishing boats. The captain was contacted and the leak was mitigated.

8-21 11:46am, received a dispatch to a medical at 1559 Spinnaker Drive. Officers responded and assisted several agencies with a medical patient at the call.

1:30pm, received a report of a young female transient disturbing every person she comes into contact with throughout the village. Officers responded and searched the entire harbor, but were unable to locate the individual.

7:32pm, received a dispatch to a stroke patient at 1215 Anchors Way. Officers responded and assisted Ventura fire and AMR with the patient.

8-22 7:31pm, received dispatch to an ocean rescue, vessel sinking off of Emma Wood state beach. Officers responded with multiple agencies including Ventura Fire and State Parks lifeguards. When officers arrived on scene in the fireboat, they discovered 3 young males fishing on an anchored rigid-hulled inflatable in shallow water. Officers convinced the boys to move to safer water then eventually return to the Harbor.
