Telegraph Road Resurfacing Project Begins Late July

By Ventura Breeze Staff –

The City of Ventura is preparing to launch a major street improvement project on Telegraph Road, stretching from Ashwood Avenue to Hill Road, with construction scheduled to begin in late July 2025 and continue through January 2026.

This long-anticipated resurfacing project will rehabilitate approximately 690,000 square feet of roadway, improving one of Ventura’s busiest corridors, which serves neighborhoods, schools, and local businesses. The project is made possible through funding from the SB1 Gas Tax (Road Repair and Accountability Act) and Measure O, Ventura’s voter-approved local sales tax that supports essential community upgrades.

What’s Included in the Project:

  • Pavement resurfacing
  • Sidewalk and curb repairs
  • ADA-compliant curb ramp upgrades
  • Installation of new pedestrian push buttons
  • Traffic sign replacements
  • A buffered bike lane between Day Road and Hill Road
  • Median improvements and drought-tolerant landscaping for water efficiency and enhanced aesthetics

“The Telegraph Road corridor is one of Ventura’s most heavily traveled routes,” said Charlie Ebeling, the City’s Public Works Director. “These much-needed improvements will enhance safety, accessibility, and long-term sustainability for everyone who relies on this vital roadway.”

Construction Details:

  • General work hours: Monday – Friday, 7:00 am – 5:00 pm
  • Night work (near schools and high-traffic intersections): 9 pm – 6 am.
  • Temporary lane closures and detours will be in place, but access to homes and businesses will be maintained throughout the project
  • Advance notice: Contractor notices and “No Parking” signs will be posted at least 72 hours in advance in affected areas

Project Team:

The construction contract was awarded to Toro Enterprises, Inc., with a total bid of $5.85 million. Key subcontractors include:

  • Greencoast Landscapes, Inc., for tree removal and median landscaping
  • California Professional Engineering, Inc., for pedestrian push buttons, loop detectors, and bicycle counters
