Vol. 12, No. 14 – Apr 10 – Apr 23, 2019 – Police Reports

by Cindy Summers

Police reports are provided to us by the Ventura  Police Department and are not the opinions of  the Ventura Breeze. All suspects mentioned  are assumed to be innocent until proven guilty  in a court of law.

No April’s Fool joke

Sergeant Sam Harbert, a 28-year veteran of the Ventura Police Department, is currently on paid administrative leave following a traffic stop in response to a 37-year-old male adult who was making threats. On the morning of April 1, Sgt. Harbert stopped the man at the Ventura County Government Center on Victoria Avenue.

The man got into an altercation with Sgt. Harbert who discharged his weapon. The man was taken to Ventura County Medical Center and underwent surgery. The Sgt., who was wearing a body camera, was also taken to the Ventura County Medical Center with non-life-threatening injuries.

Since the shooting occurred in the parking lot of the government center it is being investigated by the Ventura County Sheriff’s Office. Ventura police will also be conducting an administrative investigation into the shooting and have not released how the altercation started or how many shots were fired.

Stolen Vehicle Recovery and Arrest

On March 25 at approximately 1:45pm, the Ventura Police Department Command Center received a 911 call from a victim reporting that his vehicle had just been stolen. The victim said his vehicle was left unattended while it was being worked on at a business in the 100 block of Ventura Ave., when the suspect, later identified as 37 year old vagrant Brandon Chamberlain, got into the vehicle and fled.

A short time late, an officer responding to the call saw the vehicle as it was traveling northbound on Highway 101 and followed it onto Highway 33. Once additional officers arrived, a traffic stop was initiated. Chamberlain exited at Shell Rd. and was taken into custody without incident.

While officers were following Chamberlain, he threw a knife out of the vehicle. The knife was later recovered by officers. The vehicle was released back to the victim.

A review of the Ventura County Superior Court website shows that Chamberlain has prior convictions for stolen vehicle, evading arrest and driving under the influence. He is also a post release offender out of Kern County.

Attempted Murder, Assault with a Firearm, Armed Robbery Arrest

On March 25, at approximately 4:30am, patrol officers responded to report of a shooting in the area of the 400 block of East Santa Clara Street. When the first officer arrived on scene, he found the suspect, 24 year old Reuben Vaca, hiding near a planter on Santa Clara Street near California Street. As the officer made contact with him, the suspect was initially uncooperative, and he threw a handgun into nearby bushes. Additional officers arrived and assisted with detaining the suspect. The weapon was recovered.

The subsequent investigation revealed this was a robbery. The suspect had approached two vagrants living nearby, pulled a gun and demanded their property. While he was committing the robbery, a “good Samaritan” heard the commotion and not knowing it was a robbery, attempted to intervene. When he intervened, the suspect turned towards him with the gun and chased him into a nearby vehicle. The suspect began beating his fist on the window and fired 3 rounds at the “good Samaritan”. All three rounds hit the vehicle but none of them struck the victim. After firing the initial 3 rounds, the suspect then turned and fired 2 additional rounds that struck a nearby commercial building. The commercial building was uninhabited. After firing the rounds, the suspect fled on foot and was contacted by officers.

At the conclusion of the investigation, the suspect was arrested for attempted murder, assault with a deadly weapon, armed robbery, shooting at an occupied vehicle and shooting at an uninhabited building. No one was injured during this incident.

Suspicious Circumstances

On April 1 at 4:45pm, the Ventura Police Department Command Center received a 911 of a subject in possession of a gun at the Jack in the Box in the 2300 block of Thompson Blvd. The caller, who was a customer inside the business, reported the subject was not threatening with the gun, but said the gun could be seen concealed in his waistband.

When officers arrived on scene, the suspect fled from inside the business and officers pursued him on foot. The suspect, later identified as 27 year old Ojai resident Ronald Zirpolo, began climbing fences into the backyards of nearby residences and officers lost sight of him. A perimeter was quickly set up around the area and with the assistance of Ventura Police K9’s and the Ventura County Sheriff’s Department helicopter, a yard to yard search was conducted.

After approximately 1.5 hours of searching, Zirpolo was found hiding inside the garage of a residence in the 300 block of Seaward Ave. He was taken into custody without incident. Zirpolo was found to have an injury to his hand that he sustained while fleeing from officers. He was treated at VCMC and later arrested for resisting arrest, trespassing, prowling and for being a post release offender.

Zirpolo was not found to be in possession of the gun when taken into custody. Officers continued to search backyards and found the gun. The gun was a replica firearm.

A review of the Ventura County Superior Court website shows that in 2016, Zirpolo was convicted of being a felon armed with a firearm with a 2nd strike, felon in possession of ammunition, and grand theft.

Robbery

On April 5, at approximately 9:45pm, the Ventura Police Command Center received a 911 call for subjects fighting in the 1000 block of E. Santa Clara St. When officers arrived, they were contacted by a clerk from the Asian American Market and told that the suspect, 23 year old James Cobb, came into the store and selected a can of beer from out of the cooler. He went to the counter to pay for it and asked the clerk how much the beer was. When he heard the price, he began to argue with the clerk verbally. He then removed a one dollar bill from his pocket put it on the counter and left the store, not paying the full price for the beer.

The clerk followed Cobb outside the store and confronted him for the remainder of the money. Cobb stopped and attacked the clerk, and the two started fighting in the street. Eventually, Cobb broke away from the fight and threw the beer can at the clerk. He then ran south on Kalorama St. and into a residence.

The officers determined which home Cobb ran into and made contact with him at the front door. Cobb cooperated with the officers and came outside of the residence where he was arrested for the felony robbery.

Vol. 12, No. 14 – Apr 10 – Apr 23, 2019 – Ventura Music Scene

Before we get into what is currently happening, let’s ensure our future happenings include consistently great jazz by attending and supporting Squashed Grapes on their public hearing so they can reopen at their new location mid-town Ventura. It’s on Wednesday, April 10, at 6 pm in the Council Chambers at Ventura City Hall. I’d love nothing more than a full room showing their support; you don’t need to speak, but you know I will!

Discovery Ventura continues to mix it up not only placing and supporting local bands on the calendar, but they’re booking some really cool national acts like the Average White Band. In fact, I had to double check it wasn’t a tribute band, because well you know, this is extremely cool! They also have Bret Bollinger of Pepper on Thursday, April 11, and one of the best tribute bands around Queen Nation on Friday, April 12. Last year Gin Blossoms did a show there, and while they’re returning to the area, this time they’ll be at Libbey Bowl on June 23.

Namba located on Oak Street has a number of shows coming up including a singer/songwriter showcase on Friday, April 12, with Rachael Lynde, Jade Hendrix, Scott Borel and Ella Dritz. The following evening it’s Charlie Baker’s Neil Young tribute on Saturday, April 13. Sitarist, Will Marsh, performs there on Saturday, April 20.

Quick Notes: Peter Jong of Emerge performs an instrumental rock & fusion set at Red Cove on Thursday, April 11; Camarata Pacifica performs Beethoven, Mozart and more at the Museum of Ventura County on Sunday afternoon, April 14; Tommy Marsh’s Acoustic Crossroads at Winchesters will have as his special guest, his brother Paddy, on Sunday, April 14; there will be a benefit for Step Up Ventura on Saturday afternoon with The Ramblers at Grapes and Hops starting at 3 pm on April 20; Harbor Cove will start having music again (end of Spinnaker at the Harbor) with Jill Martini and the ShrunkeHeads on Friday, April 19, and Gary Ballen on Saturday, April 10; and a special “Emo” show lands at The Tavern on Thursday, April 18, with Skating Polly, Ugly Pop and Jo Passed.

By the way, if you have original music you would like to get played on the radio, just hit me up. The Pam Baumgardner Music Hour continues its bi-monthly shows on CAPS Media’s KPPQ-LP. You not only can catch it at 104.1 FM in and around Ventura, but you can download the MyTuner radio app and listen on your phone or online at www.CapsMedia.org/Radio. The program airs Tuesdays and Fridays at 5 pm and Sundays at noon. It’s an eclectic mix of music so all genres are welcome…just no profanity please.

Free CMHS event on advance directives

The public is invited to learn about the importance of advance directives for future healthcare while sampling local gourmet food at a free event hosted by Community Memorial Healthcare System.

The event, called “Advance Care Planning for Foodies,” takes place at 5:30 p.m. on Wednesday April 17, at the Museum of Ventura County, 100 E. Main St. The free event is part of CMHS’ 2019 Ethics in Healthcare speaker series. Dr. James Hornstein will serve as the moderator and answer questions. In addition, professionals will be there to help guests fill out forms and provide additional information. Gourmet food will include hors d’oeuvres and a dessert bar.

Advance directives might not be a fun or comfortable topic of conversation, but your future healthcare plans and wishes should be discussed with loved ones, especially as you age. Advance directives are documents that tell others how you want medical decisions to be made for your care if you can’t speak for yourself. They allow you to give your instructions in cases when you may be unconscious, in a vegetative state or impaired by dementia or other health conditions. These legal documents tell your family, friends, and healthcare providers what kind of care you want, what you don’t want, and whom you would like to make healthcare decisions for you if needed.

The April 17 event in Ventura is free but reservations are required. For reservations, visit Speaker Series | Community Memorial Health System or call Brown Paper Tickets at 800-838-3006.

Learn how to protect your skin from the sun’s dangerous rays at seminar.

Skin cancer is a big issue in sunny Southern California, more so than other areas of the nation where cold weather prevents people from enjoying the great outdoors as often. With Southern California residents facing an elevated risk, it’s important to know how to avoid getting skin cancer.

Community Memorial Health System is a not-for-profit health system, which is comprised of Community Memorial Hospital, Ojai Valley Community Hospital, the Centers for Family Health, and various outpatient centers serving communities located within Ventura County, California.

Leaders from throughout Ventura County to be selected for 2019-20 program

Applications are currently being accepted for the upcoming cohort of the Ventura County Leadership Academy (VCLA). New and emerging leaders who either live or work in Ventura County are encouraged to apply.

The Ventura County Leadership Academy is a nonprofit organization that provides leadership training through an intensive program that delves into the critical issues facing Ventura County. Meeting for a full day once a month over the course of nine months, participants will learn about topics such as agriculture, healthcare, education, economic development, water, the environment, and more, as part of a diverse cohort of leaders from a variety of sectors, backgrounds, and ages. Cohort members also travel as a group to Sacramento to meet with elected officials and others involved in the legislative process. Another key component of the program is leadership training: encouraging, educating and inspiring the cohort members to gain insight and confidence into their own leadership potential.

Once cohort members graduate, they are encouraged to take their new knowledge, skills, and relationships and join with the more than 500 other alumni of the program to help to make Ventura County an even better place to live through their work and volunteerism in the community. Many of the top leaders in the business, government, and nonprofit sectors in Ventura County are graduates of the program. They serve on many boards and volunteer with a wide variety of community-based organizations.

The program for Cohort XXV will start in September 2019 and run through May 2020. Applications for Cohort XXV are being accepted through May 24, 2019 and can be found at the organization’s website, www.vcleadership.org The process is competitive, with a limited number of cohort members chosen via an application and interview process. Interviews are conducted during the month of June, with notifications of acceptance arriving in early July.

Many employers will cover the cost of tuition for cohort members; however, VCLA does not turn qualified applicants away due to financial constraints; in addition to flexible payment arrangements, a limited number of partial scholarships are available to applicants in need of assistance via TAP (Tuition Assistance Program).

VCLA seeks diversity in their organization and program participants, encouraging anyone interested to apply.

For more information about VCLA, please email [email protected], reference our website www.vcleadership.org, or find the Ventura County Leadership Academy on Facebook @Ventura.County.Leadership.Academy or call 805-665-3504.

Mary Eckhart will visit the Ojai Library at 1 p.m. on Saturday, April 20, to deliver a talk entitled “Citizens of Earth and Air: Artists Create Portraits of the Animal Kingdom.” Ms. Eckhart comes to us via the Santa Barbara Museum of Art’s Community Speakers Program.

Sketched 30,000 years ago, a galloping phalanx of horses and battling rhinos race across the walls of France’s Chauvet caves. The 14th century Luttrell Psalter astonishes with its fantastical panoply of weird and marvelous combinations of man and beast.

Corrugated collapsing horses, a flying yellow cow, an upside-down cat, poker playing dogs, a monumental Bird of Peace, ominous insects, Congo the artful chimpanzee, an artist’s selfie as a trout, the Katze Kindergarten.

Laurie Gibson will visit the Ojai Library at 6 p.m. on Wednesday, April 17, to deliver a workshop entitled “Book Publishing 1-2-3.”

Grab a pen and join Gibson for this popular, lively workshop—it’s spiced with stories and tips to empower and inspire writers of all levels. Gibson will start with a glance at today’s dynamic book business (including the rise of self-publishing), then share tips for connecting with editors and literary agents, as well as ideas to help writers both refine their craft and stretch their creativity, and wrap up with a few practical thoughts on book promotion.

These events are free and open to the public. For additional information, contact Ron Solórzano, Regional Librarian, at (805) 218-9146.

The Ojai Library is located at 111 East Ojai Ave. Hours of service are 10 a.m. to 8 p.m. Monday through Thursday and 12 p.m. to 5 p.m. Friday through Sunday.

Join Rev. Karen S. Wylie at The Ojai Retreat on Easter Sunday, April 14, from 11:00 a.m. – 2:00 p.m. for her Mid-Month Devotional Retreat, this month devoted to “Forgiving Yourself and Others.”

“Most of us don’t realize how much unforgiveness we carry inside of us, whether it is directed at ourselves or someone else,” Rev. Karen says. “When we cannot forgive the perceived sins of the past, we go through life operating with half a heart (or less). The celebration of Easter reminds us that forgiveness is the answer to living a great life.

The Ojai Retreat is at 160 Besant Road, Ojai. The retreat is by donation; $20 is suggested. For more information, contact Rev. Karen at 310-968-8928, or register online at www.karenswylie.com. Rev. Lifeguards return to Ventura Harbor Beaches for Summer

“Did you miss me?”

Daily lifeguard service will be provided at Ventura Harbor beaches off Spinnaker Drive this summer.

In a unanimous vote on Wednesday, March 20, the Board of Port Commissioners authorized the General Manager of Ventura Harbor to contract with State Parks to provide the service from mid-May through Labor Day 2019 at Harbor Cove and Surfers Knoll beaches. The $88,682 cost represents a 1 percent increase over last year, primarily because of added personnel and the added option of continuing services, as available, through Dec. 31.

“The Ventura Harbor Patrol and the District believe this investment in public safety is important,” stated Ventura Port District Harbormaster John Higgins. “A third lifeguard tower has also been added this summer season to the Ventura Harbor beaches to better assist with visitor safety”

For over 60 years, State Parks has provided professional lifeguarding services along California’s coastline. The State Park Lifeguard service is certified by the United States Lifesaving Association and is recognized as one of the highest-ranking training academies in the world.

The Ventura Port District took the lead in securing summer lifeguards at the Harbor after the city of Ventura stopped its services in 2011. The state lifeguards and the Ventura Harbor Patrol have formed a strong and effective partnership in providing public safety on land and in the waters along Ventura’s coast.

Ventura Harbor and its beaches have become among the most popular summer destinations in the city. Parking and restrooms are available at both beach parking lots and street parking is available on Spinnaker Drive.

In addition to the beaches’ safety and convenience, annual Harbor dredging results in some of the best sand on the local coast. Also, the location affords a variety of healthy outdoor summer activities and close access to the Harbor Village and its many amenities.

“Ventura Harbor is one of the few locations in Ventura County that provides a complete user experience,” Harbormaster Higgins said. “Our harbor, beaches, merchants, restaurants, national park headquarters, sport fishing boats, dive boats and Island Packers give the visitor tremendous value and entertainment in one intimate location.”

For questions on lifeguard times, call the State Lifeguards Dispatch at 805-648-3321.
