Ventura awarded grant for bicycle and pedestrian safety program

The City of Ventura has secured nearly $98,000 in grant funding from the California Office of Traffic Safety (OTS) to enhance its Bicycle and Pedestrian Safety Program. Funding will support promoting safe practices for pedestrians and bicyclists and educational programs emphasizing the importance of sharing the road.

“We appreciate the ongoing commitment of the Office of Traffic Safety to support bicycle and pedestrian safety in Ventura,” shared Public Works Director Phil Nelson. “We look forward to using this grant to strengthen our education initiatives for both our youth groups and community members.”

The grant program will run through September 2024 and support a variety of activities focused on bicycle and pedestrian safety:
Bicycle training courses that educate youth on safe riding behaviors.
Helmet fitting inspections and distribution of helmets to those in need.
Community and school education presentations.
Community bike rides that encourage and teach riders safe riding skills.
Pop-up events that promote the importance of visibility on roads with safety equipment such as reflective armbands/leg bands and bicycle headlights/taillights.

“Everyone deserves a safe environment to travel, regardless of how people get to places,” OTS Director Barbara Rooney said. “The safety of people walking and biking on our roads is a high priority. Education is pivotal in creating a strong road safety culture that prioritizes traffic safety, especially for our most vulnerable road users.”

The City of Ventura remains committed to prioritizing and encouraging healthy modes of transportation, such as biking and walking. The recent approval of the City’s Active Transportation Plan by the City Council on Monday, December 4, aligns to provide improved mobility choices for community members. This grant funding serves to support and enhance these efforts.

The City Council recently approved adopting Ventura’s new Active Transportation Plan (ATP), a long-term roadmap designed to provide more transportation options to everyone, especially those in underserved communities. It’s part of the City’s commitment to promote healthy ways of getting around, such as biking and walking. The plan includes important projects that blend with the Safe Routes to School Plan and the Complete Streets Technical Memo.

“By adopting the ATP, we’re working towards our goal of creating safe, comfortable, connected, and easy-to-use walking and biking paths. This grant funding will help us put elements of the plan into action, making progress toward a more sustainable and accessible city over the next several years,” stated Jeff Hereford, Principal Civil Engineer in Public Works.

Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

Next Ventura Police Community Academy open for applications

The academy can accommodate 30 participants.

The Ventura Police Department is now accepting applications for the annual Community Academy open to Ventura residents and business owners. The academy can accommodate 30 participants, and the application deadline is Sunday, December 31, 2023.

The Community Academy is part of the Department’s ongoing efforts to strengthen community partnerships and increase transparency. This free program will take participants on a patrol ride-along, provide interactive training, showcase hands-on activities that provide an inside look at local policing, and much more. Each night features a new topic with different speakers, demonstrations, and discussions.

“My time spent in the VPD Community Academy classes was informative, educational, and highly enjoyable,” said Charles Clark, a 32-year Ventura resident and 2023 Community Academy graduate. “During my ride along, I saw many examples of quality officer training and community policing in action. Completing this program was a rewarding and eye-opening experience that every resident should consider. We truly have the best of the best at VPD, and I was able to see that first hand.”

The Community Academy is set to begin on March 6, 2024, and will be held on 10 consecutive Wednesday nights from 6:00 p.m. – 9:00 p.m., with a final class and graduation on May 8, 2024. Eight classes will be held at the Ventura Police Department, with the sessions on March 27 and April 10, hosted at the Ventura County Criminal Justice Training Center and the Ventura County Jail.

To be eligible for the Ventura Police Community Academy, applicants must:

Be a minimum of 18 years old
Live or own a business in the City of Ventura
Pass a criminal background check with no misdemeanor convictions in the past two years and no felony convictions
Participate in an in-person interview process
Commit to attending all sessions

Interviews are expected to occur in late January and those accepted will be notified in February.

City of Ventura receives $40,000 donation from Pier Into the Future

Pier Into the Future has successfully raised over $1.5 million over the years.

The City of Ventura is thrilled to announce a significant milestone in the restoration efforts of the Historic Ventura Pier. Pier Into the Future, a local nonprofit organization committed to the preservation of this coastal landmark, has generously awarded a $40,000 donation to the city to support some of the much-needed repairs at the City Council Meeting on Monday, December 4.

“Once the longest wooden pier in California, the Historic Ventura Pier is a cherished symbol of our community’s rich history. Despite recent challenges, we’re committed to ensuring its enjoyment for generations,” Mayor Joe Schroeder remarked. “This donation will help address infrastructure needs, enhance safety, and preserve its historical significance.”

Since its closure to the public in January 2023 due to safety concerns, ongoing maintenance and emergency repairs have been in progress. These include planned critical corrosion repairs to the steel framing and structure of the pier, with an anticipated reopening in spring 2024.

“This funding will assist in repairing the damage caused by winter storms to our iconic pier,” stated Ronda Holden, President of Pier Into the Future. ” Ensuring the pier’s ongoing contribution to our community is essential. Our aim is to safeguard this iconic structure and its integral role in shaping Ventura’s character.”

Originally constructed in 1872, the Ventura Pier has a broad history with contributions to agricultural, construction, and oil trades and is the oldest wooden pier in the state. A cornerstone for commerce and tourism, the pier features appearances in films, art, and photography, highlighting its significance to Ventura’s character.

Founded in 1993 by a dedicated group of community leaders, Pier Into the Future has successfully raised over $1.5 million in endowment funds and enhancements to protect and preserve our Historic Ventura Pier. The funds help assist comprehensive repair and maintenance plans, covering structural improvements, corrosion prevention measures, and necessary aesthetic enhancements to maintain the pier’s unique charm.

Community members invited to donate supplies for City of Ventura’s Foul Weather Shelter

The City of Ventura is gearing up to support its most vulnerable residents through its annual Foul Weather Shelter Program, which provides temporary shelter and essential stay-warm packs during harsh weather circumstances, including severe rain, wind, or low temperatures.

Last season’s Foul Weather Shelter Program stood as a beacon of aid, being activated 25 times over a span of 45 nights. It successfully assisted over 250 individuals and families, serving more than 3,000 meals and distributing 150 stay warm packs.

Leona Rollins, the Housing Services Manager, emphasized the importance of community collaboration, stating “Ventura thrives on an active network of local social service providers and nonprofits working collectively to cater to the needs of our most vulnerable population. This program stands as a crucial need, especially during these challenging times.”

The City invites contributions from the community to assemble warm packs for individuals unable to secure motel rooms during severe weather events. Essential donations include rain ponchos, blankets, jackets, hand-warmers, socks, toiletries, soft snacks, tarps, and carrying bags for items.

Stuff-a-Sleigh toy and food drive supports local families in need

Bringing holiday cheer to Downtown Ventura.

In a groundbreaking holiday season collaboration, the Ventura Fire Department is proud to partner with the Ventura County Fire Department, Oxnard Fire Department, ABC7, Food Share of Ventura County, Downtown Ventura Partners, and the Ventura Chamber of Commerce to host Ventura’s first Stuff-a-Sleigh toy and food drive.

This initiative, geared towards supporting children and families in need, will be hosted on Friday, December 1, 9:00 a.m. to 6:00 p.m. on Main Street at Figueroa Plaza.

Community members are invited to participate by bringing a new, unwrapped toy, book, sporting equipment, and nonperishable food items to the event.

“This partnership and holiday donation drive offer our community a chance to unite, exemplifying the genuine spirit of the season through acts of goodwill and generosity for those in need this season,” said Ventura Fire Chief David Endaya. “We are honored to be part of this event and extend a heartfelt invitation to everyone to join us in making the holidays brighter for all.”

Adding to the festive atmosphere, the Fire Departments of Ventura County will attend, offering the public an opportunity to engage with fire engines and interact with local firefighters and staff.

“The holiday season can be a trying time for many families, and the need for assistance is greater than ever,” said Jennifer Caldwell, Chief Development Officer at Food Share of Ventura County. “Strong partnerships and the incredible generosity of our community are the backbone of events like this. Together, we can ensure that no one goes hungry this holiday season.”

Successful completion of the Montalvo Safe Routes

The City of Ventura is thrilled to announce the successful completion of the Montalvo Safe Routes to School Project. To commemorate this achievement, the City hosted a ribbon-cutting event on Tuesday, November 7, at the corner of Bristol Road and Grand Avenue.

The event featured key stakeholders and dignitaries, including the Ventura Unified School District, Montalvo Community Council, Montalvo Elementary School, City Council, staff, and community members.

The Montalvo Safe Routes to School Project was a collaborative effort representing a substantial investment in our community’s infrastructure. It was specifically designed not only to enhance the safety and convenience of travel to and from Montalvo Elementary School for students and their families but also to provide a more accessible neighborhood for the Montalvo community. The new sidewalks and bike lanes not only facilitate travel to school but also allow the residents of Montalvo to interact more freely with their neighbors, promoting a healthy lifestyle and fostering community connections.

“This remarkable project is a shining example of what can be achieved when a community comes together. It has been a labor of love, driven by partnerships and dedicated community members,” said Mayor Joe Schroeder. “These collaborative efforts have resulted in crucial improvements to the Montalvo neighborhood, benefiting our students, families, and the entire community, fostering a stronger sense of community identity. The project was about more than just the school; it also improves safety since people don’t need to walk in the street.

The Montalvo Safe Routes to School Project included over two miles of continuous sidewalks, one mile of new bike lanes, 12 new curb ramps, reconstruction of 26 existing curb ramps, 27 new pedestrian and bicycle crossings, and the installation of new landmark signage that enhanced the Montalvo neighborhood’s identity while improving safety and accessibility for its residents.

A significant portion of the project was funded by a Caltrans grant totaling $1.38 million, contributing to the broader Safe Routes to School program to improve student safety across the state. The City of Ventura also demonstrated its commitment to the project, contributing an additional $1 million through Measure O and gas tax funds to ensure its successful completion.

The Montalvo Safe Routes to School Project was another milestone in Ventura’s ongoing efforts to enhance pedestrian infrastructure, following similar projects in West Ventura and near Anacapa Middle School on Telegraph Road.

“I would like to share my appreciation with the city of Ventura for securing and dedicating this funding to realize the Montalvo phase of the safe routes to school implementation,” expressed Dr. Antonio Castro, Superintendent of the Ventura Unified District. “These improvements have the potential to generate an even more active walking and bicycling community to and from school. Any reduction to the number of vehicles present during school drop-off and pick-up times is welcomed, as is the possibility of helping promote the physical growth and development of our Ventura Unified students.”

Closure of five blocks of historic downtown

Main Street Moves has been extended to July 2024.

In May of 2020, city staff, in partnership with the Downtown Ventura Partners, presented a proposal to City Council to allow for a temporary, 30-day closure of five blocks of historic downtown Main Street to vehicular traffic to allow for outdoor dining and shopping in response to the COVID-19 pandemic. The pilot project was a resounding success and provided a financial lifeline to many Ventura businesses.

Through a series of Council actions, Main Street Moves has been extended to July 2024. During this two-year period, various studies will be completed to determine the feasibility of a permanent, 24/7 street closure (Pedestrian Mall). Periodic updates to the community and Council will be forthcoming as studies are completed.

October 16, 2023 – City Council provided staff direction for the next steps with Main Street Moves, including continuing with the full closure while the environmental studies are complete, finalizing the parklet design guidelines, and creating a mechanism to transition the program liability from the Downtown Ventura Organization (DVO) to the City. June 26, 2023 – City Council waives a second reading and adopts the Ordinance of the City Council of the City of San Buenaventura, amending Chapter 16.350 of the Municipal Code to provide regulations prohibiting the use of bicycles, electric bicycles, and other vehicles within Main Street Moves, and adding limitations on the use of any such vehicle on public rights-of-way and within shopping centers. City Council to change meeting days

The Ventura City Council holds it’s regular business meetings on Mondays but the council will be asked to change that.

The council is changing their regular meetings to Tuesdays starting in 2024.

They will be held the second and fourth Tuesday of every month except August when the council is on their summer break.

City officials say having two meetings each month gives them room for special or extra meetings if necessary.

Ventura will join Oxnard, Ojai, Fillmore, Thousand Oaks, and the County Board of Supervisors in holding regular meetings on Tuesdays.

The first regular Tuesday meeting of the Ventura City Council will be on January 9, 2024.

The forum will cover a wide range of topics, including landlord and tenant rights, affordable housing development, housing choice vouchers, paths to homeownership, and homelessness. As housing costs continue to rise in the community, it is essential for individuals and families to be aware of the resources available to them.

Presenters at the event will include the Central Coast Alliance United for A Sustainable Economy (CAUSE), Housing Rights Center, Ventura County Community Development Corporation (VCCDC), Housing Authority of the City of Ventura, People’s Self-Help Housing and US Vets.

The VCCDC will discuss paths to homeownership and down-payment assistance programs for first-time homebuyers. The City’s Housing Services Division will also provide information about the programs and objectives outlined in the City’s Housing Element, a plan that was recently certified by the California Department of Housing and Community Development.

“We’re thrilled to host our upcoming forum in the East side community, catering to the residential needs of our local residents by offering vital insights into housing resources and affordable programs,” expressed Leona Rollins, the Housing Service Manager. “It’s crucial that both individuals and families are well-informed about the resources at their disposal and have a clear understanding of their rights as renters and homeowners.”
