On March 17, 2025, Congressman Salud Carbajal was warmly introduced at a Town Hall meeting at the Poinsettia Pavilion in Ventura by Dr. Jeanette Sanchez-Palacios, the Mayor of Ventura. She shared his remarkable journey, from his service in the U.S. Marine Corps to his role as a Santa Barbara Supervisor. Now in his fourth term representing California’s 24th district—which includes Santa Maria, San Luis Obispo, Santa Barbara, and parts of Ventura County—Congressman Carbajal has made significant strides for the community. The mayor went on to recognize his commitment to environmental protection, noting that he has consistently advocated for stricter emissions regulations and supported renewable energy initiatives. Congressman Salud Carbajal began his presentation discussing his initiatives that would expand healthcare access and affordability emphasizing the importance of affordable insurance options through the Affordable Care Act. He discussed the importance of increasing funding for community health centers, ensuring they can serve more middle class and low-income families. Carbajal also champions mental health resources and telehealth services, recognizing their critical role post-COVID-19. Additionally, he continues to promote legislation that aims to lower prescription drug costs, making essential medications more accessible for individuals and families in our communities.
Carbajal discussed his support and investments in education to ensure equitable access to quality schooling which includes funding for under-resourced schools, enhanced teacher salaries, and expanded programs in STEM and the arts. “By promoting community partnerships and transparent budgeting, we can effectively allocate resources to meet the diverse needs of all students,” he said.
A pathway to citizenship for undocumented immigrants is particularly significant to Carbajal. He acknowledged policies that enhance protections for DACA recipients and prioritize family reunification. As the son of Mexican immigrants, his parents’ experiences have profoundly shaped his values and political career, illustrating the diverse and immigrant-rich fabric of California. Carbajal advocates humane treatment at the borders and ensures due process for asylum seekers. To tackle the challenges faced by immigrant communities, he promotes access to legal resources, social services, and workforce training programs. His goal is “to empower these communities both economically and socially while fostering inclusivity and respect for their rights and contributions.”
Congressman Carbajal is actively supporting initiatives aimed at improving services for veterans by advocating for increased funding to enhance healthcare access, improve mental health resources, and reduce wait times at VA facilities. He continues to support housing programs that offer stable accommodations for homeless veterans and promotes job training and employment partnerships with local businesses. Additionally, he is deeply
concerned about the recent layoffs within the VA.
Congressman Carbajal spoke of prioritizing constituent engagement by hosting regular town halls, community forums, and listening sessions, allowing voters to share their concerns directly. He actively utilizes social media and newsletters to communicate updates and solicit feedback. To enhance transparency, Carbajal’s office publishes voting records, policy positions, and budgets online, ensuring constituents are informed about legislative decisions. He also encourages open dialogue.
Following the Congressman’s presentation, he addressed questions from the audience, emphasizing the importance of voicing concerns. When a question regarding possible impeachment and the impact of layoffs of the Federal workforce, he stated that “impeachment was not a consideration in the Congress at this time.” He acknowledged that the recent federal workforce reductions are disproportionately impacting veterans, highlighting the significance of these federal workers feeling alarmed.
Regarding senior citizens and Social Security, Carbajal reassured the audience that he believes Social Security is not in danger of being eliminated. He noted that states are seeking protection through their attorney generals and other legal measures. He emphasized that Congress collaborates with all communities, including non-profits, local governments, and various agencies.
When asked about bipartisanship, Carbajal acknowledged that while many issues are indeed bipartisan, some members of Congress are reluctant to address the concerns of the American public due to pressure and potential repercussions from the administration. He urged the audience “to stay optimistic, focused and to find ways to make their voices heard.”
A concerning issue mentioned was the potential elimination of national park services, libraries, and their staff. He once again urged community members to advocate for these essential services in ways that ensure their voices are heard. He expressed his awareness of the National Park Services in Ventura and other areas along the Central Coast, emphasizing that without vocal support, it may be challenging to keep the national parks—especially in Ventura—accessible to the public.
Statements were made that appeared to express concerns about the state of global order, particularly considering the situations in Ukraine, Gaza, Israel and the Middle East and the fear those concerns have generated, which is contributing to chaos. The question from the audience suggests that America is perceived as “a trustworthy ally,” but the broader international order is deteriorating.
Carbajal acknowledged that the president has significant discretion regarding foreign policy decisions. While Congress controls funding (the “purse”), it seems to imply “that beyond legal limitations, the president has considerable influence over how foreign policy is conducted.”
Bipartisan legislation and the filibuster indicate a belief in “the necessity of cooperation across party lines to address these challenges. “Although it can be challenging, “the mention of treaties underscores the significance of formal agreements in fostering international relations and stability, even among countries that hold differing views.” The statement conveys a sense of urgency regarding the current geopolitical landscape, the president’s role in foreign policy, and the need for bipartisan collaboration to address the resulting chaos and uphold trust in American leadership on the global stage.
Carbajal believes that if there were bipartisan cooperation, “we could witness a return to a time when party lines were less pronounced.” However, given the current situation and the fact that impeachment is off the table, there are still many legal avenues to pursue decisions. Ultimately, it is essential for the American people to make their voices heard—in courthouses, in state capitals, and on the streets.
