City Proposes Significant Water and Wastewater Rate Increases

The City of Ventura is undergoing a Proposition 218 process for proposed water and wastewater rate increases beginning July 1, 2026, with additional adjustments each year through 2030.

According to a recent city flyer mailed to residents, Ventura Water — the City’s not-for-profit public utility — is proposing rate adjustments to ensure reliable water and wastewater services. The department emphasizes that every dollar collected is reinvested into operations, maintenance, and essential projects that protect public health, the environment, and future water supplies.“Ventura Water does not profit from fees,” the city states. “Rate adjustments are needed to maintain reliable water and wastewater service based on an updated Cost of Service Study conducted by city staff and financial experts, with input from the City’s Water Commission.” The rate recommendations were presented to the City Council on October 14, 2025.

About Proposition 218

Proposition 218, a California constitutional amendment, requires local governments to provide a 45-day notice, hold a public hearing, and ensure that rates are based on the actual cost of providing service. A public hearing on the proposed rates is scheduled for December 9, 2025.

Every five years, independent financial and rate experts analyze system needs and develop rate structures that are adequate, fair, and cost-justified, as required by state law.

Why Rate Adjustments Are Needed

Meet Regulatory Requirements: The City must comply with state and federal mandates, including reducing treated wastewater discharges to the Santa Clara River Estuary and meeting stricter water quality standards.

Replace Aging Infrastructure: Many pipelines, pumps, and the 70-year-old wastewater treatment plant require replacement to prevent costly emergency failures. The proposed rate cycle will support 29 water and wastewater projects.

Respond to Cost Pressures: Rising costs for labor, energy, chemicals, and construction affect all water and wastewater providers statewide.

Secure a Reliable Water Supply: Ventura relies entirely on local water sources, which have become less reliable due to recurring droughts. Investments in new supply options are essential to ensure long-term reliability.

Attend the Public Hearing:
The City of Ventura will hold a public hearing on December 9, 2025, at 5 pm.

Submit a Protest:
A majority protest by affected property owners or tenants directly responsible for water or wastewater bills would prevent adoption of the rate increases.
